Sunblind Serpent: The Zodiac Without A House

Earth’s governments spent most of the next light period arguing over one sentence from the joint declaration: ”Your world is not a territory of any House by the fact of Awakening.”

Marek considered it one of the more useful things the Twelve Houses had said since Day 367. Unfortunately, that only gave everyone more wording to argue over.

One Earth official focused on the phrase by the fact of Awakening and asked whether that meant a House could still acquire territory through some other legal route.

The Libra representative answered, ”Yes.”

For several uncomfortable minutes, that single word traveled faster than the rest of her explanation. Headlines changed. Commentators started talking over one another. Someone inside the shelter muttered that the Houses had already found a loophole.

Then the representative continued, ”A world may enter a House by treaty, cession, lawful accession, recognized custodial request, protected dependency, or other mechanisms established under Prime laws. None of those relationships arise merely because citizens of that world possess Astral Marks associated with a House.”

The shelter quieted as the explanation continued. Marek copied the terms into his notebook.

Beside him, Eren had moved closer to the screen without seeming to notice he had done it. He had paid particular attention whenever the House of Libra spoke since the representatives arrived, and this time the reason was difficult to miss.

Before detention, Eren had been a licensed professional accountant and a university professor in accountancy. He taught ethics, assurance, and financial reporting, and his students had apparently learned that one badly worded sentence could keep a class from ending on time.

Then, a professional record bearing his signature helped destroy the career built around those same rules.

A consultancy report had been filed after several schedules were changed from the version Eren said he reviewed. He maintained that he had never approved the altered final schedules, but his signature remained attached to the document.

The disciplinary case ended with his license revoked for failing to control a professional record carrying his name. The university first removed him from professional subjects, then terminated his teaching position soon afterward.

Work became harder to find after that. Loans covered the first few months, then other loans covered those. By the time Eren began issuing postdated checks against money he still expected to receive, there was not much left between a professional failure and a financial one. Several checks were dishonored.

Complaints followed, and he had still been waiting for the cases against him to move through due process when Day 367 happened.

The Libra representative was explaining lawful accession when Marek glanced at Eren. ”You pay a lot of attention whenever they start talking about wording.”

Eren kept his eyes on the screen. ”I hate wording that becomes clear only after somebody has already signed it.”

Rhovan, unusually, had nothing to add.

The negotiations continued through an international communication channel that had been stabilized with the assistance of the Representative from the House of Aquarius. The video still broke apart whenever too many systems tried to connect at once, leaving faces frozen in blocks of color, but the audio usually survived.

Earth wanted maps of altered routes and information about advancement. The Houses wanted reliable counts of newly Awakened Astrants and permission to conduct assessments. Several governments wanted to know what the Twelve considered safe training for Cycle I bearers.

Then, somebody asked why Project Meridian had existed before Day 367.

The discussion stopped so completely that the weak hiss of the shelter speakers became noticeable. No representative answered immediately, and several Earth officials on the shared channel seemed to realize at the same time that they had finally asked something the Twelve preferred not to discuss.

Marek lowered his pen. Celeste had already warned him that the people connected to what Tomas found beneath Meridian were reaching Earth. Hearing all Twelve Houses become quiet at the same question made that warning much harder to leave in the background.

”Interesting,” Marek said.

Rhovan kept watching the representatives. ”Very.”

Marek glanced at him. ”You know something.”

”Not about Meridian.” Rhovan’s expression remained serious. ”But twelve House representatives do not avoid the same question by accident.”

”So they know something.”

”Almost certainly. Whether they all know the same thing is another question.”

The Houses asked for access to surviving Meridian equipment, and Earth refused without offering a timetable.

Aquarius narrowed its request to communication hardware. Virgo asked to inspect medical systems only. Libra proposed supervised examinations in which no component would leave Earth custody. Even then, the governments involved declined to grant immediate access until they understood what had been hidden inside their own institutions.

The Leo representative smiled during the exchange, but whatever Rhovan found amusing in House politics had disappeared from his face.

Marek noticed the difference. ”You agree with Earth.”

”I never said that,” Rhovan argued.

”You stopped smiling when Leo started. That’s enough proof.”

Rhovan glanced at him. ”The House of Leo is going to consider your governments difficult.”

Marek closed his notebook. ”I approve of them not handing unknown equipment to people who go silent when asked why it was here before they arrived.”

Rhovan considered Marek’s view of things. ”On that point, I agree.”

The refusal did not end negotiations. Instead, the Houses reduced their requests to specific forms of cooperation.

The negotiations were not happening somewhere distant anymore. Every few minutes, people inside the shelter reacted to a new line from the feed as if it might alter what tomorrow looked like.

A volunteer carrying a stack of blankets stopped long enough to hear whether House medical teams could enter local clinics. Two older men near the registration desk argued quietly over whether accepting route assistance counted as dependence. Even the people who claimed they did not trust any House kept glancing up whenever a representative spoke.

Marek understood the contradiction.

Earth badly needed help.

Roads no longer led where old maps said they should, hospitals were treating manifestations nobody had names for two weeks ago, and entire communication systems still failed without warning.

None of that made surrendering authority a sensible price for assistance.
