The Sea Queen of 1985

Chapter 344: Chapter 344: K-9 Base

Although Han Xiaorui was puzzled, she didn’t say much. All she wanted was to quickly take a shower and change into clean clothes.

Watching Han Xiaorui go upstairs, Officer Li started working on Ye Feng. ”Ye Feng, you have no idea how incredible these police dogs are. They’ve caught two human traffickers, busted two drug dens, caught over a dozen thieves, solved cases of state property theft, and even captured a spy...”

Ye Feng was shocked. ”I knew these dogs were very smart, but I had no idea they were this amazing!”

”You may not have expected it, but we already saw what they could do when we rescued the kidnapped Yang Minmin!” Officer Li replied. ”Now that this batch of police dogs has been assigned to different posts, their impact has been immediate and striking.”

”Our colleagues in the border province of Yunnan requested a transfer of three police dogs from us. They proved their worth the very day they arrived, busting two dens within two days!”

”With achievements like these, their reputation has skyrocketed within our system. Coastal cities and Yue Province have put in requests with us, and so has Beijing. Of the twenty police dogs, only ten are left in Shencheng now!”

”As these police dogs play a bigger and bigger role and crack more and more cases, it’s likely that even more departments will be competing with us for the remaining ten.”

”To improve our operational effectiveness, and also to meet the nationwide demand for high-quality police dogs, we are proposing that Ms. Han establish a police dog breeding base.”

”Land, funding, construction of the breeding base—the Public Security system will provide it all! When the time comes, Ms. Han will only need to be responsible for leading the team that raises these police dogs.”

Ye Feng was even more shocked to hear this. ”Does our Shencheng branch even have that much money?”

Officer Li smiled, unfazed. ”Our Shencheng branch might not have that much for investment, but the entire Public Security system is currently trying to import high-quality police dogs from abroad!”

”That costs far more than building our own specialized breeding base, and on top of that, they’re unwilling to share their breeding techniques. We have to spend a fortune and beg them for it. It’s incredibly demeaning.”

”According to system-wide evaluations, when our police dogs were tested alongside the few imported from abroad, their abilities completely outclassed the foreign ones.”

”Since we can cultivate such high-quality police dogs domestically, why should we spend a fortune importing them from other countries? So, as long as Xiao Han agrees to manage the police dog breeding base, we’ll provide the funding.”

If they were as incredible as Officer Li claimed, and with so many politics involved, it was no wonder the Shencheng branch was willing to build a police dog base.

”So who will own the base once it’s built?” Ye Feng asked. ”As you know, Xiao Rui already has three boats in her name and also owns Jinshan Bay Investment Company. She’s extremely busy.”

Officer Li could naturally read between the lines of Ye Feng’s words. He smiled and replied, ”Of course, it will be a partnership between the Shencheng Public Security system and Xiao Han! We’ll provide the funds and hold a 51% stake, and Xiao Han will hold 49%.”

”As you know, these are police dogs, so all of them will be uniformly assigned and deployed. Comrade Xiao Han will be responsible for breeding and training, and there will be a certain profit margin from selling them to the Public Security system. When there are profits, they will be divided according to the shareholding ratio.”

Han Xiaorui had already showered and changed into loungewear by this time. She was drying her hair as she came downstairs. Hearing Officer Li’s words, she was quite surprised. ”The Public Security system can go into business?”

Officer Li chuckled. ”This isn’t a business; it’s a proper public institution. However, to keep up with the current trend of economic development, it will be a public-private partnership. The public side will be responsible for providing funds and materials, while management authority will rest with Comrade Xiao Han.”

”The relevant profits, aside from Comrade Xiao Han’s dividends, will all be used for the police department’s welfare and pension funds. It’s a win-win, and it’s not as if we’re competing with private citizens for profit.”

Hearing this, Han Xiaorui nodded. ”I’ll accept. But you’ll have to provide the personnel as well. I can’t find that many suitable handlers.”

”I could handle the twenty dogs I had before. With too many dogs, I won’t be able to manage. After all, these are police dogs. Rather than hiring handlers from the general public, it would be better to select them from within the Public Security system or recruit retired military veterans.”

Officer Li was a little taken aback that Han Xiaorui agreed so readily. ”Comrade Xiao Han, are you really willing to manage the training of these dogs?”

Han Xiaorui smiled. ”High-quality police dogs are truly vital to the Public Security system. In areas like bomb disposal, drug enforcement, and disaster relief, police dogs can play a crucial role and compensate for the weaknesses of human officers.”

”Besides, the fishing moratorium is about to start, so I won’t be able to go out to sea for several months. With my personality, I can’t stay idle. It’ll give me something to do.”

Ye Feng was exasperated. ”Jinshan Bay Primary and Middle School is under construction, and Jinshan Bay Investment Company is also pushing projects forward. What do you mean you have nothing to do? More importantly, you’re pregnant! Should you even be around these animals?”

When Officer Li heard this, a nervous expression crossed his face. He was worried Han Xiaorui would back out.

Everything else was negotiable, but the pregnancy, the matter of the child—that was something an outsider couldn’t easily comment on.

Han Xiaorui laughed. ”It’s fine. I won’t have to raise them personally. I’ve figured out the right feeding techniques, feed formulas, and training methods for police dogs. I can just hand that over for others to implement. I’ll just need to go and check on things from time to time.”

Seeing Han Xiaorui say this, Officer Li’s confidence was restored. ”Comrade Ye Feng, you see, Comrade Xiao Han has already agreed. So, how about it...?”

Ye Feng was exasperated once again. ”Since Xiao Rui says it’s not a problem, then go ahead with it.”

He was quite understanding. As long as Han Xiaorui’s health permitted it, he wouldn’t interfere too much in other matters.

For example, he felt that since Han Xiaorui was pregnant, she should stay at home and not go fishing. But Han Xiaorui just did as she pleased, still carrying her bucket onto the boat to go fishing.

Fortunately, Han Xiaorui was in great shape, so Ye Feng didn’t press the issue. He knew if he said too much, she would get angry and ignore him.

As for the elders, Old Madam Xu had repeatedly and earnestly instructed Ye Feng to keep an eye on Han Xiaorui, but it was impossible to rein her in.

Han Xiaorui smiled. ”How about we build the police dog base on that plot of land in the town next to Jinshan Bay? The facility we build can not only be used to train police dogs but also be opened to the public on weekends. People in the city who can’t own dogs but love them can come and visit. The ticket sales might even be enough to cover the cost of feed.”

Officer Li was taken aback. ”Will that interfere with the police dogs’ training?”

Han Xiaorui replied, ”It won’t interfere. Besides, the police dogs will be dealing with people in the future, so getting them accustomed to it early will help them perform better later on. We can find someone to design it properly and turn it into a police dog theme park.”

Hearing Han Xiaorui’s words, Officer Li was completely flabbergasted. ”Xiao Rui, are you sure that will work?”

”In any case, I can guarantee I’ll raise the police dogs well. Everything else is just a bonus. It’s hard to get kids to listen when you’re trying to teach them about the law or lecture them on grand principles of patriotism, but if you start with the police dogs, they’ll be very interested.”
