...

”Samatata,” Vasudeva stated, rolling the scroll closed with a sharp, definitive snap. He looked at his wives, the terrifying reality of the new world order settling over him. ”Samatata has swallowed the east. They have consolidated the delta, the coasts, and the plains into a singular, unified regional powerhouse. The eastern subcontinent is no longer a buffer zone. It is an empire.”

The Emperor stood up, his massive frame casting a long shadow across the opulent room. His mind was racing through the immediate, agonizing strategic implications.

Samatata, as reported, did not possess the sheer, continent spanning logistical depth or the heavy cataphract cavalry to immediately rival the core military might of the Kushan Empire. But that was a cold comfort. They had become a massive and very aggressive regional power, having a massive heavily armored wedge driven directly into the soft underbelly of his eastern borders.

Vasudeva knew that if he mobilized the Kushan legions to march east and crush this newly forged Samatata Empire, it would not be a swift, decisive campaign. It would be a brutal, grueling war of attrition fought in the unfamiliar, disease ridden mud of the delta, far from his own supply lines. The Kushans could win, yes, but the cost would be staggering.

And that was the true nightmare. If the Kushan Empire bled out fifty thousand men in the eastern swamps fighting the Delta Tyrant, it would leave them in a catastrophically weakened position. The restive, subjugated nomadic tribes of the northern steppes would instantly smell blood and rebel. And far more terrifyingly, it would invite the immediate, predatory attention of the Parthian Empire to the west, who were always waiting for a moment of Kushan weakness to reclaim their lost territories.

Samatata was a geopolitical trap. A poison pill.

”Dress me in my council robes,” Vasudeva ordered his servants, his voice sharp and unyielding. ”Summon the Grand Vizier. Summon the High Generals of the Northern and Western Commands. Awaken the Ministers of Trade and Intelligence. I want the entire Imperial Council assembled in the war room immediately. We have a new beast on our borders, and I need to know exactly how sharp its teeth are.”

Less than an hour later, the grand war room of the Peshawar palace was filled with the most powerful men in Central Asia.

The chamber was a stark contrast to the opulent inner sanctum. It was a massive, circular room built of unadorned, heavy stone, dominated entirely by a colossal, intricately carved wooden table that depicted the known world in terrifying detail. The air was thick with tension and the smell of burning oil lamps.

Emperor Vasudeva sat at the head of the table, his face a mask of cold, imperial fury. To his right sat Grand Vizier Kautilya, a brilliant, elderly statesman whose mind was a labyrinth of political machinations. To his left sat High General Kanishka the Elder (no relation to the scout), a massive, heavily scarred veteran who commanded the elite cataphract legions. The remaining seats were filled with the highest ranking ministers of trade, intelligence, and border security.

”You have been summoned because the geopolitical reality of our eastern frontier has fundamentally, catastrophically shifted while we were focused on the Parthians,” Vasudeva began, his voice echoing in the silent stone chamber.

He threw the heavily sealed scroll from General Vima onto the center of the carved map, the iron cylinder clattering loudly against the wooden depiction of the Ganges river.

”The squabbling kingdoms of the delta are gone,” the Emperor announced, watching the shock ripple through his council. ”Vanga is occupied. Pundravardhana is crushed. The coastal shipyards, the northern granaries, the river trade routes, all of it has been swallowed by King Samudrasena of Samatata.”

Grand Vizier Kautilya leaned forward, his sharp, bird like eyes narrowing in deep skepticism. ”Samatata? With all due respect, Light of the World, Samatata is a minor kingdom of swamp dwellers. They possess neither the logistical capacity nor the martial discipline to execute a continental conquest. To annihilate Vanga and Pundravardhana... that would require an army of over a hundred thousand men.”

”They have exactly that,” Vasudeva countered, his voice hard. ”And they did not just defeat the coalition, they eradicated it in a single, pitched battle on the Plains of Gaur. The east is unified under a single banner.”

A collective murmur of disbelief and rising alarm swept through the council. High General Kanishka slammed a massive fist onto the table.

”It is impossible!” the General roared, his martial pride deeply offended. ”I have fought the eastern warriors! They are undisciplined rabble who break the moment a heavy cavalry charge hits their lines! They fight in loincloths with bronze spears! How does a mob slaughter ninety five thousand men in a single afternoon?”

”Because they are no longer a mob,” Vasudeva replied, gesturing toward the heavy oak doors at the back of the chamber. ”And they are no longer fighting with bronze.”

The doors opened, and the elite border scout, Kanishka, was escorted into the room by two imperial guards. The scout had been hastily cleaned up, but he still looked exhausted, the traumatic weight of what he had witnessed in the east haunting his eyes.

”This man,” Vasudeva announced, ”is the eyes of General Vima. He watched the annihilation on the Plains of Gaur. He has seen the new face of the Delta Tyrant.” The Emperor looked at the scout. ”Speak, Kanishka. Tell the council exactly what you saw. Omit nothing.”

Kanishka bowed deeply to the Emperor, then straightened up, facing the circle of the most powerful men in the empire.

”My Lords,” Kanishka began, his voice surprisingly steady despite his exhaustion. ”What I saw was not a battle. It was a brutal slaughter. The Samatata army... it does not look, march, or fight like any force native to this subcontinent.”

The scout walked to the edge of the map table, pointing a shaking finger at the carved representation of the delta.

”They numbered well over a hundred thousand,” Kanishka detailed. ”But it was not their numbers that terrified me. It was their discipline. They did not shout. They did not break ranks to charge. They marched in massive, perfectly interlocking squares. When the Vanga archers fired upon them, they formed a sloped, impenetrable roof of iron shields, a testudo formation flawlessly executed by tens of thousands of men simultaneously.”

High General Kanishka frowned deeply. ”Testudo? That is a western tactic. Roman, or perhaps Parthian. How did swamp kings learn to coordinate heavy infantry squares?”

”It gets worse, General,” the scout continued, his voice dropping an octave. ”Their armor is not boiled leather or crude bronze. Every single front line infantryman is equipped with interlocking iron scale armor of a quality that rivals our finest smiths. Their halberds punched through the Pundravardhana breastplates as if they were made of wet paper.”

The Minister of Trade, a wealthy man who managed the overland Silk Road, let out a sharp gasp. ”Equipping a hundred thousand men in high grade iron scale? The sheer cost... the metallurgical supplies needed... the delta does not possess the iron mines or the foundries for such an undertaking!”

”They did not forge it in the delta,” the scout said softly, dropping the true bombshell into the room. ”And they do not fight with traditional bows. They deployed thousands of mechanical, rapid fire crossbows. Weapons that carry a top mounted magazine of iron bolts, fired continuously by cranking a lever. They unleashed a localized storm of iron that shredded the chariot charges before they could even close the distance.”

The silence in the war room was absolute, suffocating, and profound.

Grand Vizier Kautilya sat back in his chair, his mind racing through the terrifying implications. ”Mechanical repeating crossbows. Flawless heavy infantry squares. Massive counterweight siege engines. High grade iron armor deployed on such a big scale.”

The Vizier looked up at the Emperor, his eyes wide with a horrific realization. ”My Lord... Samudrasena is a puppet. He is a mask.”

Vasudeva nodded slowly, the grim reality settling heavily over the council. ”Exactly. Someone is pulling the strings. Someone is arming them, training them, and orchestrating their strategies.”

”But who?” High General Kanishka demanded, his voice laced with aggressive frustration. ”The Parthians do not use repeating crossbows! The Romans are too far away! Who has the industrial capacity to arm a hundred thousand men in secret?”

The Minister of Intelligence, a quiet, shadowy man who rarely spoke, slowly cleared his throat.

”For some time,” the Minister began softly, ”our merchants returning from the deepest reaches of the eastern Silk Road have brought back whispers. Wild, exaggerated tales from beyond the Tarim Basin. Tales of a sprawling powerful behemoth in the Far East.”

The council members turned to look at him, their faces a mixture of skepticism and dread.

”They spoke of the Han Dynasty fracturing,” the Intelligence Minister continued, ”and from its ashes, a new, singular power rising. The Hengyuan Dynasty. The merchants claimed this eastern empire possessed weapons of dark magic. They spoke of revolutions not just in technology but also in term of thoughts. They spoke of ’thunder weapons’ that shattered city walls with explosive force. They spoke of an Emperor who had conquered the eastern oceans and unified a continent with iron and blood.”

High General Kanishka scoffed loudly, slamming his hand on the table. ”Fairy tales! The exaggerated ramblings of spice merchants trying to drive up the price of their silk! No empire possesses such powers and technologies like that! It is physically impossible! You are asking us to believe that a mythical Eastern dragon is secretly arming the delta swamps!”

”Is it a fairy tale, General?” Emperor Vasudeva interrupted, his voice a low, dangerous rumble that instantly silenced the room. ”Look at the scout. Listen to his report.”

Vasudeva stood up, leaning heavily over the map table. ”Repeating crossbows. Iron scale armor. Unbreakable shield walls. Perfect logistical discipline. Does that sound like the work of delta river lords? Or does that sound exactly like the military doctrine of a highly industrialized and advanced Eastern superpower establishing a proxy state on our borders?”

The High General fell silent, the terrifying logic of the Emperor’s deduction piercing through his martial arrogance.

”If the Hengyuan Dynasty is truly behind this,” Grand Vizier Kautilya whispered, his voice trembling slightly, ”if they are using Samatata as a meat shield to test our borders and exhaust our resources... then we are not facing a regional uprising. We are facing the vanguard of a world war.”

”And that is exactly why we will not march on Gaur,” Vasudeva declared, his strategic brilliance cutting through the panic. ”We will not take the bait.”

The Emperor paced around the massive map table, dictating the new, highly cautious grand strategy of the Kushan Empire.

”If we send the cataphracts into the delta, we will be fighting a proxy army armed with superior steel in a hostile, disease ridden terrain,” Vasudeva explained. ”We will bleed our finest legions dry, while the true puppet masters in the Far East sit comfortably behind their own walls, watching us weaken ourselves for the Parthians.”

”We must fortify the eastern river crossings,” Vasudeva ordered the High General. ”I want the border garrisons tripled. Construct new stone watchtowers. Deploy the heavy torsion ballistas to the frontier. If Samatata attempts to cross into our plains, we will break them on our own ground, where our heavy cavalry can maneuver.”

The Emperor then turned his piercing gaze to the Minister of Intelligence.

”I need to know the truth,” Vasudeva commanded, his voice cold and absolute. ”I need to know if the Hengyuan Dynasty is a myth, or if the dragon is real. Send your best spies. Send the Silk Road merchants. Penetrate the borders of this new Samatata Empire. Find out exactly where this iron armor is coming from. Find the hidden foundries, or find the supply ships.”

Vasudeva looked back at the massive map of the world, his eyes tracing the vast, unknown distances to the Far East.

”The world has grown terrifyingly small,” the Emperor of Kushan murmured, the weight of the crown heavier than it had ever been. ”We are no longer the undisputed masters of the east. The shadow of the Black Dragon has reached our borders. And we must know if it intends to swallow the sun.”

The oppressive, sweltering heat of the delta seemed to pool heavily within the grand audience chamber of the Gaur citadel, but it was not the humidity that caused the assembled native nobles to sweat through their fine silks. It was the suffocating, terrifying presence of the two mainlanders standing before the throne.

King Samudrasena sat rigidly upon his elevated seat of carved basalt. He wore the heavy, jewel encrusted crown of the newly forged Samatata Empire, a sprawling dominion that now commanded the entirety of the eastern subcontinent. Yet, as he looked down at the unblinking, predatory eyes of Xun You and the towering, heavily armored mass of Huang Zhong, he felt less like an emperor and more like a tethered goat waiting for the tiger to strike.

The chamber was packed to the brim with the newly appointed regional governors, the surviving native generals who had proven their ruthlessness in the recent campaigns, and the highest ranking administrators of the consolidated provinces. They stood in absolute, breathless silence, their eyes fixed on the crane-feather fan waving slowly in Xun You’s hand.

”You have done well,” Xun You began, his voice smooth, calm, and carrying perfectly across the vast, echoing hall. The Funan translator at his side hurriedly relayed the words in the local Prakrit dialect, his voice trembling slightly. ”In a matter of months, you have taken a fractured, chaotic region and hammered it into a singular, functioning entity. You have bled for this consolidation, and you have executed the mandates of the mainland with commendable efficiency.”

Xun You paused, letting the silence stretch, allowing the native court to absorb the rare, measured praise.

”The heavens reward competence,” the brilliant strategist continued, his eyes locking onto King Samudrasena. ”I have sent the ledgers, the maps, and the battle reports back to the imperial capital of Xiapi. His Imperial Majesty, Emperor Hongyi, Master of the Hengyuan Dynasty and the true sovereign of the world, has read of your conquests. And His Majesty is pleased.”

A collective, quiet exhale rippled through the native court. To displease the distant, mythical Emperor of the East was to invite annihilation. To hear that he was pleased was a reprieve from a death sentence.

”Because you have served as a flawless sword for the dynasty,” Xun You declared, raising his voice slightly to command the absolute attention of every man in the room, ”His Imperial Majesty has decreed that Samatata shall be rewarded for its dutiful service. For the next three years, the required imperial tribute of grain, silver, and cotton sent to the mainland shall be reduced by exactly half.”

A genuine wave of shock and suppressed joy washed over the regional governors and the King. The tribute demands required to fund the Hengyuan proxy war had been economically crippling, bleeding the delta’s treasuries dry. To have that burden halved for three years meant that Samatata could actually begin to build its own internal infrastructure, line its own coffers, and allow its people to recover from the brutal shock and awe of the consolidation.

”Furthermore,” Xun You added, folding his fan with a sharp, decisive snap, ”the massive host you have assembled, the hundred and twenty thousand men currently wearing Hengyuan steel, is now officially yours to command, King Samudrasena. We will no longer dictate their daily drills, nor will we hold their leashes.”

King Samudrasena’s eyes widened. Control of the army. Absolute, independent control of the greatest military force on the subcontinent. It was the ultimate prize, the final key to true imperial power. For a fleeting, intoxicating second, Samudrasena allowed himself to believe that he had finally transcended his role as a puppet.

But then, Huang Zhong took a slow, heavy step forward.

The massive veteran general’s iron boots cracked against the marble floor, the sound ringing out like a judge’s gavel. He did not look at the King, he looked over the entire assembly, his scarred, weathered face set in an expression of terrifying, uncompromising violence.

”Do not mistake this reward for a loosening of the collar,” Huang Zhong rumbled, his deep, gravelly voice bypassing the need for translation through sheer, threatening tone, though the Funan scholar scrambled to translate it anyway.

Xun You stepped aside, allowing the general’s martial aura to dominate the room.

”Your army is yours to command,” Huang Zhong stated, his eyes narrowing into dangerous slits, ”but their deployment is strictly, irrevocably geographically bound. Your legions will be stationed exclusively on your western and northern borders. They will stand facing the Kushan Empire. They will stand facing the mountain passes. They will serve as the unyielding shield of the east.”

Huang Zhong slowly drew his massive, custom forged Hengyuan glaive from his back. He didn’t raise it, he simply rested the heavy steel polearm against the marble floor, leaning his weight onto it.

”If a single Samatata banner, a single cohort, or a single armed supply wagon turns eastward,” Huang Zhong warned, his voice dropping to a low, lethal whisper that chilled the blood of every man present. ”If your forces march south toward the jungles that border the true mainland... if even a single scout is caught probing the frontiers of the Hengyuan Dynasty... the treaty is void.”

The veteran general looked directly into King Samudrasena’s terrified eyes.

”Do not think of this as a diplomatic boundary. Think of it as a drawn blade against your throat,” Huang Zhong growled. ”You possess our armor, our crossbows, and our trebuchets. But do not ever delude yourselves into believing you possess our true strength. The weapons we gave you are the scraps from our table. The true legions of the Black Dragon are stationed in the shadows of the eastern jungles. At a moment’s notice, they can march across the borders and mow your hundred and twenty thousand men down as effortlessly as a scythe through rotten wheat. If you look east with ambition, we will not conquer you again. We will simply erase you from the face of the earth.”

The threat was absolute, delivered with a terrifying, unflinching sincerity that left absolutely no room for misinterpretation or arrogant ambition. The native generals, men who had just spent months slaughtering their neighbors without mercy, suddenly felt very small and incredibly fragile. They looked at the gleaming Hengyuan steel in Huang Zhong’s hand and realized the horrific truth, they had been armed only to serve as a disposable meat shield for a much larger and powerful Empire.
