Chapter 105: Chapter 87: Troubled Finances

”Oh?”

The voice from Sabo’s side suddenly became quiet, and an emotion of excitement was conveyed over the phone: ”My dearest Lord City Lord, please wait a moment, let’s meet and talk in five minutes. I have a thousand things to discuss with you regarding this topic.”

Beep beep beep....

Baiyi: ....

He looked at the disconnected phone call with some helplessness. Indeed, Sabo’s target was the Finance Officer, but it seems the City Lord didn’t want him to be this Finance Officer, because the duty of the Quartermaster mainly involves managing military pay, military supplies, and the soldiers’ meals.

Whereas the Finance Officer is the Minister of Finance, managing taxes, business, accounting, and other affairs, with quite considerable power.

”Boss, is this something I should be hearing?”

At this moment, Luoning weakly spoke out, feeling that the meal was a bit tasteless. She always knew a famous saying: when one’s identity and status are mismatched, knowing too much is actually not good.

So every time she made a prediction, it would only predict how to resolve the upcoming danger, instead of predicting where this danger originated from.

This made every one of her premonitions especially smooth, without involving too many things.

”This isn’t some secret, let’s eat.” Baiyi patted her head, got up, and walked towards the laboratory: ”When Sabo comes later, just let him come find me directly.”

”Okay, boss.” Luoning put her mind at ease and quickly started eating.

Baiyi returned to the laboratory, and shortly after he sat down, Sabo pushed open the door and walked in, his ugly face full of a cunning smile: ”Hey, my great Lord City Lord, I’m already here. Let me guess, am I about to get a promotion?”

Baiyi took out the key to the City Lord’s Mansion’s Treasure Vault from the silver ring, then handed the ring to Sabo: ”Take a look at the ledger first.”

Sabo took the ring, skillfully took out eleven books from it, and began to flip through them.

His expression gradually shifted from excitement to calm, then he frowned: ”My friend, this is an unhealthy economy.”

”I know, that’s why I called you over. Do you have any good ideas?” Baiyi had some expectations.

”Reduce the number of soldiers and officials, and initiate trade with other cities.” Sabo said without hesitation.

”I need to look into this first....”

”There’s no need to look into it, my friend.” Baiyi’s words were interrupted, Sabo said seriously:

”Dongwu City needs so many soldiers because border cities not only have the role of protecting the Federation’s safety but also an offensive role, such as the southeast direction’s Mutated Zone that you bombed. If you hadn’t bombed it that day, now the Storm Legion would be preparing to clear it out.”

He continued: ”But now that your Intercontinental Rail Cannon can perfectly replace the role of the Storm Legion, the Storm Legion doesn’t need so many people anymore.”

”We can keep the elite, clear out some ordinary people, and form a professional army like the Tianqi Army.”

”And Wucheng Army doesn’t need so many people either. The entire city only needs to keep 120,000 professional soldier.”

”The soldiers who are laid off can become merchants, adventurers, or even private soldiers of wealthy businessmen. This can further make the city even more prosperous and even safer.”

Sabo expressed his thoughts without hesitation. Although he wasn’t bound to Dongwu City, he liked Dongwu City.

Most importantly, Baiyi’s talent was exceptionally superior, and they were compatible. Following Baiyi made him feel he could grow even faster.

Baiyi picked up a ledger and looked at it, with professional warriors and assassins at Bronze Lower Tier approximately earning 200 Gold Coins a month, Middle Tier 500, Upper Tier 1000, and Silver could reach 2000, even 5000 Gold Coins.

Mages and special professionals would earn even more.

This was undoubtedly several times more than ordinary wealthy families, and they also had a battle merits system. With high military pay and military merit systems, as long as they had talent, they wouldn’t just stay at their current realm...

Baiyi suddenly understood the reason for such high military pay.

The Federation’s framework is to allow people to grow without restrictions, giving everyone an opportunity for promotion, and continuously selecting the best of the best.

High military pay enables professionals to have more money to buy more resources, achieving the goal of rapid growth.

And the high number of military positions seemed specially created for ordinary people because once an ordinary person joined any army, they would first receive corresponding cultivation knowledge, along with higher wages and more training opportunities.

Though doing this would indeed increase the number of Transcendents in Dongwu City, it kept Dongwu City’s economy in an unhealthy state.

”What’s wrong? My friend, look at these officials, they actually don’t have substantial functions, yet their salaries are also in Gold Coins. This is very bad.” Sabo took out the ledger, pointing at the section of the city’s various levels of officials.

Baiyi checked it, and it was indeed a bit bloated in this aspect: ”Sabo, what if all these things are meant to produce more Transcendents?”

Sabo paused, placed the ledger aside, and reluctantly spread his hands: ”My friend, the Federation has no choice but to do this, but the laws have already provided a path for commoners to rise. Continuing to support these people with Dongwu City is really unnecessary. True geniuses will not be left behind in this era.”

”And those who can fall behind, no matter how you support them, you can’t lift them up. This will only hinder Dongwu City’s development.”
