The Imperial Council finally came to an end.

One by one, the ministers and nobles left the chamber.

Some glanced at Kael as they passed.

Others deliberately avoided him.

Kael didn’t care.

His mind was already somewhere else.

Blackwood.

Eleven villages.

Fifty members of the Black Dragon.

One master carpenter.

One master blacksmith.

A retired soldier serving as a gardener.

A growing household.

And now, Imperial permission to develop his territory.

It wasn’t much.

But it was enough.

Darius walked beside him as they left the council chamber.

You seem pleased.

Kael smiled.

I am.

You were just given more responsibilities.

Exactly.

Darius shook his head.

Most nobles would have asked for money or soldiers.

Kael stopped walking.

And that’s why most nobles are dependent on the Empire.

Darius looked at him.

Kael continued toward the palace entrance.

If I ask the Emperor for everything, then Blackwood will always depend on the Emperor.

I want the opposite.

Darius’s expression became serious.

You want Blackwood to stand on its own.

Eventually.

Kael looked through the palace windows toward the distant city.

But before it can stand on its own...

It needs people.

The Problem With Eleven Villages

Kael returned to his residence and immediately spread a map across the table.

Darius stood opposite him.

The map showed Blackwood Territory.

Eleven villages were marked across the land.

The territory looked larger than it actually felt.

There was plenty of empty land between the settlements.

Several roads were barely more than dirt paths.

Some areas weren’t even properly mapped.

Kael placed his finger on the largest village.

Population?

Darius answered from memory.

Approximately eight hundred.

Kael moved his finger to another.

And this one?

Four hundred and sixty.

He continued.

Village after village.

Some had six hundred people.

Others had less than three hundred.

The entire territory had a population far smaller than Kael needed.

Kael frowned.

This is a problem.

Darius nodded.

A large one.

Kael leaned over the map.

If we build everything before we have people, we’re wasting resources.

But if we attract people before building anything...

They won’t stay.

Darius smiled slightly.

So what comes first?

Kael thought for several seconds.

Both.

Darius raised an eyebrow.

Kael pointed toward the roads.

We improve the roads first.

Then food production.

Then housing.

Then security.

Then trade.

Darius nodded slowly.

And the Adventure Guild?

Kael tapped an empty area near the center of Blackwood.

Here.

Darius studied the location.

That’s not one of the villages.

I know.

Kael looked at him.

I don’t want the guild inside one of the existing villages.

Why?

Because I want something to grow around it.

Darius understood.

A new settlement.

Exactly.

Kael looked at the empty land again.

The Adventure Guild becomes the foundation.

Then inns.

Shops.

Blacksmiths.

Healers.

Merchants.

Warehouses.

Stable yards.

Training grounds.

Eventually homes.

Kael’s eyes brightened.

People won’t just visit Blackwood.

They’ll settle here.

Darius crossed his arms.

You’re thinking of creating a town.

Kael smiled.

I’m thinking of creating the first new town in Blackwood.

The System Responds

A familiar blue window appeared before Kael.

Territorial Development Detected

Current Territory: Blackwood

Population: Limited

Infrastructure: Developing

Military Strength: Developing

Economic Strength: Low

Territorial Potential: High

Kael’s eyes narrowed.

A second notification appeared.

New Development Paths Available

Agricultural Development

Infrastructure Development

Military Development

Commercial Development

Population Development

Administrative Development

Kael stared at the list.

This is new.

Darius looked at him.

What is it?

Nothing.

Kael dismissed the window.

The system had begun changing.

It was no longer simply helping him find talented individuals.

It was starting to recognize the territory itself.

Kael opened the development menu again.

The options expanded.

Agricultural Development

Irrigation

Crop Rotation

Storage Facilities

Livestock Expansion

Specialized Crops

Kael’s expression changed.

Specialized crops.

That reminded him of something.

Blackwood had fertile land.

But most of the farmers were using traditional methods.

They were surviving.

They weren’t maximizing what the land could produce.

Kael moved to the next section.

Infrastructure Development

Road Construction

Bridges

Public Wells

Drainage Systems

Residential Construction

Public Facilities

Kael paused.

Public facilities.

That included something he had wanted for some time.

Bathrooms.

Modern sanitation.

Blackwood could become different.

Not just richer.

Better.

Kael closed the menu.

I know what we’re doing first.

Darius waited.

Kael pointed at the map.

Water.

A Different Kind of Development

By the time Kael returned to Blackwood, the sun had already begun setting.

The Black Dragon welcomed him at the territory’s main entrance.

Grom stood among them.

The goblin folded his arms.

Your Highness.

Kael nodded.

Grom.

Darius dismounted.

How did the training go?

Grom grinned.

They are improving.

Kael looked at the soldiers.

They were exhausted.

But they stood straighter than before.

Their movements were more coordinated.

Their armor had been maintained.

Their weapons were clean.

Kael nodded approvingly.

Good.

Grom looked toward Darius.

The First Commander has been hard on them.

Darius remained expressionless.

They needed it.

Kael laughed quietly.

That’s why I brought him.

Darius looked at Kael.

And now?

Kael looked toward the territory.

Now we start building.

The next morning, Kael summoned everyone responsible for Blackwood’s development.

Master Rowan arrived first.

Garrick Ironhand followed.

Bram came from the gardens.

Edwin stood nearby.

Lily remained with the household staff.

Darius and Grom stood on opposite sides of the room.

Kael placed the map on the table.

Blackwood is changing.

Everyone listened.

We have eleven villages.

But that isn’t enough.

Kael pointed toward the roads.

Our roads are poor.

Our water systems are basic.

Our farms are underdeveloped.

Our houses are functional, but many need improvement.

And we don’t have enough craftsmen.

Garrick crossed his arms.

What are you planning?

Kael smiled.

A town.

Everyone became quiet.

Bram blinked.

A town?

Yes.

A new settlement.

Master Rowan leaned closer to the map.

Where?

Kael pointed toward the empty land near the center of the territory.

Here.

There’s nothing there.

Exactly.

Rowan studied the location.

Why there?

Road access.

Water access.

Close enough to several villages.

Far enough from the existing settlements that it can grow independently.

Garrick nodded.

What will it be called?

Kael hadn’t decided.

He looked at the empty section of the map.

For now...

Blackwood Central.

It wasn’t a permanent name.

But it would do.

The First Project

Kael’s finger moved toward a river running through the territory.

We start here.

Master Rowan studied the river.

A bridge?

Eventually.

First, I want a proper water system.

Garrick frowned.

For drinking?

Drinking.

Farming.

Cleaning.

And something else.

Kael looked toward Rowan.

Bathrooms.

The room went silent.

Bram stared at him.

Bathrooms?

Kael nodded.

Proper ones.

Separate from drinking water.

Waste disposal.

Drainage.

Something that keeps villages clean.

Garrick scratched his beard.

That would take considerable construction.

I know.

Kael smiled.

That’s why you’re here.

Rowan’s expression slowly changed.

Kael continued.

I don’t want Blackwood to become another territory where people simply survive.

I want people to live comfortably.

The room became quiet.

That sentence affected them more than Kael expected.

Bram smiled.

The old gardener looked toward the map.

Then perhaps we should start with the villages.

Kael looked at him.

What do you mean?

If you’re bringing people here, the first thing they’ll notice is how we live.

Bram pointed toward the villages.

Make them better first.

Kael smiled.

That’s exactly what we’ll do.

The Blackwood Project

Kael stood at the head of the table.

From today onward, we’re beginning the Blackwood Development Project.

The system appeared.

Territorial Project Created

Blackwood Development Project

Primary Objective

Increase population.

Improve infrastructure.

Increase food production.

Establish economic activity.

Develop military infrastructure.

Increase territorial stability.

Completion Requirement

Territorial development must reach sufficient levels.

Kael smiled.

For once, the system wasn’t telling him to kill something.

It was telling him to build something.

Kael looked around the room.

Rowan.

Garrick.

Darius.

Grom.

Bram.

Edwin.

Lily.

These weren’t just people working for him anymore.

They were becoming the foundation of something larger.

Kael pointed toward Rowan.

You will oversee construction.

Then Garrick.

You will expand the forge and begin training apprentices.

Then Darius.

Military training continues.

But I also want the soldiers involved in construction when they’re not training.

Darius nodded.

Understood.

Grom.

Kael looked at the goblin.

You’ll help with frontier security.

Grom grinned.

Gladly.

Bram.

Agriculture.

Bram bowed.

I’ll speak with the farmers.

Kael finally looked toward Edwin.

And I need someone to start organizing the household administration.

Edwin smiled.

I suspected that request was coming.

Kael laughed.

Of course you did.

Then he looked back at the map.

There was still a long way to go.

But for the first time...

Blackwood had a direction.

Not simply survival.

Not simply defense.

Development.

Growth.

Opportunity.

Kael placed his hand over the center of the map.

This is only the beginning.

Outside, the people of Blackwood continued their daily lives.

None of them knew it yet.

But the territory they had been born into was about to change.

And somewhere beyond the borders of Blackwood, people would eventually hear about a strange new territory where a young Imperial Prince was building something unlike anything they had seen before.

A place where craftsmen could work.

Farmers could prosper.

Adventurers could find opportunity.

Other races could live without chains.

And ordinary people could build a better life.

Kael looked toward the horizon.

Before Blackwood could become powerful...

He would first make it worth protecting.
