The morning of the Council arrived.

The Imperial Palace buzzed with activity long before sunrise.

Servants hurried through marble corridors.

Royal Guards polished their armor until it reflected the morning light.

Nobles adjusted expensive robes while rehearsing carefully crafted speeches.

Every prince and princess understood...

Today’s performance could change the succession rankings.

Kael stood on the balcony of his guest residence.

The city stretched endlessly before him.

Smoke rose from thousands of chimneys.

Merchant caravans entered through the eastern gate.

The palace overlooked it all.

Beautiful.

Powerful.

Imperfect.

Walter walked onto the balcony carrying breakfast.

”You didn’t sleep.”

”I slept enough.”

Walter set the tray down.

”Nervous?”

Kael looked toward the capital.

”No.”

”I’m thinking.”

”What about?”

Kael remained silent for several seconds.

”I thought becoming emperor meant sitting on the dragon’s throne.”

He looked toward the streets below.

”Now I understand.”

Walter waited.

Kael continued.

”It means carrying everyone sitting beneath it.”

Walter laughed.

”You’re starting to sound like an old philosopher.”

”I’ll take that as a compliment.”

The Council Chamber

Unlike the Dragon Throne Room...

The council chamber was circular.

There was no audience.

No cheering crowds.

No foreign ambassadors.

Only those whose opinions truly mattered.

The Emperor.

The Empress.

The Imperial Council.

The Eleven Royal Heirs.

The Grand Marshal.

The High Chancellor.

The High Priest.

The Guildmaster of Commerce.

The Archmage.

The Supreme Judge.

The leaders of the Empire itself.

Each prince and princess stood behind a stone podium.

Above each podium...

Hung the banner of their territory.

Kael’s banner...

The Black Dragon.

Simple.

Black.

Unadorned.

Yet it caught more attention than many of the older family crests.

The Grand Herald stepped forward.

”Today’s Council shall proceed according to Imperial Law.”

”Each heir shall present three matters.”

”First...”

”An accomplishment.”

”Second...”

”A proposal.”

”Third...”

”A vision for the empire.”

”No interruptions shall be permitted.”

The emperor nodded.

”Begin.”

The Second Prince

Prince Adrian stepped forward first.

His voice carried naturally through the chamber.

”My accomplishment...”

”The stabilization of the Northern Frontier.”

He described new fortifications.

Military victories.

Bandit suppression.

Supply improvements.

Everything was practical.

Everything was effective.

”My proposal...”

”Increase military funding.”

”Expand officer academies.”

”Modernize border defenses.”

”My vision...”

”An empire no enemy dares invade.”

The generals nodded in approval.

The emperor simply wrote something on a parchment.

No reaction.

The Third Princess

Seraphine approached next.

Graceful.

Confident.

Every word carefully chosen.

”My accomplishment...”

She spoke of trade agreements.

Political marriages.

Economic expansion.

New noble alliances.

”My proposal...”

”Strengthen noble authority.”

”Increase provincial oversight.”

”Expand taxation on foreign merchants.”

”My vision...”

”An empire feared through strength.”

Many conservative nobles smiled.

Again...

The Emperor merely wrote another note.

Others Follow

Elena spoke of diplomacy.

Marcus argued for military reform.

Elara focused on agriculture and education.

Each proposal had merit.

Each reflected the strengths of its speaker.

Hours passed.

Finally...

Only one podium remained.

The Grand Herald announced.

”Prince Kael Asterion.”

The room became completely silent.

Even the scribes stopped writing.

Kael stepped forward.

His boots echoed against the stone floor.

He looked around the chamber.

Then...

He bowed.

”My accomplishment...”

He began calmly.

”I transformed Blackwood.”

”I reduced taxes.”

”I rebuilt irrigation.”

”I recruited soldiers based on merit.”

”I defeated Baron Alaric without devastating the land.”

”I restored hope to people who had forgotten it.”

No arrogance.

Only facts.

The emperor nodded slightly.

”Continue.”

The Proposal

Kael took a deep breath.

”My proposal...”

”...is not one law.”

”It is a direction.”

Several ministers looked confused.

”I propose the creation of an Imperial Merit Office.”

Whispers spread.

No one had heard of such a thing.

”It will evaluate officials...”

”Generals...”

”Governors...”

”Engineers...”

”Teachers...”

”By results.”

”Not by birth.”

Silence.

”If a commoner is the best engineer...”

”He should build our bridges.”

”If a branch family commander is the best strategist...”

”He should lead our armies.”

”If a noble fails his duty...”

”His title should not protect him.”

A few ministers shifted uncomfortably.

The high chancellor slowly leaned forward.

Interesting...

The Vision

Kael looked around the chamber.

His voice became stronger.

”My vision...”

”...is simple.”

”I don’t want an empire where only nobles prosper.”

”I don’t want an empire where only the capital shines.”

”I want an empire...”

”...where everyone’s life matters.”

He paused.

Long enough for every person to focus entirely on him.

”I walked through Aurelia.”

”I met merchants.”

”I met veterans.”

”I met children.”

”I met branch families.”

”I met craftsmen.”

”I asked them one question.”

”What makes your lives harder?”

”No report prepared me for their answers.”

”I saw broken roads.”

”I saw forgotten veterans.”

”I saw talented people denied opportunity.”

”I saw children questioning whether their birth made them worth less.”

His gaze slowly turned toward every prince and princess.

”The strength of an empire...”

”...isn’t measured by how high its palace stands.”

”It’s measured by how well the smallest village sleeps at night.”

Silence.

Absolute silence.

”I dream of roads connecting every province.”

”Schools where talent matters more than family names.”

”Hospitals that treat rich and poor alike.”

”Veterans who never wonder whether their sacrifice was forgotten.”

”An army built on loyalty.”

”An economy built on opportunity.”

”And a government...”

”...that serves its people.”

Not the other way around.

No one moved.

No one spoke.

The System

Only Kael could see the notification.

Imperial Evaluation

Speech Effectiveness:

Leadership:

Increased.

Political Influence:

Increasing...

The Emperor

Augustus Aurelius Asterion looked directly at his son.

For nearly ten seconds...

Neither spoke.

Then...

The emperor smiled.

It was faint.

The Emperor slowly rose from the Dragon Throne.

”The Council...”

”...has heard every vision.”

He looked across all eleven heirs.

”Some of you spoke of armies.”

”Some spoke of wealth.”

”Some spoke of power.”

Then...

His eyes settled on Kael.

”One of you...”

”...spoke of people.”

The chamber fell silent once again.

No one knew what the Emperor’s next words would be.

But every heart in the room beat just a little faster.

Because history...

Was about to change.
