The Harbour Master's Rule Book

The notary’s name was Corvin, and he had clearly not signed on for a career that involved crossing storms at speed. He had not changed out of his soaked coat, and he carried the leather case in the manner of a man who had spent the last quarter-hour convincing himself that dropping it, after everything the crossing had cost, would be a genuinely unsurvivable professional failure.

He did not come to Bell’s window, and Bjorn saw why a half-second before he understood it: Bell’s window was shuttered, because Bell was standing in the doorway with rain coming off his coat, and the registry’s brass shift-plate had already been turned round to read Relief Registrar — O. Gattis — Window 2.

Corvin went to Window 2.

“Rolf,” Bjorn said.

He didn’t wait for an answer. He was already moving, and he covered the length of the hall at a pace that would, on any ordinary morning, have earned him a remark about apprentices and corridors.

Oram Gattis had been a registrar for thirty-one years. He had the careful, unhurried manner of a man who had never once been caught out by paperwork and did not intend to start, and he was examining the Larkspur contract with exactly the thoroughness his thirty-one years had taught him: signatures, witnesses, provenance, the proxy clause, the counter-seal of the Larkspur ministry.

Everything he looked at was in order, because everything was in order.

“Properly executed,” he said, half to himself, in the satisfied tone of a man finding no fault where he had expected none. “Larkspur ministerial crest, correctly witnessed. Cross-world binding, requiring Harbour registration.”

He reached for the wax.

“Registrar—” Bjorn arrived at the counter with rather less dignity than he’d intended, and with the specific awareness that he had no standing whatsoever to stop a registrar doing his job. “There’s an objection.”

Gattis paused, which was more courtesy than the interruption strictly deserved.

“Is it in the day-book?”

There was no version of the answer that improved anything.

“It’s half in the day-book.”

“Then it isn’t in the day-book.” Gattis said it without unkindness, and without any give at all. “I’m sorry. I don’t say that to be difficult — I say it because a registrar who seals on what he’s been told in passing is a registrar whose seals can be argued with afterward, and the whole value of this office is that they can’t be. If there’s an objection, it wants entering, and I’ll wait exactly as long as it takes to enter it.”

“There isn’t time to—”

“There is very little,” Gattis agreed, “and I’d be obliged if you didn’t spend it telling me so.”

The wax was already soft. Bjorn could see it — the little brass pot at Gattis’s elbow, the seal warming beside it, and the pale gloss on the surface of the wax that he had spent an entire morning learning to recognise, badly, four times in a row.

A wax seal isn’t a decision until it’s cold. Bell had said it that morning, over a fourth bad impression, and Bjorn had filed it the way he filed everything else he didn’t yet have a use for.

“Then don’t take it from me,” Bjorn said.

He turned round. The whole hall had gone quiet in the way a room does when several people simultaneously decide not to be the one who speaks.

“Take it from her. She’s here. She’s in front of you, in person, and the Rule doesn’t say the objection has to be in a book — it says the absent party has to arrive in person and object. Registrar Gattis, she’s not absent. She’s eight feet away and she’s been trying to say this for six weeks.”

Gattis looked at him for a long moment, and then, slowly, past him, at Ide.

“Is that right?” he said.

Ide crossed the floor.

She did not run. She came at the measured pace of a woman who had run quite far enough that morning, and stopped at the counter, and put both hands flat on it the way she had that first hour.

“I object,” she said. “Formally. Witnessed. In person, arrived, before your seal. That I do not consent to this marriage, proxy or otherwise, and never have.”

Gattis set down the wax. He drew the day-book towards him, dipped his own pen, and wrote for some time in a hand Bjorn could not read upside down.

“Objection received at the window, in person, by the party named,” he said. “Timed and entered. That’s the mechanism.” He turned the book round for Bjorn to see, which Bjorn understood, correctly, to be the nearest thing to an apology a man like Gattis would ever offer for having been about to do his job. “You might have opened with that, lad.”

“I might have. I’d only just worked it out.”

“Most of them never do.” Gattis capped his pen. “I’ve had one man try to buy me, one try to shout me down, and a great many explain the moral situation to me at length. You’re the first in some years to tell me where the actual Rule was standing.”

Rolf arrived at the counter as the ink was drying, took in the book, the wax, and the notary’s face, and did not ask a single question about any of it.

“Registrar Gattis.”

“Harbour Master. There’s an objection entered against the contract, in person, ahead of seal. I’ve not sealed it and I shan’t.” He said it with the mild firmness of a man reporting the weather. “I’d have sealed it four minutes ago, mind.”

“You’d have been right to.”

“That’s the part I don’t enjoy,” said Gattis, and went to see about the shutter.

Corvin had stepped back from the counter, setting the case down fully at last, with the posture of a man relieved to discover that the decision was no longer his to carry.

“For what it’s worth,” he said, to nobody in particular, “I never thought it was a kindness, sealing a contract the bride herself hadn’t agreed to. I only thought it wasn’t my place to say so.”

He looked at Ide and inclined his head — a small, private apology that owed nothing to any of the Hundred Courtesies.

“I’m glad the crossing was for nothing, in the end. I mean that.”

“Then it wasn’t for nothing,” Ide said. “You’ll tell them that, at home. That the notary said so, before the Steward did.”

Penshaw had not moved from where he’d been standing since the shutter turned. He opened his mouth — to argue procedure, Bjorn suspected, or precedent, or the dozen other things a Steward reaches for when the actual argument has already been lost. Then, visibly, he did not.

“Aldric,” Ide said, more gently than Bjorn had expected. “I know why you did it. I even believe you believed it would help me. It didn’t. I need you to hear that it didn’t — not eventually, not in a decade. Now.”

Penshaw’s shoulders dropped, the posture of a man setting down something he’d been carrying so long he’d forgotten its actual weight.

“I only ever wanted the court steady,” he said, quietly, to nobody in the room specifically, though Ide was clearly the only person he meant it for. “Your mother trusted me with that, before the end. I’ve spent eleven years terrified of being the Steward who let it come apart on his own watch.”

“It was never going to come apart because I said no to one marriage.” She said it gently, and Bjorn understood, watching her, that this was the first time in the whole exchange she’d allowed herself to sound less like a petitioner and more like an heir speaking to a man she still, despite everything, cared for. “It would have come apart, eventually, if you kept teaching me that my own no doesn’t count until it’s convenient for somebody else to hear it. That’s a worse legacy than one broken treaty, Aldric. That’s the actual thing I came here to stop.”

“The treaty,” Penshaw said, weaker than before. “Esk expects—”

“Esk,” said Ambassador Halloway, rising from the waiting bench with the air of a man who had been patiently waiting for precisely this moment to be useful, “expects a trade agreement, which this contract was never the only path to, whatever anyone told you at the drafting table. My prince will be — and I say this with real affection for the man — relieved to hear the wedding’s off. We can renegotiate the truce terms directly, without anyone’s hand being forced by a proxy signature nobody involved actually wanted.”

He said it lightly, but not unkindly, and Penshaw, hearing it from the one man he might reasonably have expected to object loudest, seemed to deflate rather than argue.

“You’ll forgive me,” Penshaw said, after a moment, with the exhausted honesty of a man who had run entirely out of positions to defend, “if I say I’d rather hoped you’d fight me on this a little harder. It would have made eleven years of careful diplomacy feel less like a wedding nobody, including the groom, actually wanted.”

“I did fight you. Six years ago, when the terms were first drafted, and I lost, because the terms made good sense on paper and my prince’s own preferences weren’t yet anyone’s business but his.” Halloway inclined his head to Ide, an old-fashioned gesture that looked, on him, entirely unforced. “Papers age, Aldric. So do preferences, and so, I think, does a Steward’s certainty about what a court needs, if he’s honest enough to let it.”

Rolf closed the Rule Book with the same care he’d used to open it.

“The seal doesn’t go on,” he said. “The contract, so far as the Harbour is concerned, never crossed from one world’s authority into a binding between two. What that means under Larkspur’s own law, for Larkspur’s own succession, isn’t a question I have any standing to answer, and I won’t pretend otherwise. What I can certify is narrower, and it’s this: Ide, heir-apparent of Larkspur, arrived, in person, before the ink dried.”

He turned to Bell, who had by now dripped a respectable amount of the storm onto the registry floor and showed no sign of caring.

“Log it as Contested Union, Pending Declaration. Not a ruling on the marriage itself — only on the timing. The Harbour doesn’t command Larkspur’s succession any more than Larkspur commands the Harbour’s berths. We certify the fact of her arrival. The rest is hers to settle at home, on her own ground, in her own time.”

Bell logged it without comment, in his careful hand, and closed the drawer.

Penshaw did not leave the hall in disgrace, which Bjorn suspected was Rolf’s quiet doing — a closing word to the assembled Larkspur retinue, delivered without theatre, that the Steward’s error had been one of judgement rather than of loyalty, and that a court which punished a man for loving it too anxiously taught its next Steward nothing useful at all. Penshaw took the words for what they were, a kindness he hadn’t strictly earned, and left an hour later walking beside Ide rather than a half-step behind her, which Bjorn understood, without anyone explaining it, to be its own small and genuine repair.

The storm had cleared by evening, the dock lit gold in the slanted way it always was after weather rather than before it, and Ide found Bjorn at the registry window, filing the last of the day’s incident reports. She leaned against the counter with the loose, unguarded posture of someone who had, for the first time in six weeks, nowhere urgent left to be.

“You never did settle on a title. I counted four attempts.”

“In my defence, nobody gave me a fifth option that wasn’t also wrong.”

“There isn’t one. That’s rather the trouble with the Hundred Courtesies — a hundred ways to address someone, and not one of them is simply her name.” She considered him a moment, something unreadable and not unkind in it. “You could try that. Ide. It’s shorter than all four of your attempts put together.”

“Ide,” Bjorn said, and felt, absurdly, that he’d got something right at last.

“Better,” she said, and didn’t say anything else about it, and neither did he — though he found himself, walking back to the Office that evening, turning the single plain syllable of her name over rather more than the day’s paperwork strictly required.

Sergeant Rooke, dried out and considerably chastened, sought out Lieutenant Fenn before either delegation departed, and the two men settled the entire flagpole question with a coin toss that took less time than either of the two hours they’d spent shouting about it. Bell noted it in the incident log with the single dry observation that a coin had apparently succeeded where several centuries of precedent had not.

Roan, overseeing the last of the storm cleanup, allowed herself something that might almost have been a good mood, on the grounds that nobody’s shrine had caught fire this time, which she’d decided aloud to count as a professional victory.

Ide left the following morning — not for Larkspur, she said, with the flat honesty that seemed to be the only register she owned, but for Esk, at Halloway’s own invitation, to help renegotiate a truce that no longer needed a wedding to hold it together.

She stopped at the registry window on her way out.

“Your Rule Book has us Provisional,” she said. “Sixty years of Provisional. When I’ve finished at Esk, I should like to come back and find out what it would actually take to fix that, from someone who isn’t a Steward and doesn’t want anything from me.” A pause. “I’m told the Harbour is very bad at answering that question and very good at being asked it.”

“We’re better at being asked,” Bjorn agreed. “You’d want an appointment.”

“I’d want a form, I imagine.”

“There’s always a form.”

“She’ll be back through,” Rolf said that evening, mostly to himself, setting the kettle on.

Bjorn didn’t ask how he knew. He was learning which of Rolf’s certainties were worth taking on faith, and this one, for reasons he couldn’t have explained to anyone, he found he simply did.

He thought of the case file’s plain header line — heir-apparent, Larkspur — and of how much easier the whole day had gone once somebody had written down the true thing instead of the correct one. He wondered whether that was the actual shape of most of the job, under all its forms and seals and Hundred Courtesies. Not the elaborate answer, but the plain one, arrived at slightly too late for anybody’s comfort and exactly in time for the Rule that mattered.

“You’re thinking rather loudly,” Rolf observed, without looking up.

“Just filing something.”

And he did, in the back of the requisition pad, beneath everything else he’d written that week: the plain answer, arrived in time, beats the correct one every time.

He closed the pad before Rolf could ask to see it, though he suspected, from the unbothered quiet that followed, that Rolf already had a fair idea what it said.
