Clan Rise: Starting as a Grandfather

Chapter 556: Chapter 487: My dear minister, please continue to work hard for a few more years!

”Practicing the Spirit Continuation Blood Refining Skill requires a substantial amount of blood energy, and if there are multiple practitioners, it would necessitate slaughtering a large number of Martial Artists. Has there been a significant number of Martial Artists missing or dead under unusual circumstances in our empire?” Zhou Mao asked.

Wang Zhongzhi slightly shook his head, ”It’s still early, and we have not yet conducted a comprehensive investigation, but according to the information received from various places, there has not been a large number of Martial Artists missing!”

The Spirit Continuation Blood Refining Skill works by absorbing the blood energy of Martial Artists to condense Innate True Qi, and the higher the cultivation of the Martial Artist, the more effective it is.

The blood energy of Martial Artists in the Body Refining Realm is extremely weak, and Postnatal Martial Artists are considered the best source of blood energy.

However, Postnatal Martial Artists are not common; they may seem plentiful in Capital City, but they are quite rare among the common people.

Martial Artists tend to cluster, meaning the more prosperous the area, the more Martial Artists it has, and the more Martial Artists there are, the more masters there will be.

Put simply, excluding Innate Martial Artists, the force of Martial Artists in Capital City accounts for almost twenty percent of the entire Da Rong, and the nine border towns account for another thirty percent, with the remaining fifty percent spread across thirteen provinces.

Among these thirteen provinces, Jiangnan, a rich and fertile area, houses the majority, followed by the government office cities of various domains; even in a single county, only a few Martial Artists can be found.

Take the previous example of Anning County, which had very few Martial Artists, but ever since the rise of the Yang family, Anning County has become a gathering place for Martial Artists within Jing’an Prefecture.

This is the clustering effect of Martial Artists.

If Divine Sun Sect needs a large amount of Martial Artists’ blood energy, they inevitably have to create chaos in prosperous places.

After Wang Zhongzhi finished speaking, he bowed to Emperor Yanping and stepped aside.

Emperor Yanping solemnly said, ”The resurgence of Divine Sun Sect will surely bring turmoil to our great Da Rong! Fortunately, we have discovered it not too late.

What proposals do you all have on how to eradicate Divine Sun Sect?”

Zhou Mao, Duan Rui, and the others frowned and remained silent.

Even Yang Zhenshan felt troubled.

Dealing with Divine Sun Sect, akin to rats in the sewer, the most troublesome part is not how to eliminate them, but how to root them out.

”Your Majesty, this matter should be handled by the Secret Martial Guards,” Duan Rui thought for a moment and spoke directly.

Emperor Yanping slightly shook his head, ”Divine Sun Sect has also considered this, which is why they targeted the Secret Martial Guards this time.”

The expressions on the faces of Wang Zhongzhi, Lv Hua, and others were very grim.

The impact on the Secret Martial Guards was too great, almost too much for the Secret Martial Guards to bear.

It seemed the Secret Martial Guards did not lose much strength this time, but the actual loss of their forces was beyond imagination.

What’s most crucial for the Secret Martial Guards?

Not martial power, but their extensive network of Hidden Guards and shadow operatives worldwide.

What Nansheng did was not just to imprison Wang Zhongzhi, forcing Wang Zhongzhi and Lv Hua to defect; he has sold out the entire Secret Martial Guards, revealing details about the personnel, the number of Hidden Guards, and even key information about some shadows to Divine Sun Sect.

Though not completely, it significantly exposed the Secret Martial Guards to Divine Sun Sect.

Once a shadow’s identity is known, there is no need for them to continue their covert operations.

It can be said that this time, Nansheng has ruined most of the Hidden Guards and shadows of the Secret Martial Guards.

This time, while the court has struck off the strength of Divine Sun Sect in Capital City, Divine Sun Sect has effectively crippled the Secret Martial Guards, resulting in a deadlock between the two.

”It will take at least three years for the Secret Martial Guards to reorganize!”

Wang Zhongzhi, with a haggard expression, said, ”Of course, we can still provide some intelligence.”

Although the Hidden Guards and shadows need to adjust, the Secret Martial Guards still possess their capabilities to collect news and investigate intelligence and are not completely useless.

Just that some operatives need to be recalled and redeployed.

Zhou Mao considered his words and said, ”I believe relying only on Secret Martial Guards is far from enough, the court needs a stronger force to control worldly society! Not only within our empire’s borders but including worldly society forces outside our borders!”

Divine Sun Sect is not an ordinary force; it can be considered a worldly society force, and furthermore, one that specializes in concealment. An army is clearly not suitable to counter such worldly society forces.

Using worldly society to control worldly society is the best method.

Currently, the court actually lacks a government office that directly controls worldly society.

Whether it’s Secret Martial Guards, the Ministry of Criminal Justice’s Military Suppression Department, or the Ministry of Justice’s Martial Arts Department, they only monitor worldly society forces and combat Martial Artist crimes, but cannot truly control worldly society.

”What does the minister suggest?” Emperor Yanping nodded and asked.

Zhou Mao said, ”We can strengthen the power of the Military Suppression Department and the Martial Arts Department, or establish a new government office specifically to manage Jianghu Martial Artists!”

Emperor Yanping thought for a while; strengthening the power of the Military Suppression Department and the Martial Arts Department had been tried by the court before, but the effects were not significant.

There were many reasons; firstly, these two government offices belong to the civil servant system under the Ministry of Criminal Justice and the Ministry of Justice, using civil servants to restrict Martial Artists, somewh...
