The Harbour Master's Rule Book

Rolf still had the card between two fingers when Bjorn came through the door, tray held out in front of him like an offering to a god he hadn’t yet decided was real.

“Careful with the third one,” Rolf said, without turning round. “It’s already made up its mind about something. I’d rather it made the announcement calmly.”

Bjorn set the tray down on the nearest clear surface with the exaggerated gentleness of a man defusing something, and looked at the third card from the left. It looked, to every appearance, like the other forty-odd cards in the tray: a small rectangle of pale board, a painted face not yet dry, a crossing-date inked along the bottom edge in a clerk’s careful hand. It also, very faintly, was humming.

“That’s new,” he said.

“It isn’t new. It’s just rare.” Rolf held his own card — a different one, older, its ink long since dried to a flat, matte brown — up to the light, and something in his face did the thing it did when a fact he didn’t like was arranging itself into a shape he recognised. “The Recognition Hall keeps a portrait of every face that’s ever crossed this Harbour. Most of them sit in a tray for a hundred years doing nothing more interesting than yellowing. Once in a very great while, a face comes back.”

“And the card knows.”

“The card remembers. There’s a difference, and it’s the one currently costing us a queue.” Rolf finally turned. Past him, through the Hall’s tall inner doorway, Bjorn could see the front of that queue: a woman in a plain travelling coat, hands folded, papers held loosely enough that she clearly wasn’t worried about them, talking to a desk clerk who very much was.

“Perrin’s already gone for the old file,” Rolf said. “Go and stand where you can hear her. Not question her. Hear her.”

“That’s the job today? Standing?”

“That’s the job today.” Rolf’s hand went, briefly, to the chain at his collar, and stayed a beat longer than the sentence strictly needed. “Rule 617,” he said, in the flat, exact voice he used for nothing else. “The Harbour remembers every face. Even when the face has forgotten itself.”

Bjorn waited for the rest of it. There wasn’t any rest of it.

“That’s the whole thing?”

“That’s the whole thing.”

“It doesn’t say what we’re supposed to do about it.”

“No,” Rolf agreed, and went back to looking at his own card as though it might, if regarded sternly enough, apologise. “It rarely does.”

The Recognition Hall was, by any ordinary measure, the most boring room in the Harbour, and Bjorn had come, by now, to suspect this was deliberate. Long, low-ceilinged, lined floor to rafters with trays of portrait cards going back further than anyone currently rostered could account for, it had the particular hush of a library that had never once been asked an interesting question — right up until, roughly twice a year, it was.

A captain near the back of the queue was loudly explaining to nobody in particular that he had crossed this Harbour eleven times and never once been asked to stand still for a portrait, and did the desk clerk have any idea how long a tide waited for nobody, exactly. The clerk, without looking up, assured him the tide’s patience was a matter for Pilotage, and his own for the queue in front of him, and the captain subsided into the specific, satisfied grumbling of a man who has been correctly told off and enjoyed it more than he’d ever admit.

Bjorn kept walking.

Her name, according to the Arrival Notice still warm in the desk clerk’s hand, was Tamsin Aldous. Twenty-eight, travelling alone, declaring nothing but the coat on her back and a modest sum in three currencies the Harbour’s exchange desks would happily convert. First crossing. The box for it was ticked in her own handwriting, unhesitating, the pen barely lifted between letters.

“I understand there’s some kind of mix-up,” she said, to Bjorn, the moment he was close enough to be spoken to, in the tone of someone who had decided being reasonable was the fastest way through a bureaucratic delay. “I’ve never been here. I’d remember a harbour like this.”

“Most people would,” Bjorn agreed, which wasn’t an answer, and watched her not notice that it wasn’t.

She had the specific, slightly too-careful stillness of somebody used to being disbelieved about something, and had built a whole manner around not letting it show. Bjorn had learned, mostly from getting it wrong, that stillness like that came in two flavours — the kind built over a lie, and the kind built over a scar — and that they looked, from three feet away and thirty seconds in, almost exactly the same.

He asked her the ordinary questions anyway. Where she’d sailed from. What the ship had been called. What she remembered of the approach. She answered all of them fluently, easily, with the small circumstantial detail that liars usually forget to invent — the smell of the ship’s galley, a deckhand’s bad singing, the specific green the water had turned an hour out. None of it sounded rehearsed. All of it, Bjorn was fairly sure, was true, exactly the way she believed it.

He’d been wrong about that instinct before — everyone who did this work long enough eventually was — but wrong in a specific direction: he tended to believe people too readily, not too little, and Rolf had told him more than once that this was either his greatest asset or the thing that would eventually get him hurt, and had never quite settled on which.

Which left the card.

“Bjorn.” Perrin Vance came through the inner door at something just short of a run, a thin folder held against his chest the way a man holds something he’d rather not be the one holding. His usual dry, unbothered manner had gone somewhere else for the morning. “You’ll want to see this before she does.”

The file was eleven years old, and it was, by Rule Clerk standards, almost insultingly thin: a single crossing record, a name — Isolde Kell — and a Quarantine cross-reference stamped, underlined twice, and never closed.

“Kell crossed once,” Perrin said, low, at the archive table, well out of earshot of the desk. “Stayed the better part of two months. Left through Berth Four on a night sailing, and the file just — stops. No exit interview. No closing signature. Quarantine’s own hold was never lifted, because you can’t lift a hold on someone who’s already left the building.” He tapped the cross-reference stamp. “This isn’t a records error, Bjorn. Somebody meant to come back for a second appointment, and never did.”

“People don’t just forget to close a Quarantine file,” Bjorn said. “Not for eleven years. Somebody has to actively not chase it.”

“Or somebody chases it, and keeps not finding an address to chase it to.” Perrin’s mouth thinned. “I’ve seen files stay open because a subject died somewhere the news never reached us. I’ve seen them stay open because a subject simply decided the Harbour wasn’t worth the paperwork of returning to. I have never, in eleven years of doing this job, seen one stay open because whoever administered it thought better of finishing, and I’d rather not start being surprised today.”

“And the portrait.”

“Portraits don’t lie about a face. They can’t. That’s rather the point of them.” Perrin held Isolde Kell’s card up beside the day’s fresh one, and set them side by side under the lamp. Same jaw. Same set to the mouth, even faintly smiling in both, though eleven years apart. Different eyes, or near enough — Kell’s a shade darker, or the paint had simply aged that way. Everything else matched with the flat, unhelpful certainty of a thing that has no opinion about how inconvenient it is.

“She’s not lying,” Bjorn said.

“I didn’t say she was.”

“You didn’t have to. Look at the file.” Bjorn turned the thin folder over, hoping for more of it on the back and finding nothing. “Whoever this is, she thinks today is her first crossing because, as far as she’s concerned, it is. Something happened to the rest of it.”

“That,” said a new voice, dry and entirely unsurprised, “would be my department.”

Sorcha Reyne had the particular gift of arriving at exactly the point in a conversation where she was needed and not one sentence before, a talent Bjorn had never worked out how she managed and had stopped asking about. She took the folder from Perrin without asking, read the cross-reference stamp once, and set it down with the specific gentleness of someone who already knew, roughly, what it meant and wished she didn’t.

“Eleven years is a long time for an open Quarantine hold to sit unlifted,” she said. “Longer for nobody to have noticed. What was the intake code?”

Perrin read it off. Sorcha’s mouth flattened.

“That’s a Quiet,” she said.

Bjorn looked between them. “A what?”

“A Quiet.” Sorcha said it the way Rolf said Rule text — flat, careful, no performance in it, because there wasn’t room for any. “It’s a treatment. Sanctioned, monitored, entirely legal — Quarantine administers a handful a year, always by request, never by order. Somebody arrives carrying something they can’t safely go on carrying — a memory, usually, though it doesn’t have to be — and asks us to put it somewhere quiet for a while. It’s not erasure. It’s storage. The mind keeps working around the space where it used to be, the way water finds its way around a stone, and most people never notice the stone’s still there at all.” She tapped the cross-reference stamp, hard enough that the old paper flinched. “It requires two follow-up sessions, four and eight weeks out, to close properly. Without them, the treatment doesn’t fail exactly. It just never finishes being administered.”

“And if it’s never finished—“

“Then somewhere under twenty-eight years of a life she remembers perfectly well, there’s a stone. Structurally sound, as far as anyone not qualified to check could tell you. But it was never meant to hold that long without somebody coming back to look at it.” Sorcha’s expression didn’t change, which was, on her, its own kind of concern. “I’d very much like to know why nobody came back.”

Bjorn thought of the woman at the desk, still patiently, pleasantly certain of a version of herself with one less decade in it than the Harbour’s own paperwork was willing to grant her.

“I don’t think she left it unfinished on purpose,” he said.

“No,” Rolf said, from the doorway, in a voice that had gone a shade quieter than it had been in the Hall. He’d come up without either of them noticing, which was, Bjorn was fairly sure, entirely deliberate. “I don’t think she did either. Which means somebody else’s business is the reason this Harbour’s own filing stayed open for eleven years, and I would very much like to know whose.”

They brought her back through to the smaller records room rather than question her at the desk, which Bjorn understood, about halfway through explaining it to her, was less a courtesy and more a containment measure disguised as one. She took the chair Rolf offered with the same unhurried politeness she’d shown the desk clerk, and looked, for the first time since Bjorn had met her twenty minutes earlier, genuinely uncertain.

“I don’t understand what any of this has to do with me,” she said, when Rolf had finished — carefully, without naming Isolde Kell, without describing the Quiet in more than the barest institutional terms — laying out that the Harbour’s own records disagreed with her account of her own life. “I know what I remember.”

“So does the card,” Rolf said. Not unkindly. Flatly, the way he said everything that mattered. “That’s rather the difficulty. The Harbour doesn’t forget a face on request, Miss Aldous, even when the face itself has very good reasons to. There’s a Rule about it. There has been for longer than either of us has worked here.”

“What Rule.”

Rolf didn’t answer that directly, which Bjorn had learned by now meant he was deciding how much of the answer she’d earned yet. Instead: “Do you know the name Isolde Kell?”

Her face did something complicated and very fast — not recognition, exactly. Closer to the way a hand flinches from a stove it’s never touched, on the strength of a warning it can’t remember being given. She shook her head, slowly, and then, less certainly, shook it again.

“No,” she said. “Should I?”

Nobody answered that either, which was, in its own quiet way, the answer.

Bjorn watched her hands where they lay folded in her lap — very still, very deliberately still, the specific stillness of someone concentrating hard on not doing something else with them. It was the first thing about her all morning that hadn’t looked easy.

It was Perrin, returning from the front desk with the specific look of a man who’d rather not be the one saying the next thing, who broke the silence properly.

“There’s someone in the queue asking after her,” he said. “Not by the name on today’s Notice. By a sailing date eleven years old, and a name he didn’t say out loud — he wrote it on a slip and asked the desk clerk to check it quietly, like he already knew better than to say it where she might hear.”

Rolf’s whole posture changed by perhaps half an inch, which, on Rolf, was the equivalent of anyone else standing up out of their chair.

“Did the clerk check it?”

“He didn’t have to.” Perrin set the slip of paper down on the table, face up, in the careful, specific way he handled anything he’d rather not have to touch a second time. “It’s the same name that’s on the old file.”

Tamsin Aldous looked down at the paper — at a name that wasn’t hers, in handwriting that clearly wasn’t the desk clerk’s — and went, very suddenly, the particular colour of someone whose body has understood something a full three seconds before their mind agrees to.

“I don’t know who that is,” she said, and this time nobody in the room believed she meant it as certainly as she wanted to.
