Dungeon Master (Karma System)

The event-support unit prepared the meeting room without declaring Max’s arrival an event.

Water, writing materials, maps, and current reports waited at each place. The gnomes had tested the communication crystals, checked the doors, and vanished before the first leader arrived. A small card beside Max’s chair identified the preparation as REQUESTED SUPPORT.

Max left the card where it was.

Anna sat at his right. Quin took a place near the records rather than among the leaders, though everyone present knew her questions could redirect a meeting.

Hizon arrived first, followed by Nethren. Kildra entered with a packet of Masquerade Castle schedules. The Orc Chief brought two translated reports from the work camp. Veyrath came last, directly from a defensive inspection, and placed his helmet beneath his chair.

None of them had been summoned because of a crisis.

That fact made the gathering necessary.

Their domains had once been separate projects that reported directly to Max whenever a decision mattered. They now affected one another every day. Adventurers moved from Sanctuary to the Undercity, the joint instance, Masquerade Castle, and the other dungeon levels. Supplies crossed boundaries. Staff transferred between responsibilities. A decision that improved one place could create a problem somewhere else before Max heard about it.

”The purpose is coordination.” Max said. ”No one needs to defend the success of their territory. The reports already show what is working.”

Hizon glanced toward the stack in front of Max.

”They show everything.” he said.

”They do.”

The first issue concerned traffic through the Undercity.

Hizon’s businesses benefited from visitors moving toward the Goblin Depths and Nethren’s joint instance. The same traffic crowded passages originally designed for a smaller settlement. He wanted a second commercial route connecting the arrival point to the instance entrance.

Veyrath objected to the proposed width and directness. A route convenient for customers would also give hostile forces a clear line into the district if portal controls failed.

”The entrances are monitored.” Hizon said.

”Monitoring identifies an attack.” Veyrath replied. ”It does not make the street easier to defend.”

Nethren wanted the route because delays near the market caused adventurers to miss scheduled entry groups. Kildra wanted traffic signs that directed visitors toward Masquerade Castle as well as the instance.

The Orc Chief examined the map while the others discussed volume, barriers, and patrol sightlines.

”Build two bends.” he said.

Everyone stopped.

He marked a route wide enough for commercial traffic but interrupted by two broad turns. Shops could face the interior sides. Defenders would retain positions that prevented a straight charge from either entrance.

Hizon shifted one bend to preserve access to an existing repair yard. Veyrath added gates that could close individual sections without trapping residents. Nethren confirmed that the longer route would still reduce delays.

Max approved the design study, not immediate construction. Hizon and Veyrath would return with cost and defense estimates.

The solution had not required Max to choose commerce or security. It had required the people responsible for both to examine the same map.

Nethren presented the cavern next.

The first-stage shell had received preliminary approval. He now needed excavation schedules, growth restrictions for the fungal terrain, and a decision about how the Crowncap Guard would be tested before becoming an active boss.

”No public encounter until the creature can distinguish surrender, retreat, and incapacitation.” Max said.

”It already distinguishes them in controlled tests.” Nethren replied.

”Controlled tests are the beginning.” Veyrath said.

Nethren did not argue. He proposed using his own eternal souls as the first opposing groups because they could follow exact instructions and survive errors that would kill visitors.

Kildra suggested adding observers who understood how adventurers behaved when frightened. A creature could respond correctly to a planned withdrawal and still misread panic.

”I can provide performers accustomed to staged pursuit.” she said. ”They know how to make fear look convincing without losing control.”

”The Crowncap Guard may attack the loudest target.” Nethren warned.

”They will regard that as professional feedback.”

Max assigned a sequence: eternal-soul trials, trained staff trials, then selected veteran adventurers who understood that the cavern remained under development. The creature’s purchase did not guarantee its deployment. Nethren accepted the standard.

Kildra opened her schedule.

Masquerade Castle’s heists had become popular enough that the interval between groups created its own problems. Visitors arrived early to study previous results. Participants leaving one session sometimes revealed information to those entering the next. Performers needed time to restore rooms without making the reset visible.

She did not ask Max for more sessions. She wanted authority to vary the castle’s internal sequence so information from one attempt would not solve another.

”The objective remains stable.” Kildra said. ”The route, alliances, and betrayals change.”

Quin looked up from the schedules.

”How will participants know which rules remain reliable?” she asked.

Kildra had prepared an answer. Each heist would begin with three declared certainties: the objective, the boundaries on violence, and the conditions for ending the attempt. Everything else could change within established limits.

Max approved a trial period and required outcome reports. Kildra received creative control without receiving permission to make success depend on rules visitors could not know.

The Orc Chief’s reports concerned people rather than attractions.

The work camp held individuals serving assigned terms, people who had completed those terms and chosen to remain as paid workers, and families who had joined them. Shared housing and shared jobs had begun to blur those groups.

”Some free workers use camp quarters because they are better than what they can afford elsewhere.” the Orc Chief said. ”Some assigned workers believe the free workers receive easier tasks. Some free workers believe supervisors still treat them as prisoners.”

Max read the translated statements. None described open abuse. The distinction still mattered.

Punishment labor could not quietly become a permanent class, and voluntary workers could not be governed under rules intended for sentences.

Anna proposed separate agreements for housing, employment, and assigned service. Completing a term would end every restriction tied to the sentence automatically. Anyone who stayed would sign the same kind of work agreement used elsewhere in Sanctuary, even if they continued living in the camp.

”And supervisors?” the Orc Chief asked.

”They choose which role they hold.” Max replied. ”Guard or employer. Not both over the same person.”

The Orc Chief considered the division, then nodded.

He requested additional training for orcs moving from security duties into civilian supervision. Hizon offered places with Undercity businesses where they could observe wage agreements, scheduling, and dispute handling. The arrangement benefited the camp and gave Hizon a larger pool of trained managers.

Veyrath’s concern touched every proposal.

Sanctuary’s commercial and recreational growth had increased the number of crowded spaces, scheduled portals, and visitors unfamiliar with emergency routes. Defenses had improved, but response plans still assumed smaller crowds.

He did not want authority over the businesses. He wanted every leader to maintain a plan for clearing or securing their own area without waiting for his soldiers to arrive.

”The tiered response system assigns emergencies quickly.” Anna said.

”Assignment is not movement.” Veyrath replied. ”A warning can reach the correct person while five hundred visitors stand in the wrong corridor.”

Max agreed.

Each territory would conduct its own evacuation exercise during the next month. Veyrath would define the minimum standard and observe, but local leaders would design the routes because they understood their spaces. Exercises would be announced. Max did not want panic used as a test of readiness.

Hizon asked whether closing the Undercity businesses for an exercise would be compensated.

”No.” Max said. ”Safety is part of operating them.”

Hizon accepted the answer and began calculating the least disruptive schedule.

The meeting continued through supply storage, shared healers, signage, and the use of Sanctuary staff during events. Not every issue produced an immediate decision. Several became assigned comparisons with deadlines. Two disappeared when the leaders involved realized their goals did not actually conflict.

Max spoke less than he expected.

He clarified boundaries when one domain could impose costs on another. He refused proposals that depended on hiding risk from visitors. He assigned final decisions to the people who possessed the relevant knowledge.

No one asked him to design a street, train a fungal guardian, write a heist, supervise a work crew, or command an evacuation.

They asked him to decide what the connected dungeon would permit.

Near the end, Quin reviewed the assignments aloud. Her list contained names beside every task. Max’s name appeared only twice: approval of the cavern’s final public trial and review of the new work-camp agreements.

”We should repeat this meeting.” Anna said.

Kildra looked at the remaining reports.

”At a reasonable interval.” she said.

They settled on a regular review with additional meetings only when decisions crossed territorial boundaries. Ordinary management would remain with the leaders already responsible for it.

As everyone gathered their papers, Hizon stopped beside Max.

”The Undercity route will work.” he said. ”The Chief’s bends are better than the straight road.”

”Tell him.” Max replied.

Hizon did.

The Orc Chief accepted the praise with a short nod and asked to see the revised cost estimate. Nethren and Kildra were already comparing dates for the Crowncap trials. Veyrath handed Anna a draft emergency standard rather than waiting to deliver it through Max.

The room emptied by degrees.

One of the event-support gnomes entered only after the last leader left. She collected untouched water, stacked the tablets, and examined the card beside Max’s chair.

”Was the support adequate?” she asked.

”Yes.” Max replied.

She marked the result and departed without attempting to become his attendant.

Max looked at the maps left on the table.

Sanctuary was no longer the only center of activity inside his dungeon. The Undercity had its own prosperity. Nethren’s territory was developing its own trials. Masquerade Castle, the work camp, the military defenses, and the public city each followed different needs
