The Harbour Master's Rule Book

The door was the fourth thing off the Gleaner, and the first thing that made Bjorn stop counting.

“You’re late.”

Rolf didn’t look up from the manifest board when he said it, which somehow made it land harder than if he had — a fact Bjorn had never worked out how to explain to anyone who hadn’t spent real time at the Harbour learning it.

“The gate-bell was still —”

“I know when the gate-bell was.” Rolf turned the board around. He’d apparently decided the berth-fee argument Bjorn had left half-finished on his desk — four barges under tow, one owner insisting they counted as a single vessel for mooring purposes on the grounds of sentiment, the schedule insisting otherwise on the grounds of arithmetic — could wait for someone with more patience for philosophy this morning. “Independent salvage hauler, out of a closing-lot auction three ports back. Whole cargo’s one job lot — furniture, fixtures, household leftovers, the kind of thing that gets sold off in a single bundle because sorting it properly would cost more than it’s worth. Weigh it, count it, get her paid and gone. Should take you an hour.”

It took him considerably less than an hour to stop believing that.

The first three items off the Gleaner were exactly what the manifest promised, and exactly as unremarkable as promised things generally were. A stack of mismatched chairs, legs scuffed pale where generations of boots had rested on the lowest rung. A washstand missing one leg, propped now on a folded sack that had clearly been doing the job for longer than anyone had intended. A crate of cookware, mismatched pots nested inside larger pots, still smelling faintly of someone else’s kitchen — onions, mostly, and under that, something Bjorn couldn’t place and didn’t try very hard to.

He logged all three without incident, which felt, in hindsight, like the morning quietly building up credit it fully intended to spend later.

The fourth item was a door.

Not a door still fixed to anything. A door in its own frame, hinges and all, four planks wide and taller than Bjorn by a head, standing upright and unsupported on the dock the way the dockworkers had apparently decided to stand it, because nobody had told them not to and a door was, on the face of it, the kind of cargo that stood on its own without much argument.

Furniture, misc. — 1 door, used, the manifest tag read, in handwriting that had clearly been done quickly, by someone with a great many other things to catalogue that day.

It was warm.

Not sun-warm — the morning hadn’t earned that yet, and every other plank on the dock still carried the flat, ordinary cold of wood that had spent the night at sea. Bjorn had his palm against it before he’d properly decided to, the way you touch a kettle you already suspect is on, and the wood under his hand had the specific, low warmth of something recently used, or something still working.

“Captain,” he said, to the woman standing a few feet off with the particular stillness of someone who had already decided not to volunteer information unless asked directly. “This one’s warm.”

“Wood does that.” Captain Margit Sorne — weathered, quick-eyed, dressed for a trade that required moving fast and apologising rarely — didn’t come any closer to the door than she had to. “Sat in a hold a fortnight. Could be anything.”

“It’s not sun-warm. It’s — ” He didn’t have the word for it, and didn’t reach for one that would have sounded more certain than he actually felt. “It’s warm like something’s still on the other side of it.”

“There’s nothing on the other side of it. It’s a door. There’s dock.” She said it with the flat, over-rehearsed patience of someone repeating a line she’d already used on herself a few times too many that morning. “I bought the whole lot blind, at auction, off a settlement closing its books. You don’t get to ask a household’s leftovers where they’ve been before you load them — not at the price I paid, and not on the schedule I’m keeping. I’ve got mooring fees due at my next port whether or not the Harbour finds this fascinating.”

Bjorn crouched instead of arguing, mostly to have something to do with his hands that wasn’t touching the door again, and found the gap under it — the narrow half-inch a door leaves when it isn’t properly hung to anything — and felt, distinctly, a draught.

Not dock air. Dock air smelled of salt and tar and the specific fish-and-diesel note that every berth in the Harbour shared regardless of what was tied up at it. This was different. Green, somehow. Warm and green and, underneath that, the faintest suggestion of smoke that hadn’t quite finished burning.

He put his ear to the gap next, which was, in retrospect, not a decision he’d fully thought through, and heard — not muffled dock noise, not the ordinary creak and slap a piece of standing furniture ought to produce. Wind. A long way off, moving through something that wasn’t water. And under that, so faint he genuinely couldn’t have sworn to it afterward, something that might have been a bird, or might have been nothing at all.

He straightened up too fast, caught the frame with his shoulder on the way, and knocked the whole standing door half an inch sideways on the dock boards — which was, he would reflect later, the precise moment the morning stopped being simple.

“It’s not cargo,” Bjorn said, for the second time, once Rolf had made it down to Berth Six and crouched, briefly, to confirm the draught for himself. “Or it is cargo, technically, because it’s on a manifest and someone’s charging for it. But it’s not just a door.”

“No,” Rolf agreed, straightening, “I don’t imagine it is.” He looked at it for a long moment — not with alarm, which Bjorn had learned by now meant less than it looked like it should, but with the specific, unhurried attention he gave anything that had just quietly become more interesting than his morning had planned for. His hand went to the chain of office at his collar and settled there.

The Rule Book read: “Any door unloaded as cargo must have its destination inspected before it is opened.”

He said it the way he said all Rule text — flat, exact, nothing performed in it — and somewhere above the district the Lighthouse gave one low, soft toll, easily mistaken for the tide bell if you weren’t listening for it. Rolf’s shoulders dropped a fraction. Small weight, taken on.

“That’s not a Rule I’ve heard used,” Captain Sorne said, arms folded now, the over-rehearsed patience starting to fray at the edges.

“It’s not used often,” Rolf said. “As far as I’m aware, Captain, it’s never been used at all.”

“Wonderful.” She said it in the specific tone of someone discovering that the worst possible version of an ordinary customs morning had, in fact, been available to her all along. “What does that mean for getting paid.”

“It means nobody opens this door until somebody’s worked out where it goes,” Rolf said. “And it means, in the meantime, it doesn’t leave this dock.” He looked at Bjorn. “Go and find Stoke.”

“Who’s Stoke?”

“The Harbour’s locksmith. Threshold Keeper, if you want the title he never uses himself. If anyone in this district has an opinion on doors that isn’t ‘stand well clear,‘ it’s him.” A brief, dry pause. “He’ll enjoy this considerably more than the rest of us are going to.”

Halvard Stoke turned out to be a narrow, unhurried man somewhere well past sixty, with the permanently ink-and-oil-stained hands of someone who’d spent a life working small mechanisms, and the specific, quiet reverence for a well-made hinge that Bjorn had genuinely never encountered in another human being before that morning.

“You’re the Harbour’s locksmith,” Bjorn said, by way of introduction, once he’d tracked the man down to a workshop that smelled of linseed oil and old brass, three unopened lock mechanisms lined up on the bench in front of him like patients awaiting a diagnosis.

“I’m the Harbour’s answer to a question nobody’s asked twice in thirty years,” Stoke said, not unkindly, setting down whatever fine-toothed instrument he’d been holding. “Which is a very particular kind of job to have. Most days it’s a stuck bolt on a customs shed or a captain who’s lost her own cabin key. Today, from the state of your face, is apparently not most days.”

“There’s a door. It’s not attached to anything. It’s warm, and there’s a draught under it that smells like somewhere that isn’t here, and the Harbour Master’s invoked a Rule nobody’s ever used.”

Stoke looked at him for a long moment, and something in his weathered face did the specific thing a man’s face does when a slow morning has just, without warning, become the most interesting day of his year. “Well,” he said, already reaching for the flat wooden case on the shelf behind him. “Lead on, then.”

He didn’t touch the door straightaway, once they’d reached it. He walked a slow circle around it first, hands clasped behind his back, the way a man might walk a circle around a horse he was thinking of buying, and made a small, considering sound at the joinery.

“Dovetail, not doweled,” he said, mostly to himself. “Cut by hand, not by wheel — you can tell by the give in the shoulder, there, see it? Nobody’s cut a joint that particular way commercially in — ” He stopped. Started again, in a slightly different register, the professional flatness resettling half a beat too deliberately over whatever had briefly slipped underneath it. “In some while.”

“Is that useful?” Bjorn asked. “For working out where it’s from?”

“It’s useful for working out when it’s from, which is half of where.” Stoke crouched, ran a thumb along the lower rail without quite touching the wood itself, and didn’t answer the actual question, which Bjorn — long enough into this post now to have learned when a thing was worth pushing on and when it wasn’t — filed away rather than pressed.

“How do we find out where it opens without opening it?”

“Carefully,” Stoke said, “and slowly, and with considerably less confidence than anyone standing on this dock would like.” He was already unpacking the case from over one shoulder — brass instruments, small glass vials, a roll of thin paper that looked, if anything, like the kind of paper you’d use to line a drawer. “The Harbour’s had this kit sitting in a cupboard for as long as I’ve held this post, and I have used it, in that time, on exactly two doors, neither of which turned out to be anything worth the fuss. I don’t say that to be reassuring. I say it because I’d rather you understood how little practice any of us actually have at this, before you start relying on me sounding more certain than I am.”

He slid a strip of the paper under the gap at the base of the door — chalked white on one side, he explained, treated to change colour with humidity, temperature, and the specific particulate content of whatever air passed over it — and left it there, face-down, while he fitted a small brass horn to the frame near the lock plate and pressed his ear to the other end of it.

Bjorn watched him listen for a long moment, face unreadable, and found himself unconsciously mirroring the stance — head tilted, weight settled, the exact posture Rolf took up whenever a case required real patience rather than real speed — and caught himself doing it a half-second too late to stop, with Rolf standing close enough to have plainly noticed.

Rolf didn’t say anything. He didn’t need to.

“Well?” Bjorn asked, when Stoke finally straightened.

“Wind,” Stoke said. “A great deal of it, some distance off, moving through open country rather than a building — you get a different resonance through the horn for the two, and this is unmistakably open country. Beyond that — ” He hesitated, the same half-beat as before. “Beyond that I’d want the paper before I said anything I couldn’t stand behind.”

The paper took the better part of twenty minutes to develop, during which time Berth Overseer Hask Corrin arrived with a clipboard, a clearly rehearsed complaint, and the harried energy of a man responsible for six vessels’ worth of queued berths and no patience whatsoever for the seventh cause of delay in as many days.

“I’ve got the Windrow standing off the breakwater with a hold full of ice fish that won’t keep past noon, and Berth Six occupied by a door,” he announced, to nobody in particular and everybody at once. “A door. Not a ship. Not even damaged cargo that needs a crane. A door, standing on a customs dock, apparently commanding more of the Harbour’s attention than an entire fishing fleet.”

“The door invoked a Rule, Overseer,” Rolf said, without looking up from the chalk paper. “The Windrow hasn’t. I appreciate the ice fish is a genuine problem. I’d ask you to appreciate that it isn’t the only one on this dock this morning.”

“I appreciate a great many things, Harbour Master. What I need is a berth.”

“You’ll have one by the time the fish would spoil, or you’ll have my personal apology and Officer Stoke’s expert testimony as to why not, which I suspect will satisfy the ice fish considerably less than it satisfies you.” Rolf’s tone hadn’t changed at all, which somehow made it clear the conversation was over before Corrin had finished deciding whether to keep having it. “In the meantime, if you’ve got hands to spare, I’d take it as a kindness if you kept them well back from this particular berth.”

Corrin retreated with the specific, muttering dignity of a man who knew he’d lost an argument he’d been fairly certain of winning, and Bjorn caught, just barely, the shape of a smile Rolf didn’t let reach the rest of his face.

Clerk Oddvar Penn arrived on Corrin’s heels with the specific, over-careful energy of a man who had been told the word “door” and the word “Rule” in the same sentence and had come prepared for a filing catastrophe. He capped and uncapped his inkwell twice before he’d even opened his ledger, a ritual Bjorn now recognised well enough that its absence would have worried him more than its presence.

“I’ve pulled everything the Rulekeeping annexe has on Rule 6,003,” Penn announced, with the air of a man delivering considerably less than he wished he were. “Which is one sentence of Rule text, a registration date, and nothing else whatsoever. No prior invocation. No precedent. No Anatomy-of-a-Rule fields beyond Number and Text, because nobody has ever needed the rest of them.” He said this the way another man might report a genuine tragedy. “I don’t believe anyone who drafted it seriously expected it to be used. I believe it was written the way you’d write a Rule against, say, livestock declaring itself royalty — technically necessary, practically theoretical.”

“It’s not theoretical today,” Bjorn said.

“No,” Penn agreed, with real feeling. “Today it is, rather inconveniently, the only thing on my desk.”

The chalked paper, when Stoke finally drew it back out from under the gap, had gone a pale, uneven green, mottled through with faint grey streaks that hadn’t been there when he’d slid it in.

Stoke looked at it for a long moment without saying anything at all.

“Green’s growing country,” he said eventually, careful in a way he hadn’t been careful about the wind. “Warm, damp, a great deal of green life somewhere close by whatever’s on the other side of that gap.” He turned the paper slightly, angling it toward the light. “The grey’s ash. Not fresh — the streaking’s old, settled deep into whatever air’s moving through there, which means it’s not burning right now, or wasn’t recently. But something burned there. Something burned there for long enough, and thoroughly enough, that the smoke’s had time to work its way into the ordinary weather.”

“Can you tell where?” Rolf asked. Mild. Unhurried. The question of a man who already suspected the answer mattered more than the method.

Stoke didn’t answer straightaway. He was still looking at the joinery — the dovetailed shoulder, the particular hand-cut give in it — with an expression Bjorn hadn’t seen on him yet that morning, and didn’t entirely recognise.

“Not yet,” he said. “Give me the afternoon.”
