Reborn As Super Heiress

During this negotiation, Huo Sining and his team discovered that the city planning proposal by the Fucheng City Government wasn’t a single plan; there were actually two plans. In truth, plan B was actually more suitable than plan A, but for various special reasons, the city government submitted plan A.

Balancing interests and competition, this kind of thing is understandable. However, the appearance of the Witch Lord Han Tomb has completely disrupted the calm waters. Not only the Cultural Relics Bureau, but several other departments at higher levels have also shown great attention to the Han Tomb in Fucheng, and Fucheng naturally dare not defy public opinion.

Plan A definitely cannot be used, but plan B happens to be suitable.

Plan B conveniently avoids the area where the Witch Lord Han Tomb is located, and establishes a metro station on Erfang Street about a mile away from the tomb. So whether considering the current excavation work or future tourism development of the tomb, it is the most appropriate.

Therefore, the city government urgently initiated the plan, bringing plan B up for scheduling. After another round of careful discussions, someone personally delivered the mature proposal to the Imperial Capital.

Having waited for several months, the city government of Fucheng still hopes that the tomb-related issue won’t delay the city’s planning progress, so they wanted to replace plan A with plan B to expedite the approval process.

Considering the approval process in Fucheng has indeed been delayed for too long, and with Zhou Shitao and Huo Sining stoking the flames, Chief Lu decisively opened a fast track for the Fucheng City Government, adhering to the original plan and timeline, approving the city’s civic planning.

Ten days later, the Fucheng City Government indeed received the official document with a red header.

Upon receiving the document, everyone in the city government was overjoyed, except Zhang Lihua, who was shocked and found it hard to accept.

Zhang Lihua was Jiang Weide’s father-in-law. He was initially delighted upon seeing the official document issued.

Over the past few days, he had repeatedly urged Jiang Weide and his daughter to quickly acquire the land and remaining properties around Anmin Alley, estimating that the approval result of the city planning would soon arrive.

His daughter and son-in-law acted quickly, following his request, acquiring nearly ninety percent of the land and properties in Anmin Alley. The remaining few stubborn holdouts, Zhang Lihua did not force, just waiting for the document to arrive.

Now the document has finally arrived as expected, so his emotions were, of course, the most excited, but because of his special position, he restrained himself and held back his swirling emotions.

Nevertheless, when he opened the document and saw what was written, he was stunned.

A chill surged from the soles of his feet, freezing him entirely; the excitement and pride in his eyes were instantly replaced by shock and anger.

”Due to the special location of the Han Tomb, plan A is rejected, plan B is selected, fully supervising and urging the implementation of planning and construction, while also ensuring the smooth progress of the tomb’s archaeological excavation.”

Zhang Lihua was somewhat confused; he couldn’t understand the document’s meaning. What was plan A, plan B, and what Han Tomb archaeological excavation? What was going on? Wasn’t he the one who submitted the proposal? His submitted application contained only one plan; there was no plan A or plan B. Why did such a result appear now? What the hell was going on?

Feeling a surge of irritation, Zhang Lihua pressed the intercom to call his secretary over:

”Xiao Liu, what is going on? Why is the approved plan B, wasn’t plan B rejected during the bidding? Why is it in the document now?!”

Xiao Liu was equally puzzled: ”Mayor, I don’t know what’s going on. I only found out when I saw the official document just now. Didn’t you know?”

Zhang Lihua’s face immediately darkened, he silently glanced at his secretary, waved his hand weakly, then turned his head and made a phone call.

Once the call was connected, a hearty laugh came from the other end: ”Old Zhang, you saw the official document, right? It’s great news; Fucheng is finally going to undergo a major transformation. We’re aligning with international standards, and Fucheng is soon to see the dawn.”

Zhang Lihua paused before speaking grimly: ”Xue Changdong, don’t beat around the bush with me. What’s going on here? The Fucheng City planning was my submission; there was never any plan A or plan B. You know what I’m talking about; did you mess with it?”

The person on the other end exaggeratedly exclaimed: ”Mayor, you’re really wronging me. Where would I have the ability to manipulate your submission? If I had the skill, why would I remain in this small place in Fucheng as your deputy? Wouldn’t I have long ascended to higher places?”

Though saying this, the voice on the other end couldn’t hide the tone of satisfaction and schadenfreude, which made Zhang Lihua increasingly agitated.

Xue Changdong is Zhang Lihua’s deputy, and since Zhang took the helm in Fucheng, this person has been continually opposing him. Zhang Lihua can almost say he hated Xue Changdong to the bone, yet he couldn’t do anything about him.

After sufficiently irritating Zhang Lihua, Xue Changdong calmly said: ”Old Zhang, we’ve been at odds for years not just because of differing political views. The things you do, I’ve turned a blind eye to, not pointing them out. But you must understand, many things can’t be hidden forever. You think you’re discreet, but you’re too self-assured. This Fucheng is not something you can control by yourself.”

Zhang Lihua’s heart skipped a beat, vaguely sensing what Xue Changdong wanted to convey. His brow twitched, and he couldn’t help but ask: ”What do you mean by that?”

”I’ve said all I needed; you figure it out for yourself. Take care of yourself.”

Xue Changdong was not prepared to say more and directly hung up the phone.

Zhang Lihua felt his heart sink rapidly, vaguely sensing that something unknown to him may have happened during this period that caused his prior plan to deviate from its intended path and slip out of his control entirely.

Having been in power for years, Zhang Lihua had developed a certain poise, acting steadily, but this time, he had never felt so agitated.

Because, having dealt with Xue Changdong for years, he knew a bit about his adversary’s personality. If something real hadn’t happened, Xue Changdong would never speak to him in such a manner.
