Dungeon Master (Karma System)

Dagar wanted to begin with evacuation records.

Merrit wanted to inspect the market.

Max refused both requests until the visitors explained what information they intended to take home.

”I want to know how quickly your population can move from exposed territory.” Dagar said.

”Why?” Max asked.

”Because mine cannot move quickly enough.”

Dagar’s defensive captain shifted at the admission. The weakness was not a secret within their delegation, but stating it before strangers reduced the strength the captain wanted them to project.

Dagar noticed.

”We did not cross to pretend our systems are complete.” he told the captain. ”We could have done that from the Redoubt.”

The captain lowered his gaze in acknowledgment.

Merrit gave a different answer.

”I want to know what people buy when a Dungeon Master does not own every stall.”

Hizon leaned forward.

”You own every workshop in the Thousand Works.”

”I own the tools, testing chambers, and constructed hazards. Crafters rent access. I also claim a share from anything produced through dungeon-owned equipment.”

”How large a share?”

Merrit named percentages that changed according to the workshop and tool.

Hizon asked about material losses, failed commissions, maintenance charges, and whether the dungeon took a share before or after workers were paid. Merrit’s contract keeper began answering with increasing caution.

The exchange became a negotiation even though no agreement existed.

Max allowed it to continue. Hizon wanted to understand whether Merrit represented opportunity or competition. Merrit wanted proof that Sanctuary’s businesses produced enough value to justify opening a connection.

Neither would learn through polite descriptions alone.

”You can see the public market.” Max said. ”You will not inspect private records or demand information from merchants. They may refuse any question.”

Merrit accepted.

Dagar received similar limits. Max would show public evacuation routes and explain responsibility, but not defensive positions or core access.

The delegations left the meeting hall together.

Sanctuary’s streets were busy without being crowded. Caravans moved from the portal plaza toward lodging and storage. Adventurers crossed between the level entrances, Arena, Skyyard, and Hall of Achievements. Residents conducted business that had nothing to do with an immediate dungeon attempt.

The delegations attracted attention without stopping traffic.

Residents recognized Dagar and Merrit as outsiders with authority even when they did not know their names. Their companions inspected walls, signs, tools, and movement patterns too deliberately to be ordinary visitors.

A Sanctuary merchant asked whether another caravan route had opened. Anna explained that the visitors represented other dungeons and that no public exchange existed yet.

The merchant’s first question concerned selling rights.

”No one has received them.” Anna said. ”If trade opens, the terms will be published through the market office.”

Merrit watched the exchange.

”You announce opportunity before deciding who deserves it.”

”We announce that no one has exclusive access.” Anna replied.

”Someone prepared first will claim the best contracts.”

”Preparation is allowed. Private promises made in our name are not.”

Merrit preferred selecting capable partners before competitors appeared. Anna preferred preventing well-connected merchants from claiming a market before ordinary businesses learned it existed.

Hizon supported Anna for a less idealistic reason. An open notice would bring more bidders, better prices, and information about which goods merchants actually valued.

”Control is useful when you already know the correct partner.” Hizon said. ”Competition helps when you do not.”

Merrit recorded the distinction.

Dagar stopped near the first intersection.

”How many are defenders?” he asked.

Veyrath gave him the current public-duty count.

”The rest trust your rule against violence.”

”They trust the rule and the defenses behind it.” Veyrath replied.

”A rule that disappears in defense mode.”

”Which is why evacuation planning matters.”

Dagar looked toward a family passing beneath a market awning.

His discomfort did not come from contempt for civilians. He saw people exposed beyond thick walls and imagined the attack that could reach them.

”You built the population in front of your defenses.” he said.

”I built defenses throughout a place where people live.” Max replied.

The difference reflected their starting points. Dagar had built a fortress and added a settlement. Max had built a dungeon, then allowed Sanctuary to become a city.

Veyrath showed the visitors how districts handled alerts. Signs identified gathering points without marking military positions. Local staff knew which routes remained clear during ordinary emergencies. Defense mode activated different instructions because public safety rules could no longer be assumed.

Dagar’s civilian quartermaster asked more questions than his captain.

Who counted residents? How did Sanctuary account for unregistered visitors? What happened when families separated? Which supplies belonged at gathering points? Could merchants protect inventory without delaying evacuation?

Registration remained optional, so Sanctuary never assumed it knew everyone present. Staff counted areas as they cleared rather than relying entirely on a master list. People could report missing companions, but no one waited for a perfect count before moving.

The quartermaster wrote quickly.

”Our plans begin with assigned residential blocks.” she said. ”Anyone working elsewhere becomes an exception.”

”Exceptions are the population during most of the day.” Anna replied.

The quartermaster looked toward Dagar.

”I have said the same thing.”

”You asked for more wardens.” Dagar said.

”Because the wall plan could not account for movement.”

Dagar did not dismiss her in front of the others. He asked Veyrath how many local coordinators Sanctuary used and what authority they possessed.

The answer was less military than he expected. Coordinators directed movement and reported blockages. They did not command soldiers or force residents into one route when conditions changed.

”Your civilians decide too much during an emergency.” Dagar’s captain said.

”They know where they are.” the quartermaster replied. ”Your soldiers know where plans say they should be.”

The captain objected to the implication. Dagar stopped the argument before it became a defense of pride.

”We came because the wall plan nearly failed.” he said. ”We will examine why.”

Max understood Dagar better after the statement. He was not ashamed that the Redoubt possessed weaknesses. He feared allowing criticism to erode the discipline that kept it alive. He accepted uncomfortable information when it served survival, but every change had to prove it would not dissolve command.

Merrit had fallen behind with Hizon.

They stood outside a repair house where a goblin metalworker negotiated with an adventurer over damaged armor. The price included material, labor, and a rush charge because the party wanted to enter the Ant Hill that afternoon.

Merrit waited until the agreement ended before approaching.

”Why not charge a percentage of the armor’s value?” he asked.

The metalworker looked at Hizon before answering.

Hizon gave no instruction.

”The repair takes the same work whether the owner paid too much for the armor or not.” the metalworker said.

Merrit’s artificer examined the damaged plate with permission. She identified a technique that could reduce the repair time but required a tool available only in the Thousand Works.

The metalworker asked what the tool cost.

The artificer named a rental fee and the dungeon’s production share.

The goblin calculated silently.

”I would earn less unless I repaired twice as many.”

”You could.”

”If twice as many customers arrive.”

Merrit watched the exchange. His tools improved production, but his agreements assumed demand would grow to match. In the Thousand Works, crafters traveled specifically to use those tools. Sanctuary’s shops served whatever traffic already existed.

”You want access to our customers.” Hizon said.

”I said I wanted a market.” Merrit replied.

”You want other people to provide it.”

”And I can provide tools that allow them to serve it better.”

Hizon did not object to profit. He objected to agreements that transferred most of it away from the people doing the work.

”Then sell or lease the tool for a fixed price.” Hizon said. ”Do not claim every repair made with it.”

Merrit’s contract keeper began to protest. Merrit raised one hand.

”A fixed lease places the risk on the repair house.” he said.

”And the reward.”

”Some cannot afford the risk.”

”Offer both terms.”

The discussion ended without a contract, but Merrit asked the keeper to draft two models.

Max led the delegations through the Hall of Achievements, past the Arena, and along the public approach to the hospital. He did not provide a private tour of resurrection operations. Bodies appeared there openly whenever adventurers died on the first four levels or lacked the coins for a graveyard revival on Level Five.

Dagar understood the function immediately.

”Your people return here after death.”

”External adventurers do.” Max replied. ”Different rules apply according to where they die and what protections they purchased.”

Merrit’s attention sharpened.

”Can someone arriving through an exchange gate purchase the same protection?”

”We have not established which resurrection authority applies to a visitor bound to another dungeon.”

”Then establish it.”

”Not by guessing.” Quin said.

Merrit looked at him.

”You are the analyst.”

”I am the person telling you an unknown rule remains unknown.”

The answer ended the question for the moment.

They returned to the meeting hall near evening.

Dagar carried no copies of Sanctuary’s routes. His quartermaster carried principles, questions, and a list of failures their current wall plan did not address.

Merrit carried no trade agreement. His contract keeper carried two possible leasing structures and objections from the people expected to use them.
