The meeting had ended, but Kael remained at the table.

The village elders had already begun leaving the manor. Their voices faded through the corridors as they discussed what Kael had said.

Edwin gathered the remaining documents.

Kael stared at the map.

Eleven villages.

The words Walter had spoken continued to occupy his thoughts.

You must give them something worth leaving their homes for.

Kael tapped his finger against the table.

”We need to know what we can actually offer.”

Edwin looked up.

”My lord?”

”People won’t come simply because I invite them.”

Edwin nodded.

”They will need land, work, safety, and food.”

”And somewhere to live.”

”Yes.”

Kael stood.

”Then that’s where we begin.”

Lily entered carrying another stack of records.

”I brought the village reports.”

Kael looked at the pile.

”All eleven?”

”All eleven.”

He took the first report.

”Which village has the largest population?”

”Blackmere.”

Kael opened the document.

”And the smallest?”

”Stonebrook.”

He read through both.

Blackmere had fertile fields but poor roads.

Stonebrook had excellent stone deposits but very little farmland.

Kael’s eyes moved between the reports.

”That’s what we’ve been doing wrong.”

Lily frowned.

”What?”

”We’ve been treating every village the same.”

He placed the reports beside one another.

”Stonebrook doesn’t need to become another Blackmere.”

Edwin nodded slowly.

”Each village should make use of what it possesses.”

”Exactly.”

Kael looked at the map again.

”Blackmere produces food.”

He moved his finger.

”Stonebrook has stone.”

Another village had timber.

Another had hunters.

Another had a river.

Another had grazing land.

Kael’s expression changed.

”If we connect them...”

Edwin understood.

”They could trade between themselves.”

Kael nodded.

”And Blackwood becomes the center.”

Lily smiled.

”You’ve found another problem to solve.”

Kael looked at her.

”Several.”

She sighed.

”I knew it.”

The first place Kael visited was Stonebrook.

He did not arrive with a procession.

Only a small group accompanied him.

Ronan.

Selene.

Two Black Dragon soldiers.

And Lily.

The village sat against a rocky hillside.

Stone walls surrounded several homes.

The road leading into the settlement was little more than packed dirt.

Kael dismounted.

An elderly man approached.

”My lord.”

Kael nodded.

”Show me the quarry.”

The man blinked.

”The quarry?”

”Yes.”

The elder led them beyond the village.

The quarry was impressive.

Large sections of gray stone had been exposed in the hillside.

Kael crouched and examined it.

Ronan looked around.

”You think this is useful?”

”Very.”

Kael stood.

”This could build roads.”

The elder looked confused.

”Roads?”

”Roads, bridges, houses, walls.”

Kael turned toward him.

”How many men work here?”

”Thirty-two.”

”How much stone can they produce?”

”Enough for the village.”

”Not enough for Blackwood.”

The elder lowered his head.

”We don’t have enough buyers.”

Kael smiled.

”That will change.”

By evening, Kael had visited three villages.

He saw problems everywhere.

Broken bridges.

Weak wells.

Poor storage.

Small markets.

Fields that weren’t being used.

Yet he also saw opportunity.

Blackwood wasn’t poor because it lacked resources.

It was poor because those resources weren’t connected.

When Kael returned to the manor, the sun had already disappeared.

He entered the records chamber.

Master Rowan was waiting.

Beside him stood Garrick Ironhand.

Garrick wore a thick leather apron over his clothing, his large hands still stained from the forge.

Kael looked between them.

”You both came.”

Rowan crossed his arms.

”You said you wanted to improve Blackwood.”

Garrick smiled.

”And I wanted to hear how much work you’re planning to give me.”

Kael sat down.

”Quite a lot.”

Garrick laughed.

”I expected nothing less.”

Kael spread the map across the table.

”I want to improve the roads between the villages.”

Rowan leaned over the map.

”That will take months.”

”I know.”

”And money.”

”I know.”

”And men.”

”I know.”

Rowan looked at him.

”Then why are you smiling?”

Kael pointed at the northern road.

”Because Stonebrook has stone.”

He moved his finger toward another village.

”One village has timber.”

Then another.

”Another has food.”

Garrick’s expression slowly changed.

”You want the villages supplying one another.”

”Yes.”

Rowan nodded.

”Then the roads become more important than the buildings.”

Kael smiled.

”Now you understand.”

Garrick tapped the map.

”And the metal?”

”What about it?”

”If we’re improving roads, we’re going to need tools.”

Kael looked at him.

”Can your forge produce them?”

Garrick gave him an offended look.

”My lord, I am the best blacksmith in Blackwood.”

Kael smiled.

”I’ll hold you to that.”

The next morning, Kael gathered his people again.

This time, he didn’t call the village elders.

He called the craftsmen.

Farmers.

Merchants.

Soldiers.

Healers.

Carpenters.

Blacksmiths.

Hunters.

Kael stood before them in the courtyard.

”We have eleven villages.”

Everyone listened.

”We have farmland.”

He continued.

”Stone. Timber. Water. Livestock. Skilled hands.”

His gaze moved across the crowd.

”But we are separated.”

He pointed toward the road.

”A farmer cannot easily sell his harvest if the road is broken.”

He looked toward Garrick.

”A blacksmith cannot sell tools if merchants cannot reach his forge.”

Then toward Rowan.

”A carpenter cannot build homes for new families if there is nowhere to bring the timber.”

Kael lowered his hand.

”That changes.”

Murmurs moved through the courtyard.

”We will repair the roads.”

Several people looked surprised.

”We will improve the wells.”

More murmurs.

”We will improve food storage.”

Kael paused.

”And we will begin planning new homes.”

A farmer raised his voice.

”Why?”

Kael looked toward him.

”Because Blackwood will grow.”

The courtyard became quiet.

Kael continued.

”Not today.”

”Not tomorrow.”

”But it will.”

He looked toward the distant hills.

”And when people come, I want them to find a territory worth staying in.”

For a moment, nobody spoke.

Then Garrick stepped forward.

”When do we begin?”

Kael smiled.

”Tomorrow.”

Rowan sighed.

”Of course.”

Laughter spread through the courtyard.

Even Kael laughed.

But beneath that laughter, something important had changed.

Blackwood was no longer waiting for the future.

It was beginning to build it.

And Kael had no intention of stopping with eleven villages.
