The Harbour Master's Rule Book

Bjorn, reaching to hand back the empty sample jar Callow had set down on the rail, misjudged the distance by exactly the width of the jar itself, sent it rocking on its base, and lunged to catch it before it could go over the side — successfully, though the lunge cost him a wet knee against the deck boards and a look from Callow that suggested the Warden had, in the last hour, revised his opinion of the apprentice’s usefulness downward by some precise and specific margin.

“Sorry.”

“Don’t apologise. Just don’t do it again.” Callow retrieved the jar, checked it for cracks with the same unhurried thoroughness he’d checked everything else that morning, and set it somewhere Bjorn’s knee couldn’t reach it a second time.

He found Petra Sund, the Constant‘s first mate, on the foredeck, coiling the same length of line she’d been coiling since he’d first come aboard — the woman who’d contradicted Halstead about the crew being ready. Up close she had the flat, unbothered look of someone who had made peace with a decision long before anyone asked her opinion of it.

“You’re not going to get a straight answer out of her,” Sund said, before he’d asked a question, not unkindly. “Not because she’s hiding anything. Because she doesn’t have one yet. Eleven years is a long time to not have decided how you feel about a thing.”

“And you have? Decided?”

“I’ve been aboard four years, apprentice, not eleven. It’s not my water.” She tied off the coil, considered it, and started again anyway, the way some people work with their hands purely to keep the rest of themselves occupied. “I’ll tell you what I have decided. I’m glad she’s selling the ship. I’ve got a sister on Verdigris with a warehouse and a bad knee and a standing offer, and I’d have taken it two years ago if leaving the Constant mid-contract to a captain who’s never once let a crew member down felt like something I could live with afterward. That’s not sentiment. That’s just arithmetic about what you owe people.”

“Does she know that?”

“She knows I’m leaving the day this ship changes hands. She’s never asked why, and I’ve never told her it’s got nothing to do with the ship and everything to do with my knee, because I don’t think either fact would make the leaving any easier for her to hear, and there’s no version of this conversation that gets easier by having it twice.” Sund glanced toward the stern, where Halstead had gone back to not-checking a line that didn’t need it. “I love this boat the ordinary amount you love a thing you’ve spent four years being kept alive by. I do not love it the way she loves that tank. Nobody on this crew does. That’s not a criticism of her. It’s just not ours to carry the same way.”

“Where’s home for you, then, if it’s not the ship?”

“Nowhere in particular, which is its own kind of homeworld, if you ask enough people who grew up the way I did.” Sund shrugged, the gesture entirely unbothered. “Some of us don’t have a Kept Tide to keep. Doesn’t make the tank of Aldermoor water in the hold any less real to her, or any less hers to grieve. Just means I’m not the right person to ask about what it costs to let it go. Ask someone who’s got something to lose that isn’t a knee and a warehouse offer.”

It was, Bjorn thought, the first entirely unsentimental thing anyone had said to him all morning, and he was grateful for it in a way he didn’t quite have the vocabulary for yet — a second true thing, sitting right next to the first one without needing to argue it down.

He found Captain Halstead belowdecks, in the narrow cabin that smelled of tar and old paper, sitting with both hands flat on a chart table that didn’t currently have a chart on it.

“You knew,” he said. Not an accusation. He’d learned, slowly, that the difference between an accusation and an observation was mostly in how much you needed the other person to defend themselves, and he didn’t need that from her.

“I knew it would do something, eventually. I didn’t know it’d do it today, in front of a Warden with an instrument.” She didn’t look up. “I’ve been not-emptying that tank for eleven years, apprentice. Topped up. Never drained. Ship to ship, twice, before I ever owned her outright. It’s not a smuggling trick. It’s not worth anything to anyone. It’s just water.”

“Where from?”

“Aldermoor.” She said the name the way people said names of places they weren’t sure still existed in any form they’d recognise. “Home. Or it was. The Coalworth Strait’s been closed to ordinary shipping for six years now — a border dispute that has nothing to do with anyone in this Harbour, and everything to do with why I haven’t set foot on my own home port since before you’d ever heard of this Harbour.” Her hands moved, finally, off the table and into her lap, folding together the way people fold their hands when they’ve run out of rope to coil. “We call it the Kept Tide, where I’m from. You take on ballast from home water before a long voyage, and you don’t empty it all the way, ever, not properly — you top it, ship to ship, captain to captain, so there’s always a live line back, even when the person carrying it never gets to follow it home themselves. It’s not magic. Nobody ever claimed it was magic. It’s just — a thing you do, so that some part of you is always still moving in the right direction, even when the rest of you isn’t.”

She reached into a drawer under the chart table and drew out a slim, salt-stained ledger, its pages soft at the corners from handling.

“Every captain who’s topped this water before me signed here. Six names, going back further than I’ve owned this ship.” She didn’t open it far enough for him to read them. “I was going to be the seventh to hand it on, not the one who finally let it go. I hadn’t planned past that.”

Bjorn didn’t ask to see the names. Some things, he was beginning to understand, weren’t proof of anything — they were just weight, kept somewhere a person could put a hand on it when they needed to.

“And this is your last voyage.”

Something in her face confirmed it before she said the words. “I’m selling The Constant after this run. My knees have finally caught up with my ambitions, and there’s a buyer in the Verdigris district who wants a working hull, not a sentimental one. Once she’s sold, that water’s not mine to keep aboard any more. This was my last chance to carry it anywhere at all, and instead I’m going to stand on this dock and watch someone pour it into a treatment tank like bilge.”

Bjorn thought about a hundred and eighteen stone of waystones, and a woman who’d had eleven weeks and no coin and nothing left to lose except the dignity of being allowed to finish something properly. This wasn’t the same grief. It rhymed with it anyway.

He didn’t tell Halstead that. He went to find Rolf instead, and found him already deep in an argument he clearly wasn’t winning quickly.

“Full treatment discharge,” Callow was saying, “into the shore tanks, under biosecurity seal, before end of day. That’s not punitive, Harbour Master, that’s the protocol that exists specifically because the alternative, historically, has been considerably worse than one captain’s disappointment.”

“And the bearing?”

“The bearing is not my department. My department is the organism, and my department says it does not get to stay in a working harbour’s water table on the strength of a compass needle with sentimental attachments.”

“Nobody’s arguing the organism stays untreated,” Rolf said, with the exact flatness he used for things he considered too obviously true to require heat. “I’m asking whether treatment and discharge have to be the same action, performed at the same time, in the same volume, or whether that’s simply how it’s always been done because nobody’s yet had a reason to ask otherwise.”

“Because it’s always worked,” Callow said. “Because nobody’s ever had a compelling reason to complicate a protocol that’s kept this Harbour’s water clean for forty years. I don’t distrust the captain, Harbour Master. I distrust precedent that gets written because a case was sad rather than because it was sound.”

“Then let’s make sure it’s sound before we let it be sad,” Rolf said. “Which means you tell me honestly whether a partial retention is safe, not whether it’s ever been tried.”

Callow opened his mouth, closed it, and consulted his tide-almanac again, which Bjorn was beginning to suspect was less a navigational habit than a place to put his hands when he needed a moment to not answer immediately.

“I’d need to think about that,” he admitted, which for a man whose entire professional identity ran on already knowing the answer, was clearly costing him something.

“Think quickly,” Rolf said. “We have until end of day, and a captain currently deciding whether to make this considerably harder for both of us.”

* * *

“What if it didn’t have to be all of it,” Bjorn said, half to himself, watching Callow’s tide-almanac go back under his arm for what had to be the fourth time that hour.

“What if what didn’t have to be all of what.”

“The discharge. What if you only needed to be rid of enough of it to make the organism not a problem, and the rest —” He stopped, aware he hadn’t actually finished the thought before starting the sentence, which Rolf had warned him about more than once and which he kept doing anyway.

“The rest, what. Sits in a bucket on my desk for the rest of my career?” Callow didn’t say it unkindly, exactly — more the way a man corrects an idea he can tell is going to keep coming back wearing a better coat. “I admire the instinct, apprentice. I don’t yet have anywhere to put it.”

“No,” Bjorn admitted. “Not yet.”

It wasn’t an answer. He knew it wasn’t an answer. But it was the first time all morning the thought had had a shape at all, rather than just a weight, and he held onto that much of it anyway.

She was on deck when Bjorn came back up, already at the wheel, crew gathering with the tight, unhappy urgency of people who’d been given an instruction they didn’t love and had decided to follow it anyway. Sund was among them, already at a forward line, her face giving away nothing at all — which was, Bjorn understood now, its own kind of loyalty.

“Casting off,” Halstead said, not looking at him. “If the Harbour wants to sterilise my ballast like effluent, it can do it without me standing here watching. I’ll take her out past the markers myself and empty the tank in open water where nobody has to supervise my grief with a clipboard.”

“That’s not allowed, and you know it’s not allowed.”

“I know a great many things aren’t allowed, apprentice. I’ve spent six years finding out how little that changes what a person actually does when there’s nothing left to lose by doing it.”

“Safe Anchorage,” Bjorn said, the words arriving faster than he’d decided to use them, in the exact cadence he’d heard Rolf use a dozen times without ever once having earned the right to borrow it. “This vessel holds position at this berth until —”

“That’s not yours to invoke, and you know it isn’t,” Halstead said, and for the first time all morning something that wasn’t grief moved across her face — something closer to pity, which was worse. “You’re not the Harbour Master, apprentice. You’re the man he sends to fetch things.”

Bjorn heard the words land and understood, a full beat too late, that he’d reached for the one tool on the shelf he had no authority to pick up — that an apprentice’s Safe Anchorage meant nothing at all, legally, and that everyone currently standing on this dock who mattered, including Halstead, knew it before he did. Nobody laughed. Nobody needed to. The crew kept moving, lines coming free of their cleats with the small, final sounds of a decision already made.

“Cast off,” Halstead told them, not unkindly, and one line came loose entirely, slapping wet against the hull.

The engineer at the ballast gauge called something up that Bjorn didn’t fully catch — a number, a pressure reading, something about the pump housing not being rated for another attempt at forcing it — and for one entire, suspended second, with two of three lines already free and the tide already turning, nobody on that dock had the authority to stop what was about to happen, least of all the one person currently trying to.
