The chamber had been quiet for nearly an hour.

Then the scratching of a quill began.

Kael sat behind his desk with several sheets of parchment spread before him.

He had changed into a clean tunic, though the weariness from the expedition still clung to his face.

A candle burned beside him.

Another sat near the window.

Lily entered carrying a tray.

She stopped.

The room was covered in parchment.

Some sheets were stacked neatly.

Others had been discarded onto the floor.

A map of the northern provinces covered half the desk.

Another map showed the roads surrounding Kael’s estate.

Lily stared at him.

”You said you were going to think.”

”I am.”

”You’ve been sitting here for three hours.”

Kael continued writing.

”I know.”

”You haven’t slept.”

”I’ll sleep later.”

”You said that yesterday.”

Kael finally looked up.

”I wasn’t here yesterday.”

”You know what I mean.”

She placed the tray beside him.

Bread.

Cheese.

Roasted meat.

Fruit.

And a cup of warm broth.

Kael glanced at it.

”I ate.”

”That was hours ago.”

”I’ll eat.”

Lily crossed her arms.

”Now.”

Kael looked at her.

She looked back.

Neither moved.

Finally, Kael picked up the bread.

”Happy?”

”Very.”

He took a bite.

Lily smiled and looked over the papers.

”What are all these?”

”Problems.”

”That’s a lot of problems.”

”I know.”

She picked up one of the pages.

It contained a list.

Villages.

Roads.

Monster attacks.

Trade routes.

Caravan escorts.

Messages.

Missing travelers.

Bandits.

Local disputes.

Lily looked at him.

”You want soldiers to handle all of this?”

”No.”

”Then who?”

Kael leaned back.

”That’s what I’m trying to figure out.”

Lily pulled a chair beside the desk.

”Tell me what you’re thinking.”

Kael looked at the map.

”The Empire has soldiers.”

”Yes.”

”But soldiers can’t be everywhere.”

”That’s true.”

”And most villages can’t afford their own trained force.”

Lily nodded.

”Most can barely afford enough food.”

Kael pointed toward the roads.

”Merchants need escorts.”

He moved his finger.

”Farmers need help when monsters enter their lands.”

Another point.

”Villages need people willing to deal with dangers that aren’t large enough for the army to respond to.”

Lily watched him.

”So you want people to do these tasks for payment.”

Kael looked at her.

”Something like that.”

”Who?”

”People willing to take the work.”

Lily frowned.

”Mercenaries?”

Kael shook his head.

”Not exactly.”

”Then what?”

Kael stared at the parchment.

”I don’t know yet.”

Lily smiled.

”At least you’re honest.”

Kael picked up another sheet.

”I need rules.”

”What kind?”

”If someone accepts dangerous work, they need to prove they can handle it.”

”How?”

”A test.”

”For what?”

”Different things.”

He began writing.

Strength.

Skill.

Judgment.

Discipline.

Survival.

Lily leaned closer.

”You want different levels.”

Kael nodded.

”Someone who can barely defend themselves shouldn’t be sent to deal with something that could kill ten trained soldiers.”

”So the stronger they are, the more dangerous work they can take.”

”And the greater the reward.”

Lily thought about it.

”That could work.”

Kael looked at her.

”You think so?”

”I think it could.”

She tapped the parchment.

”But there is a problem.”

Kael waited.

”Money.”

He nodded.

”Exactly.”

”Where will the money come from?”

Kael looked at the estate’s account ledger.

His expression became thoughtful.

”That’s what I need to solve.”

The door opened.

Torren stepped inside.

He had changed out of his armor.

His dark hair was still damp from washing, and he wore a plain gray tunic.

He looked at the table.

Then at the floor.

Then at Kael.

”You’ve been busy.”

Kael nodded.

”How are the barracks?”

”Empty.”

Kael looked up.

”Empty?”

”Almost.”

Torren sat down.

”The three soldiers remaining here are capable, but this estate is too large for them to guard properly.”

Kael frowned.

”How many guards would you say we need?”

”At least twenty more.”

Kael looked at the parchment.

Then at the empty barracks.

Another problem.

Torren noticed the papers.

”What are you working on?”

Kael handed him one.

Torren read it.

His eyebrows rose.

”You want ordinary people taking monster contracts?”

”Not ordinary people.”

”Then?”

”People trained for the work.”

Torren studied the page.

”That sounds like a mercenary company.”

”No.”

”What makes it different?”

Kael took the parchment back.

”I haven’t decided yet.”

Torren smiled.

”You’ve been thinking for hours and still don’t know what to call it.”

Kael shrugged.

”A name isn’t the important part.”

”Then what is?”

Kael pointed toward the map.

”The people.”

Torren became serious.

”If you’re going to build something like this, you’ll need people you can trust.”

”I know.”

”And rules.”

”I know.”

”And money.”

”I know.”

”And a place.”

Kael looked at him.

”Yes.”

Torren nodded.

”Then you’re going to have a busy few days.”

Kael looked at the mountain of parchment.

”I already do.”

The next morning, Kael did not leave his chamber.

Nor the day after.

Or the day after that.

At first, the servants assumed he was simply recovering from the expedition.

Then they noticed the constant movement around his chamber.

Parchment went in.

Ink went in.

Food went in.

More parchment came out.

Lily became his most frequent visitor.

She brought meals.

Sorted documents.

Copied numbers.

And occasionally took a quill from Kael when he refused to stop working.

On the second day, she found him asleep with his head against the desk.

She quietly placed a blanket over his shoulders.

On the third day, Kael woke before dawn and immediately returned to his notes.

On the fourth, Torren entered and found the entire floor covered in maps.

He stared.

”I’ve seen battlefields with less planning.”

Kael didn’t look up.

”Close the door.”

Torren sighed.

”You’re going to make yourself sick.”

”I’m fine.”

”You look terrible.”

”Lily already said that.”

”Then she’s right.”

Kael finally looked at him.

”What did you need?”

Torren held up a document.

”The provincial records.”

Kael’s eyes immediately sharpened.

”What about them?”

”I asked how many villages requested military aid last year.”

Kael put down his quill.

”And?”

”More than we expected.”

Torren placed the document on the table.

Kael read through it.

His expression slowly changed.

”These aren’t just monster attacks.”

”No.”

Torren pointed at the numbers.

”Bandits. Missing travelers. Broken bridges. Caravan protection. Dangerous beasts. Lost children. Flooded roads.”

Kael leaned back.

”So many.”

Torren nodded.

”And the army can’t answer most of them.”

Kael looked toward the window.

There it was again.

The same weakness.

The Empire wasn’t short of people willing to help.

It was short of a way to organize those people.

Kael picked up his quill.

”We’re going to need a headquarters.”

Torren smiled.

”Now you’re getting somewhere.”

Kael began writing again.

Lily entered carrying food.

She stopped when she saw the two men.

”You’re both still awake?”

Torren pointed at Kael.

”Blame him.”

Lily looked at Kael.

”You promised me you’d sleep.”

”I did.”

”When?”

”Eventually.”

She sighed.

Kael smiled faintly.

For the next several hours, the three of them worked.

They argued over names.

They argued over ranks.

They argued over rewards.

They argued over who should pay.

And slowly...

An idea became a plan.

Not a finished plan.

Not yet.

But something real had begun taking shape on Kael’s desk.

And none of them realized that the idea they were building inside a quiet chamber would one day spread far beyond Kael’s estate.

For now, however, it remained only ink on parchment.

And Kael still had no idea how much work stood between the idea and reality.
