Naruto: Starting by Reading Minds in Naruto

Root’s dissolution addressed command. It did not restore confidence.

The council turned to barriers, police, markets, rumor, and the fact that civilians had begun asking why the Uchiha district remained closed. Merchants delayed shipments. Several visiting families left before contracts ended. Residents near clan compounds checked doors that had never needed locks.

Shikaku proposed three changes to village sensing. Critical posts would use overlapping duty offices. Any district-wide silence would trigger independent physical verification. Barrier access known to a missing-nin would be altered in layers so one emergency change did not create an untested system.

Replacement could not occur in one night. Until new layers passed testing, mobile sensor teams would patrol boundaries independently of the central array. Summon couriers and physical runners would back up radio. A district missing two scheduled contacts would receive a verification team with authority to challenge even ANBU orders through the Hokage’s emergency seal.

The changes increased cost and created more opportunities for false alarms. The council accepted both. An efficient system that failed silently had already shown its true price.

Tonbo added that sensors needed protection from coercion as well as genjutsu. Two-person authentication failed if both reported through the same compromised supervisor. Sealed logs required off-site copies. Training had to include refusing plausible orders that bypassed verification.

The barrier captain accepted the recommendations without defending the old design.

Itachi’s S-rank notice would go to allied offices and other hidden villages. The announcement protected Konoha from accusations that it secretly directed him and warned potential clients that harboring him carried consequences. It also told Itachi exactly what information Konoha admitted publicly.

”What do we tell our own residents?” Hiruzen asked.

Inoichi reported the results of interviews and market observation. Most people knew a major incident had occurred. Some celebrated the disappearance of police officers they resented. Others feared that any clan—or any street—could be killed behind a barrier while the Hokage Tower slept. Rumor supplied explanations where official silence left space.

”A gag order among shinobi will not remove civilian inference,” Inoichi said. ”If we say nothing, the most frightening version becomes useful because no one can disprove it.”

Koharu worried that admitting the scale of failure would invite enemies. Inoichi answered that merchants could already see the closed district, missing police patrols, and hurried barrier work. False reassurance would last only until the first independent report reached the capital. Credibility lost through a disproved lie could not be restored by a later accurate notice.

They agreed to acknowledge what was confirmed: mass casualties, Itachi’s defection, a barrier breach, Sasuke’s survival, and an active investigation. They would not publish methods that enabled imitation or blame unnamed accomplices without evidence.

Kakashi remembered the campaign against his father. Village anxiety had once been converted into a single target until Sakumo carried the blame alone. The same mechanism could be used again, this time to make Konoha appear secure by making one defender appear invincible.

”People need evidence of response,” he said. ”New barriers, a functioning police service, visible patrols, and pursuit. A respected shinobi can represent those measures, but a hero cannot replace them.”

Tonbo glanced at him. That qualification prevented the proposal from becoming pure distraction. Hiruzen asked who could lead the public pursuit message.

The Sannin were scattered or disgraced. Minato was dead. Kakashi already carried a public reputation linked to the Sharingan and Itachi’s ANBU years. Clan leaders would turn reassurance into competition over influence. A representative needed recognized service, combat credibility, and no current claim upon another institution.

Guy raised his hand.

”The Green Beast of Konoha will accept this duty! I shall patrol every street and demonstrate that youthful vigilance never sleeps.”

For the first time that morning, several people smiled.

”Your visibility is unquestioned,” Tonbo said. ”So is the likelihood that half the Academy will imitate your exercise route and block traffic.”

”Then I yield the honor to you. A rival who recognizes my strength deserves the opportunity.”

Tonbo understood the trap one sentence too late. Kakashi looked at him. ”Tonbo is suited. He served during the Third War, leads the Analysis Team, built Sealed Horizon, and has no connection to Itachi’s chain of command.”

Raidō remembered Tonbo’s childhood introduction: he wanted to follow Inoichi and contribute through intelligence rather than chase a famous title. Togekei argued that this was precisely why public recognition would be credible. Inoichi said nothing until the discussion had gathered momentum, then acknowledged that Tonbo’s record could support every claim without inventing victories.

”No,” Tonbo said. ”You are confusing a defensible record with willingness to become a symbol.”

”Symbols rarely volunteer,” Shikaku replied. ”That is one reason people trust them.”

”People should trust systems that continue when the symbol sleeps.”

”Agreed. Help us explain those systems.”

Tonbo asked whether the village wanted reassurance or obedience. Shikaku answered that frightened residents needed enough information to make their own decisions about remaining, traveling, and protecting families. A campaign built to prevent anyone from leaving would become another form of containment. The goal was to restore reasons for trust, not compel the appearance of it.

The proposal became more precise. Tonbo would not be declared capable of defeating Itachi alone. He would lead a visible security review, demonstrate Sealed Horizon’s protective purpose, and serve as the named jōnin attached to pursuit analysis. Public statements would distinguish confirmed facts from rumor. Barrier changes and police reconstruction would be announced alongside him.

Kakashi had not proposed a fabricated champion. He had proposed a person through whom several real actions could be understood. Tonbo still disliked it.

He listed candidates who could serve instead. Hiashi had visible authority but would turn the campaign into proof that one clan replaced another. Shibi had the right record and the wrong tolerance for publicity. Asuma remained connected to the Hokage and only recently returned from the Guardian Twelve. Guy inspired confidence in person and confusion in written reports. Every alternative carried a political meaning beyond individual skill.

”So do you,” Kakashi said. ”Your meaning is that someone who built shelter before a disaster is now reviewing why shelter failed.”

”Sealed Horizon did not protect the Uchiha district.”

”Then say that every time someone implies it did.”

”My face has been covered in public for years,” he said. ”Promoting an anonymous set of bandages will produce more rumors than reassurance.”

Hiruzen regarded him over folded hands. ”Then decide what you are willing to show. No one will order you to reveal medical information or remove clothing.”

The bandages were never medical. Tonbo had adopted them as a teenager to control recognition and maintained the habit because it separated public work from home. That separation would not survive a village campaign.

He negotiated conditions. Ayame and the children would not appear in publicity. Their routes and home would remain protected. No claim would credit Tonbo with solo victories he had not won. Sealed Horizon’s operational details remained classified. The campaign would include dates for barrier and police changes so it could be measured after attention moved elsewhere.

Hiruzen accepted every condition.

Ayame would receive the full public plan before the first notice used Tonbo’s name. If she judged the resulting attention unsafe for Ichiraku or the children, publicity events would move and additional patrols would protect the business without turning their home into a guarded exhibit. Tonbo’s agreement could expose his family socially even if no classified address appeared; their consent belonged inside the arrangement.

”Then I will participate for one review cycle,” Tonbo said. ”After that, publish outcomes without my face.”

Guy gave him a thumbs-up. ”A reluctant flame burns with great sincerity.”

”That sentence makes me want to withdraw.”

The council moved to implementation. ANBU pursuit teams received Itachi’s known methods without revealing his deeper arrangement. Civilian notices acknowledged the deaths, the breach, and the ongoing investigation. Memorial support would be offered to survivors and people connected to the clan. Merchants received security contacts rather than secret assurances.

Kakashi declined command of the first pursuit team because his known Sharingan and history with Itachi made his methods predictable. He joined analysis instead, helping separate genuine Uchiha tactics from assumptions repeated in ANBU training. Guy volunteered for visible patrol duty. The choices supported the campaign without pretending one hero performed every response.

Hiruzen assigned a seven-day initial review and a thirty-day public report. If barriers, police recruitment, and Root auditing missed their dates, Tonbo could withdraw his endorsement openly. A symbol allowed no measure would serve only as decoration. None of it could make everyone feel safe. It could give fear something more substantial than silence.
