Subject Zero: Faceless

The counter was awake. The reply came at dusk on the day the corporal had said, and this time there were two prints, and the corporal had set them side by side on the bench and turned his stool to the other set before Rook was through the flap.

The first was what a request got.

[REQUEST — ROOK / ASHFALL-ZERO — STANDING AUTH. (PROV. ARCHIVE CRED.). ITEM 1: RESOLUTION OF PERSONNEL CLASSIFICATION CODE. STATUS: DENIED. MATERIAL CROSS-REFERENCED: CYCLE INDEX — DIRECTORATE RESTRICTED, ABOVE ASSET-FILE CLEARANCE. TRANSMITTAL: RECORDS COUNTER.]

No name on the transmittal. That was the first thing he saw, and he understood it before he had turned the second print. The counter had answered his authorization as the counter, and whoever had sat at it had kept her name off a denial she had not wanted to sign.

The second print had not come under his authorization at all. The header said so.

[TRANSMITTAL — PVT. MABRY, RECORDS, ON OWN INITIATIVE. NOT IN RESPONSE TO STANDING AUTH. ENCLOSURE: RECORDS MIGRATION — PERSONNEL CLASSIFICATION REGISTER (SUPERSEDED), ONE ENTRY, COPIED IN FULL.]

And under it, the entry.

[CLASSIFICATION: FOUNDRY LIAISON — TRANSITIONAL. ISSUED: FINAL QUARTER OF HOSTILITIES, BY DIRECTION. SCOPE: DOMINION TECHNICAL PERSONNEL OF THE FOUNDRY PROGRAMME RETAINED UNDER MERIDIAN PROCEDURE FOR CONTINUITY OF SUBJECT DOCUMENTATION, CALIBRATION RECORDS, AND CONTROL MECHANISMS, PENDING REVIEW. AUTHORITIES CONFERRED: RESTRICTED RECORDS ROUTING; SUBJECT-FILE ANNOTATION; RELEASE OF NON-COMBATANT TECHNICAL STAFF. STATUS AT MIGRATION: RETIRED FROM ISSUE. ROUTING AUTHORITY: RETAINED PENDING REVIEW. REVIEW: —]

The last field was blank.

In the margin, small, in Mabry’s hand: Sent under my name and not your authorization, so that the denial and this would be two different acts by two different people. It isn’t in anything I’m cleared for. It’s in the migration’s superseded register, which nobody thought to clear anyone for. The counter logs anything I send on my own initiative to the Director’s office as it goes. I knew that when I sent it. — M.

The corporal said, without turning, ”There’s a third. Came in on the Director’s line ten minutes behind hers. I’ve held it because I judged you’d want them in order.”

He laid it on the bench.

Private Mabry’s transmittal crossed my desk as it went out, as she knew it would. I have countersigned it, so that her name is not the only one on it. She is off the counter as of tonight at my order, and will stay off it until this is over, so that the next request for that entry comes to me. The question I told you I was carrying as open — the twelve documents — I can now close on my side. Every one of the twelve carried an Index copy line. I read the copy line as a filing habit. It is a recipient. Staff Sergeant Calen asks me to tell you the numbers on those doors turned out to mean something. — T.

Renner read all three in order and then read the entry again with her pencil moving under the words, as she had read a closure readout the week before, and when she reached the blank field she stopped the pencil and left it there.

”Retained pending review. Review —” She tapped the blank. ”There’s your black seal. Confirmed above the records desk — that’s what your handler was told, and it was true, and there was no who because there was no who. The seal is this. A category that was given routing authority for a quarter, at the end of a war, so that Foundry hands brought in under our flag could keep filing the Foundry’s paper the Foundry’s way until somebody reviewed them. And nobody reviewed them. The tier was retired from issue at the migration and its routing authority wasn’t, because the retirement was a records act and the review was a Corps act and the two offices didn’t talk. So the stamp stayed live. It’s been live for years under a heading that says pending.”

Then the Index is theirs.

”The Index is the Foundry’s ledger. The liaison said as much in her write-up, and she was right without knowing why. It was built by people filed under this, sorting the Foundry’s recovered paper by the Foundry’s cycle numbers, because that was continuity of subject documentation, and that was their scope. They sorted it. They routed it. They annotated subject files.” She let the pencil rest. ”Your annex. The one with the code in the author’s line.”

Unlawfully taken from NovelPhoenix, this story should be reported if seen on Amazon.

The same seven characters.

”A Foundry hand wrote in a Meridian annex, under Meridian’s procedure, with a Meridian stamp, about a Meridian asset. And it was lawful. Nobody broke a rule. The rule was the tier.” Renner sat back. ”I have spent the better part of two weeks working a reading I called somebody stamped it and sent it, and I’ve been looking for a somebody. What there is instead is a stamp that’s allowed to send, and a heading that says the review of who holds it is pending, and that’s been true since before you came through a vault door.”

Thorne closed the twelve. A copy line to the Index on each.

”Your file’s Index-routed, so every document with your name on it grows a copy line, and the copies are filed by hands under this.” The pencil, on the entry. ”The Index knew where you slept. Nobody had to carry it out. It was sent, lawfully, by a category, to the people the category was made of.”

He looked at the blank field. He had read a denial that named an index instead of a clearance, and an annex that named a tier instead of a man, and he had called the second a borrowed coat. The coat had been issued, with a scope, and the scope had a line in it that a man in a tent two days ago had put in one word.

Control mechanisms, he wrote. That’s in the scope.

”Yes.”

He said the leash is inside. Marrow said it was a metaphor.

”Marrow said what a colonel says. This is what a clerk says.” She put her finger on the words. ”Continuity of subject documentation, calibration records, and control mechanisms. Continuity. Somebody at the end of a war wrote a scope for a category of people, and the scope was to keep three things going, and one of the three is whatever a Foundry handler means when he says leash.”

Who wrote it.

”Issued by direction. That’s what a register says when the direction came from an office above the one that keeps the register. I don’t know which.” She took her finger off. ”The mechanism is still a blank to me. What I have is a line in a Meridian register, in Meridian’s own hand, the year we won.”

”The shelf list,” Renner said, and laid a fresh relay print over the entry. ”Calen walked the rack again last night, on my request and on Thorne’s countersignature, which she now has. Nineteen pending boxes when she walked it the first time. Eighteen this morning.”

The print was two columns, numbers and locations, and one line in the second column had changed from a shelf position to in transit.

”Routed out yesterday. Under the double stamp to the Index. To the routing itself, with no desk and no person at the end of the line.” Renner watched the mask. ”I told you I’d know who owned that list when a box left the shelf. A box has left the shelf. It’s owned by the stamp, and I know now who the stamp is, and I have finally found the end of this, and I can’t put it in a chair.”

Which box.

She read the number off the print. It wasn’t his. He had known it wouldn’t be. His stood third from the bottom of a courier’s column, pending, and this morning it still did. But he had needed to hear it read, and she had known that, and read it without being asked.

They’re consolidating.

”They’re consolidating. A box out of our building yesterday, and the courier’s inventory still headed Transferred, and thirty of theirs dead on a road five nights ago, and their handler in a tent at the end of this camp. If I were them I’d be moving what I could and deciding what to do about the rest.” She squared the prints. ”I’ve had the corporal run a second set. I’m putting it in front of the colonel tonight, all three sends and the shelf list, and I’m going to say the word tier to him and watch what his face does, because he’s been holding a leash and calling it the only real one.”

He’ll say it’s paper.

”It is paper. So is the Index. So is the closure on a man who was taken out of our custody and filed as no longer in. Everything the Foundry did to you that Meridian kept, it kept on paper, and the paper had a stamp, and I know now whose the stamp is.” She stood. ”Tell the person you tell things to, before I tell the colonel. You’ve earned the order. And Rook.” She had not used the name to his face before. ”The private who sent that put her name on the one line she didn’t have to, and the Director put his under hers so it wouldn’t stand alone. I’ve read more transmittals than I could count. I can’t think of another with two people on it who’d both have been safer off.”

He didn’t go to Sela’s tent at once.

He went to the berm’s north corner, where the ward line across the valley had come up an hour ago and the tall structure at the valley’s center stood dark against it, and he laid the three prints on the sandbags and read the entry once more by the light of the wall.

Foundry liaison, he read. A Meridian word for a Foundry hand. The word had a second meaning in this camp. The woman it belonged to was in a tent forty yards behind him with a notebook whose first page was a date and four digits, and she had signed under the seal without knowing it was this, and she had told him last night that she knew the stamp and not the mechanism.

He had the stamp’s name now, and its scope, and the phrase in the scope.

He put the prints in the kit pocket with the printed line and the bird and Nell’s paper, and went along the berm toward her tent. Hollis was at the corner with his rifle across his knees, and moved his boots so Rook could pass, and did not ask.
