Apocalyptic Reincarnation: Start with a 30-million Bonus

The next day, Li Yu found He Chao and talked to him about planning to cultivate some areas in the Outer City.

He needed He Chao’s help with this matter.

He Chao and the rest all gave their unanimous approval with both hands raised.

Living here, they felt somewhat unsettled. They hadn’t ventured too far to scavenge for supplies recently, mainly because Li Yu hadn’t issued any new lists of needs.

Now, being able to help with planting for the base was, of course, welcomed.

Li Yu brought An Ya over to them.

He introduced her saying, ”This is the person in charge of planting at the base, He Chao, you will select some people to assist her when the time comes.”

He Chao had seen this woman when he first entered the base, so he said with a smile, ”Hello An Ya, just let me know whatever you need.”

An Ya nodded and replied, ”Alright.”

Li Yu then left the two of them to discuss the details such as how many and which people were needed.

...

After He Chao and An Ya finished their discussions, Li Yu called He Chao over.

He slowly took out a stack of papers.

Seeing Li Yu’s actions, He Chao knew that there was work to be done!

The stack of papers that Li Yu took out was the result of discussions with Second Uncle, Third Uncle, and others.

Based on the current situation at the base and future development plans, they included the materials and some components needed for making bullets.

Although it might be difficult to find, they could still try searching, perhaps there would be some surprises.

After all, some components were strictly controlled and rather scarce.

It was estimated to be challenging to find them around Xin City.

They would start with other items first, and if necessary, join Third Uncle later in the search.

Considering this, Li Yu sent He Chao and the others to start looking.

Li Yu handed the stack of papers to He Chao, saying:

”The items on the list are not urgent, and some may not even be nearby, but do what you can to find them.”

He Chao took them and saw ammonium nitrate, sulfur, charcoal, etc.

There were even firecrackers...

This left him somewhat puzzled.

In fact, these were all materials needed to make black gunpowder, something they resorted to out of necessity.

Black gunpowder was too hard to find, so they decided to start with the raw materials needed to make it.

If they couldn’t find black gunpowder, they should at least be able to produce it.

After a quick glance, He Chao packed away the papers and thought for a moment.

Seeing that Li Yu seemed in a good mood, he finally spoke up, ”Director Li, there is a situation I need to discuss with you.

Ever since we moved to the Inner City, there have been others who want to join.”

Li Yu was taken aback and asked, ”Do you know them?”

He Chao hurriedly responded, ”Some of them, and others I’ve met while out scavenging.

But most of them are original residents of Xin City, typically in small groups of a dozen people, and apart from them, the largest group consists of ordinary people who left Jiefang City.”

In fact, up to this point, apart from He Chao, there were also a few people who would come in exchange for food.

These people had been vetted by Lao Lu and were from Jiefang City.

Now, with more people wanting to cooperate with the base, it was certainly possible.

Following the current trend, the more significant He Chao and his group’s contributions to the base became, the sooner they could become part of the base after the appraisal.

And they would still need people for the Outer City, which could be filled accordingly.

However, Li Yu always preferred stability.

Currently, He Chao’s group had forty people, with twenty-five adults and fifteen juveniles, with no elderly.

The main age range was between 5 to 45, which was reassuring for Li Yu.

People with families were more reliable.

If the base needed to expand and increase its strength, then it had to expand its manpower.

Although they could currently support a population many times their current number, this was because they had the confidence in their food reserves.

But this wasn’t a long-term solution.

According to Li Yu’s plan, he wanted to build more Outer Cities around the base.

Then divide them into four levels.

The first.

Able to cooperate with Li Yu, receive tasks from him, and trade supplies.

The second.

For those with a Contribution Value over 60 points, Extra Staff who have passed the appraisal and have reached a significant amount of points, can acquire a minimal guaranteed amount of food each month, about one or two pounds of grain.

Just like the state He Chao and his group were in before entering the Outer City.

The third.

Those with a Contribution Value over 80 points, like the current state of He Chao’s group, after a series of appraisals, can live in the Outer City, and their guaranteed monthly food ration would increase.

However, to enter into the third stage,

the individual’s character would need to be evaluated, as entry into the Outer City meant they had to be guarded against enemies. Therefore, in this stage, apart from the assessment of Contribution Value, there would be considerations of danger and stability.

But the appraisal system was not yet fully developed, and for now, it mostly relied on Li Yu and Second Uncle’s observations to make the final decision.

The fourth.

For those with a Contribution Value over 100 points, entering this stage requires unanimous approval from Li Yu and Second Uncle of the base.

And these positions were limited each year.

Currently, only He Chao met the standard.

For this concept, Li Yu had thought things through well; it would allow the use of many people without spending much food or supporting numerous lives,
