Morning light slipped through the curtains.

Kael had not noticed it.

He was still seated behind the desk, surrounded by parchment.

Five days.

That was how long he had remained inside his chamber.

Five days of writing.

Five days of crossing out ideas.

Five days of arguing with Lily over food, sleep, numbers, and whether a person truly needed to sleep more than three hours.

The chamber no longer looked like a place meant for sleeping.

Maps covered the walls.

Parchment covered the desk.

Stacks of records sat beside the window.

Ink stains marked Kael’s fingers.

Lily stood in the doorway with another tray of food.

She stared at him.

Kael stared back.

Neither spoke.

Lily finally sighed.

”You look worse.”

Kael looked down at himself.

His tunic was wrinkled.

His hair was unkempt.

There was a dark stain of ink across one sleeve.

”I feel fine.”

”You said that yesterday.”

”I was fine yesterday.”

”You fell asleep while standing.”

Kael paused.

”I was thinking.”

”You were sleeping.”

Kael looked away.

Lily placed the tray on the desk.

”Eat.”

Kael reached for the bread.

”Thank you.”

She looked over the papers.

”Did you finish it?”

Kael shook his head.

”Not yet.”

”What is missing?”

”Money.”

Lily’s expression changed.

”That’s a rather important part.”

”I know.”

Kael picked up one of the ledgers.

He had spent the previous four days figuring out how the idea could actually survive.

The problem was simple.

People needed to be paid.

Equipment needed to be purchased.

Buildings needed to be maintained.

Weapons needed to be repaired.

Healers needed supplies.

Horses needed food.

The Empire couldn’t simply be asked to pay for everything.

And Kael didn’t have an endless treasury.

He looked through the estate’s accounts again.

”What do we have available?”

Lily answered immediately.

”Enough to maintain the estate.”

”And the soldiers?”

”Enough for now.”

”Enough to build something new?”

She hesitated.

”Not without cutting into something else.”

Kael leaned back.

That wasn’t acceptable.

He didn’t want to build one thing by destroying another.

He looked toward the window.

There had to be another way.

Lily sat beside him.

”What if the people who request the work pay for it?”

Kael looked at her.

”That’s part of the plan.”

”Then what’s the problem?”

”Poor villages.”

She understood.

A wealthy merchant could pay for protection.

A noble could pay for an escort.

But a small village facing a monster might have nothing.

Kael tapped the table.

”I don’t want someone to die because they couldn’t afford help.”

Lily looked at him for a moment.

”Then make the payment depend on the danger.”

Kael’s eyes narrowed.

”Explain.”

”The villages that can pay more cover more of the cost.”

”And those who can’t?”

”Perhaps the Empire covers part of it.”

Kael shook his head.

”That means I need the Empire to agree.”

”Then ask.”

Kael looked at her.

”I don’t want to ask Father for money before I know this works.”

Lily smiled.

”Then don’t ask for money.”

Kael waited.

”Ask for recognition.”

He slowly sat forward.

Lily continued.

”If the Emperor recognizes the organization, it can operate across Imperial lands.”

Kael’s eyes sharpened.

”Which means we don’t need to take money from the Imperial treasury.”

”Exactly.”

Kael thought about it.

That solved one problem.

But not all of them.

”There’s another.”

”What?”

”People will lie.”

Lily frowned.

”About what?”

”The danger.”

Kael pointed toward the parchment.

”If someone requests help and claims there are ten monsters when there are only two, they’ll be wasting the time of people who could be helping somewhere else.”

”And if they claim there are two when there are ten?”

Kael’s expression hardened.

”Then people die.”

Lily nodded slowly.

”So someone has to verify the work.”

”Yes.”

”And that’s another position.”

Kael wrote it down.

Verification.

Then another thought came.

”Reports.”

Lily looked at him.

”Every completed task needs a report.”

”Written by whom?”

”The people who completed it.”

”And who checks them?”

Kael looked toward the door.

”Someone we trust.”

The plan continued growing.

Not quickly.

Not easily.

But piece by piece.

By midday, Torren entered.

He stopped when he saw the desk.

”You’re still doing this?”

Kael didn’t look up.

”Yes.”

Torren picked up one of the pages.

”What’s this?”

”Payment structure.”

He read it.

Then another.

”These are ranks.”

”Not finished.”

”Tests?”

”Not finished.”

”Rules?”

”Not finished.”

Torren placed the papers down.

”You’ve thought about everything.”

”No.”

Kael looked at the empty spaces on the parchment.

”That’s the problem.”

Torren laughed.

”You’ll never finish if you keep looking for every answer before starting.”

Kael stared at him.

”That’s not how I work.”

”I know.”

Torren pulled up a chair.

”That’s why I’m telling you.”

Kael raised an eyebrow.

Torren pointed toward the maps.

”You don’t need to solve the entire Empire.”

Kael was silent.

”You only need to solve the first problem.”

Kael looked at the map surrounding his estate.

”The first problem.”

”Yes.”

Torren pointed to one of the villages.

”Start here.”

Kael studied the location.

A small settlement.

Close enough to Kael’s estate to reach quickly.

Far enough that the estate couldn’t simply send soldiers every time something happened.

Torren continued.

”Build the system here.”

Kael’s eyes narrowed.

”Test it.”

”Exactly.”

”If it fails?”

”We learn why.”

”If it works?”

”We expand.”

Kael looked at him for several seconds.

Then he smiled.

”You’re right.”

Torren grinned.

”I’ll remember that.”

”Don’t.”

Torren laughed.

That afternoon, Kael left his chamber for the first time in days.

The servants stopped what they were doing.

One nearly dropped a basket.

Another stared openly.

Kael frowned.

”What?”

The servant quickly lowered his head.

”Nothing, my lord.”

Lily stepped out behind him.

She looked almost as exhausted as Kael.

A servant whispered to another.

”They’re both alive.”

Lily heard him.

She gave him a tired look.

Kael laughed.

They walked into the courtyard.

The remaining soldiers were training.

Only three.

Kael watched them for a moment.

Their movements were disciplined, but their numbers were painfully small.

He looked toward the empty barracks.

”When do you expect the others back?”

One soldier answered.

”We don’t know, my lord.”

Kael nodded.

That uncertainty bothered him.

He had soldiers scattered across the province.

Some on the expedition.

Some dealing with monsters.

Some are protecting the estate.

And no matter how much he wanted to change things immediately, he couldn’t simply create trained soldiers overnight.

His idea would take time.

Everything would.

Kael looked at the training yard.

”Continue.”

The soldiers resumed their drills.

Kael turned away.

Lily followed.

”You look disappointed.”

”I’m thinking.”

”Again?”

Kael smiled.

”Always.”

They walked toward the main hall.

Kael stopped at the doorway.

”Tomorrow, I want the estate accounts.”

Lily looked at him.

”Why?”

”I want to know exactly what we can afford.”

”And then?”

Kael looked toward the road leading away from the estate.

”Then I’ll decide whether this idea deserves to become something more.”

He wasn’t ready to name it.

He wasn’t ready to announce it.

He wasn’t even ready to ask the Emperor for permission.

For now, it was simply an idea born from a problem.

A problem Kael had witnessed again and again.

People needed help.

And the Empire couldn’t always send soldiers.

But before Kael could change anything beyond his estate...

He needed to prove that his idea could survive inside it.

And that would require something far more difficult than parchment.

It would require people.
