Chapter 1103: Chapter 611: Reorganizing the Security Team

William knocked on the office door and finally met the Lord who had been missing for who knows how long.

”Come, sit down.” Lance smiled and stood to greet William, who appeared busy and somewhat haggard lately, ”You’ve worked hard, the pressure on public security has been so intense recently.”

As soon as William sat down, Fergus, the hound by his side, approached Lance as if it knew him, with a somewhat ingratiating smile on its face, seeming so therapeutic.

”Fergus is really good.”

Lance petted the dog’s head and offered jerky, Fergus turned to look at William, only after receiving a nod did it gently accept the jerky, its saliva nowhere near Lance’s hand.

Then it lay on the ground, beginning to gnaw on the jerky, even using its paws to hold it.

With that clever look, sometimes Lance even felt Fergus was smarter than Boudica, at least it would refuse food.

But now wasn’t the time to discuss this, William was called over not to pet the dog, but to solve the sheriff’s current predicament.

”I have some ideas about the sheriff situation, let’s see what you think...”

The first issue is the lack of personnel, now compared to before, Hamlet’s population has multiplied several times in a short period, the ratio of sheriffs per capita is too low.

Originally one sheriff was matched to a hundred people, now it’s one to a thousand, making management exponentially harder.

The second issue is enforcement difficulty, many people simply have no moral concept, talking about quality with them is purely a joke.

To make them abide by rules requires strong control, only then will they be somewhat obedient, if you dare to urinate or defecate anywhere, you’ll be fined.

The third issue is strength, it’s fine against ordinary people, but facing those mercenaries specialized in fighting is obviously not feasible, even the equipment is at a disadvantage.

The fourth is a site issue, that small place cannot accommodate...

The exchange revealed many things not visible in reports, but issues only frontline staff could feel.

This in turn raised a question, which is psychological issues.

Handling trivial matters repeatedly over a long time, meeting unreasonable people every day, endlessly repeating words, dealing with many negative emotions, moods becoming increasingly irritable.

”To solve these problems, I plan to restructure the security team, establish a formal police system, then improve procedures, the problems will soon be resolved.

If personnel is insufficient, recruit more people, these people won’t belong to the police system, but are outsourced, they assist police enforcement but have no enforcement authority.

Meanwhile, police internally should have clear task assignments, clerks are clerks, field agents are field agents, more refined and professional, lowering certain entry barriers.

If space is lacking, establish headquarters and branches, this way police response can be faster, build a real prison to detain criminals, retaining only temporary oversight functions.

Separate the case-handling functions, establish a court dedicated to adjudication.

Regarding not being able to handle mercenaries, I’ll select a few people from the military for you, allocate funds, based on this form a special police unit.

They don’t deal with trivial issues, have enough time for training normally, better weapons and equipment, specifically tackling tough problems, anyone not behaving will be dealt with.”

Lance apparently already understood these issues for a while now, the original sheriff system of the small town was completely unsuitable, perfect opportunity for an overhaul.

Break it down into police system, prison system, court system.

At the same time, when short-staffed directly copy the temporary worker system.

The lowered benefits but getting things done, now Lance understands why this exists.

If space is limited, shuffle things around, anyway land isn’t valued now, as long as planning is good, it actually improves efficiency, convenient for everyone.

Police as the agency of violent control can’t fight professional mercenaries? Can’t they call for reinforcements? Or gang up on them? Or suppress with equipment?

This is the simplest, let the army change costumes and go at it directly.

Send them all heavenward one by one!

But finally, this psychological issue is somewhat of a hassle...

He actually noticed this early on because the first batch of sheriffs were those unfit for military transition.

It’s notable they originally had some psychological issues, just suppressed, not non-existent.

Normally speaking, the so-called sheriff within the Empire was basically gang members disguised, their role was no different from gangs.

They wouldn’t bear many responsibilities, yet have enormous power, especially in their jurisdiction.

They need no strict assessment to take the post, their job is oppressing ordinary people, naturally, they would feel no pressure.

Whereas in Hamlet, Lance set the sheriff’s requirements too high, professional standards restricted them from operating like other gangs.

But have they really reached that level of psychological readiness?

Lance understands they’re simply loyal to the Lord, not truly for Hamlet.

Thus, in such high-pressure conditions, these situations emerging are not surprising, but how to resolve this issue?

”The solution for psychological issues is to take leave.”

”Then what?”

”Didn’t I say it? Just take leave.”

William initially anticipated a lengthy discourse from the Lord as before, yet now just a word?
