Boundless Family Upgrades For The Deadbeat Lord

The first sign that something was wrong came from Lily, who returned from the Central Market carrying half the bread Raymond expected and wearing the offended expression of someone who had personally been betrayed by flour.

She placed the small loaf on his breakfast table and said, ”This cost almost what two loaves cost last week, my Lord, and the baker said tomorrow might be worse.”

Raymond stopped cutting his eggs and looked at the loaf.

By midday, however, Ysabel had brought him records showing that common bread had risen sharply across several bakeries, while flour, barley, cooking oil, and certain vegetables were climbing behind it. Workers were already complaining that wages which had comfortably covered food after winter were buying less each week.

Raymond went to the Central Market himself and found the complaints were not exaggerated.

A mason argued with a baker over the price of two loaves while customers waited behind him.

The baker, a broad woman named Elsa, slammed both palms onto her counter and said, ”You think I’m hiding gold beneath the ovens? Flour costs more. Firewood costs more. My workers cost more. If I sell at last month’s price, I might as well close the door.”

The mason pointed toward the shrinking bread rack and replied, ”My wages haven’t risen every three days. My children still eat every day.”

Elsa’s anger softened slightly, but she shook her head. ”Then complain to the miller, because I cannot bake flour I cannot afford.”

That afternoon, Raymond summoned Ysabel, Harlan, Alaric, and Treasury representatives. Reports showed the city’s construction workforce had expanded, visiting merchants were consuming food during their stays, and households that had spent winter rationing were buying more normally.

Demand had risen faster than supply could adjust. Raymond listened, but the immediate problem remained simple in his mind: ordinary people could not allow bread prices to keep climbing while administrators spent weeks diagnosing markets.

”Set a temporary maximum price on common bread,” Raymond ordered.

Ysabel’s eyes narrowed slightly. ”At what level, my Lord?”

Raymond chose a figure close to the average price from two weeks earlier and added, ”Only basic bread. Luxury baked goods can do whatever they want. We’ll review it once the market settles.”

Harlan looked uncertain, but nobody had a better immediate answer, and the order went out that evening.

For three days, Raymond thought he had solved it. Bread prices dropped immediately. Customers welcomed the price. Then, on the fourth morning, Lily returned without bread at all.

Raymond stared at her empty hands and asked, ”Please don’t tell me the baker has declared war on breakfast.”

Lily shook her head and replied, ”The bakery was sold out before I arrived, my Lord. So was the next one. There was a line outside another, but someone said they hadn’t opened.”

By noon, Trade reported that several bakeries had reduced production. One had closed temporarily. The common bread Raymond had made affordable was becoming difficult to find.

He returned to Elsa’s bakery and found only crumbs on the common-bread shelves.

Raymond gestured toward them and asked, ”Why aren’t you baking more when people clearly want it?”

Elsa looked exhausted rather than intimidated. ”Because flour did not become cheaper when your order made bread cheaper, my Lord. Yesterday I paid almost a quarter more for flour than I did three weeks ago. If I bake common loaves at your price, my margin disappears. If another sack rises again, I lose money.”

Elsa’s expression hardened. ”I have six workers and two ovens. I want both ovens burning. But wanting to bake does not make flour appear.”

Ysabel’s next report made matters worse. Grain merchants who had previously considered bringing additional stock into Althoff were diverting some loads elsewhere because they expected millers and bakers here to resist higher input prices.

Existing sellers had begun holding grain in anticipation of future increases. Milling capacity had become congested as demand rose, with wagons waiting to have grain processed. Meanwhile customers, frightened by empty shelves, had begun buying three or four loaves whenever they found them.

Some bread was being resold privately after sunset for considerably more than the legal maximum.

Raymond dropped Ysabel’s report onto his desk and stared at Harlan. ”I created a black market for bread in four days.”

Harlan scratched his beard and answered cautiously, ”You made bread cheaper, my Lord. People wanted more of it.”

Raymond pointed at the report. ”Except there is less bread.”

Ysabel sat opposite him and corrected, ”There is less bread offered at the legal price. The demand never disappeared. The costs never disappeared either.”

Raymond leaned back and rubbed both hands over his face. Earth had taught him the vocabulary. It had not made him an economist.

They spent the rest of the afternoon tracing the problem instead of arguing over the symptom. Harlan showed that Althoff’s expanding farmland had not yet produced its harvest.

Ysabel demonstrated that merchant speculation existed, but it was not the sole cause; legitimate demand had genuinely increased.

Corvin’s transport records showed delays bringing grain from surrounding settlements, while the available milling operations had become a bottleneck between stored grain and usable flour.

Raymond tapped the milling figures and asked, ”So even if I dump more grain into the market tomorrow, we can still choke here?”

Harlan nodded. ”Grain people cannot mill quickly is grain people cannot bake quickly.”

The answer became obvious only after they separated the problem into pieces. Raymond ordered a limited release from territorial grain reserves, not enough to flood the market or threaten food security, but enough to relieve immediate pressure.

Construction assigned crews to improve access around milling and grain-delivery routes so wagons stopped losing hours in congestion. Trade contacted visiting merchants and Golden Road’s new branch with requests for additional grain and flour shipments.

Harlan began evaluating expansion of local milling capacity, including whether the unused Tier-I Grain Processing Workshop Blueprint could remove part of the bottleneck.

Then Raymond revoked his own maximum-price order.

Alaric asked whether the Administration should phrase the notice as a temporary measure concluding after successful stabilization.

Raymond stared at him for a moment before shaking his head. ”No. Say we imposed it to protect households from rapidly rising prices, and say it produced shortages because we failed to address supply first.”

Alaric raised an eyebrow. ”You want the notice to admit the policy failed?”

Raymond replied, ”People already know it failed. They’re standing in lines outside bakeries. Pretending otherwise only proves their lord thinks they’re blind.”

The removal hurt immediately. Bread prices rose again for several days. But the accompanying supply measures began working.

Territorial grain entered mills. Merchants who had hesitated started bringing additional loads once they could sell at viable prices. Inspectors watched for coordinated hoarding and manipulation.

Milling hours expanded. Corvin reorganized delivery windows so grain wagons reached processors without competing with construction carts.

Bakers returned common loaves to their shelves because producing them made financial sense again, and panic buying gradually eased once customers stopped expecting every rack to be empty tomorrow.

A week later, Raymond stood beside Elsa’s bakery while she stacked fresh loaves behind the counter.

The price remained somewhat higher than it had been before the crisis, but it had fallen from its peak and, more importantly, bread was actually available.

Raymond picked up one loaf and asked, ”Are you making money on this?”

Elsa gave him a suspicious glance before answering, ”A little, my Lord.”

Raymond smiled and said, ”Good. Apparently bankrupt bakers are terrible for food security.”

Elsa laughed despite herself and replied, ”If you tell the millers that too, I might start liking government.”

The episode also changed how Raymond read economic reports.

A rising price could mean greed, scarcity, transport failure, increased demand, poor processing capacity, panic, or several of those things at once.

He instructed Ysabel and Treasury to stop sending him price figures without quantities sold, available stocks, delivery delays, and unusual changes in merchant behavior whenever possible.

Ysabel warned that their records were too young to explain every movement, and Raymond accepted that. He did not need perfect information.

He needed enough information to avoid turning his assumption into law. The next time somebody demanded that he fix a price , he intended to ask why the price had moved before reaching for a pen.

Walking back toward the Administration building, Raymond passed workers carrying bread home, grain wagons waiting beside the market, and merchants unloading new supplies. He had wanted to protect people and had instead made the thing they needed harder to obtain.

The mistake bothered him precisely because the intention had been good. Roads could be measured.

Warehouses could be counted. Markets reacted to thousands of decisions made by people with their own costs, fears, incentives, and information.

Raymond understood something uncomfortable by the time he reached his desk.

Good intentions were not good policy.

Sometimes ruling meant admitting that before everyone else paid for the lesson.
