Warhammer Divine Throne

”Hehe~ how could it be possible.” Laine thought that he came to this world to fight against Chaos, not to do charity and land reform. Appropriately improving the peasantry’s living standards and liberating productivity is necessary, but as he said before, the primary ones fighting Chaos are still the knights and nobles. Cultivating these weakly believing peasants would only make them guides for Chaos and the Undead.

Some theories are not universally applicable. This world has deities and Chaos. If not controlled well, they will all become Chaos’s reserves. This world is idealistic, not materialistic.

Letting the peasants fulfill their value is Laine’s fundamental goal.

”And, I plan to issue an order, all the bandits and robber groups within the territory are given a month’s time to surrender with their people. Depending on the situation, I may forgive past sins or reduce their crimes. If they don’t come by the deadline, then... hehe.” Laine smirked.

”This idea is not bad. Bandits and robbers are quality population. Laine, your reputation within the Kingdom is at its peak, and the robbers don’t have the guts to oppose you.” Both Veronica and Teresa agreed on this point.

”Lastly, I plan to offer the infantry of all infantry corps a reduction in certain miscellaneous taxes by half. After serving in my army for two years, they will enjoy exemption from hearth tax, mill tax, and woodcutting tax. Sergeants and Rangers will additionally enjoy exemption from hunting tax and marriage tax.” Laine added, aiming to encourage peasants to enthusiastically join the army.

War isn’t just for knights; infantry are equally indispensable.

Miscellaneous taxes are minor, completely at Laine’s discretion, and the two witches had no further comments.

”Let’s do it this way then!”

......

Old World, Southern Realm, Tiriel, Miraglino.

The Emperor, Kiliman, Fugen, and Kaur were swaggering through the streets of Miraglino. Many people on the road cast surprised glances at these individuals, but that was all. They figured these people were some sect’s bishop or guard, or possibly visitors of the High Elf.

Miraglino, the City of Art, is the capital of the Tiriel Kingdom, known in the Old World for its architecture, fashion, art, painting, opera, and tourism. Countless artists and singers have taken root here. Merchants, wizards, and mercenaries formed the main ruling power of the Tiriel Kingdom, checking each other and jointly creating the prosperity Tiriel now enjoys.

The enormous flow of people, numerous art galleries, museums, and this metropolis renowned for over one and a half millennia have maintained their past prosperity even after the departure of the High Elves.

However, similarly, since the Tiriel Kingdom consists of countless city-states, corruption has likewise flourished under an environment of free trade. The city houses thousands of churches worshiping hundreds of strange deities, many of them unheard of. The Chaos Four Gods can receive public worship here after simple disguises. Elves, Dwarfs, and even mutated sub-human species move freely on the streets without regulation. Murders and thefts happen every moment on the streets, and some people even openly sell cult books and items on the streets without anyone caring.

Because of this, the Emperor and others moved freely on the streets. The Master of Humans’ black hair fluttered in the summer gale, with Kiliman and Fugen standing on either side. The Primarch of the Ultimate Warrior, Kiliman, grumbled, ”Father, this city, though prosperous, is too chaotic.”

The Emperor did not answer Kiliman’s question. Instead, he stopped walking.

”Look there, Kiliman, Fugen, tell me, what do you see?”

Kiliman and Fugen looked up to see a boar sitting on a throne, wearing a crown, making ”oink oink” sounds, advancing under the protection of many elite mercenaries.

”A pig wearing a crown?” Fugen curiously said, ”Is it worshiping some Pseudo-God?”

”No, that is the Prince Tiriel elected by all the city-states.” The Emperor calmly said, ”It has been in power for nine years now.”
