The Harbour Master's Rule Book

The naming took longer than the actual decision.

“Provisional Accretion, Pending Assessment,” Perrin offered, testing it aloud the way he tested most things, for weight rather than sound. “Consistent with the house style. Nobody will blink at it.”

“It also sounds like something that might still be taken away once the assessment’s finished, which is precisely the impression I don’t want to leave her with.” Rolf turned the phrase over, visibly unsatisfied. “The whole point is that this isn’t provisional in the way the word usually means here. It’s not waiting to be proven safe. It’s already declared. It just needs a name that says so.”

“Supernumerary Structural Allowance, Grief-Adjacent,” Perrin tried next, with the flat, dutiful delivery of a man who already suspected how it would land and was submitting it anyway, purely for the record.

Rolf looked at him for a long moment. “Mr Vance.”

“It was in my notes. I felt it deserved a hearing before I struck it through.” Perrin struck it through, visibly, with the small satisfaction of a man who had done his procedural duty and could now move on with a clear conscience. “Noted, rejected, and I entirely agree with the rejection.”

“Recognized Accretion,” Bjorn tried, mostly thinking aloud, “Pending Continued Use. It’s ugly. But it says the thing stays as long as it’s actually lived in, which is the only condition that matters.”

Perrin narrowed his attention the way he did at anything likely to end up in a folder with his own name on the drafting line. “It’s not elegant.”

“It doesn’t need to be elegant,” Rolf said. “It needs to survive being read back to a woman who’s spent a year afraid of what would happen if anyone looked too closely. Ugly and clear beats elegant and cruel, every time I’ve had to choose between them.” He nodded, once, decision settling into place the way it did when he’d finished weighing something properly rather than merely quickly. “Recognized Accretion, Pending Continued Use. Log it that plainly, Mr Vance. Don’t let anyone smooth it into something that sounds more impressive and means less.”

They found Elsbeth Farrow in the galley, not making tea so much as holding a mug she had clearly forgotten to fill, staring at nothing in particular.

“I’ve spoken to Valuation,” Rolf said. “There’s no formula for taxing a room that only exists because you loved someone enough for a ship to notice. Clerk Wick’s told me, formally and with some relief, that she is declining to invent one. I agree with her.”

“Then what happens?”

“What happens is the Rule’s actually satisfied for the first time in a hundred and six years — the internal displacement is now declared, on the record, honestly, which is genuinely all Rule 7,441 ever asked of anyone.” Rolf’s voice stayed level, but something under it had gone, if not warm, then deliberate. “New classification. Recognized Accretion, Pending Continued Use. The space is lawfully acknowledged as belonging to this vessel — not cargo, not concealed capacity, not fraud. It’s surveyed once a year, at the same reassessment as everything else, same as today’s should have been eighteen months ago. It stays yours for exactly as long as it stays in genuine use — lived in, sat in, however the Keeping actually wants to be honoured — and the moment it isn’t, the moment it’s sold off as extra hold space or rented out as smuggling capacity, the classification lapses and it’s treated as undeclared cargo capacity after all. But nobody from this Harbour cuts it out of your ship on a schedule, ever, least of all one you set yourself out of fear of what we’d think.”

Captain Farrow set the mug down, hands no longer shaking.

“You’re telling me I don’t have to fix it.”

“I’m telling you it was never broken,” Rolf said. “It was undeclared. That’s a different problem, and it’s the only one the Rule was ever actually built to solve.”

“And Tobin’s room—“

“Stays exactly as it is, for exactly as long as you need it to.” Rolf held her gaze, level and unhurried. “The Rule doesn’t ask you to be finished grieving on a schedule any more than it asks a ship to stop growing rooms on one. It only asks you to stop pretending, on a manifest, that the room isn’t there.”

Something in Elsbeth Farrow’s face came loose, all at once. She had been braced against a blow for a year, and it wasn’t coming, and her body worked that out several seconds before she did.

“I cancelled the crew,” she said. “Twenty minutes ago. Before you’d even finished the classification. I don’t know why I did it before I knew what you’d rule.” She looked at the corridor, toward the door she hadn’t been able to walk past in a year. “I think I already knew I didn’t actually want it gone. I think I just needed someone from outside the ship to tell me I was allowed to keep it anyway.”

“For what it’s worth,” Bjorn said, “the room’s not going anywhere on its own either. I checked. It’s held steady the whole time we’ve been aboard — same as every other corridor, once somebody actually goes looking for something specific instead of just measuring to see what happens.” He hesitated, then added the rest of it, because it felt truer than leaving it out. “Reyne’s theory, not mine. But I think she’s right.”

Captain Farrow looked at the corridor for a long moment. Then, without saying anything further, she walked down it — steadily, deliberately, the first time all day she hadn’t hesitated at the threshold — and Bjorn watched her go into the room with the chair and the impossible window and quietly, carefully, sit down in it, the way you sit somewhere you’ve been avoiding and finally decided you’re allowed to occupy.

Nobody followed her in. That felt, to Bjorn, like the correct decision, though he couldn’t have said exactly why.

“For the record,” Sorcha Reyne said, once the quarantine seal had been formally lifted and logged, “I’d like it noted that nothing in that corridor was ever remotely hazardous, and that I quarantined it anyway, on principle, and I stand by every minute of it.”

“Noted,” Rolf said, dry, “with the appropriate degree of respect for principle.”

Clerk Mora Wick, meanwhile, had packed her abacus away at speed, before anyone could ask her to invent an entirely new branch of customs mathematics after all, and paused at the gangplank long enough to deliver one piece of advice to Perrin Vance: “Next time a hundred-year-old Rule wakes up out of nowhere, give me more than an afternoon. I don’t ask for much.”

“I’ll add it to the file,” Perrin said, “under ‘requests unlikely to be honoured by the Harbour’s own scheduling.’”

“See that you do.” Wick tucked her rulers under one arm, considered the Handed Down for a final, faintly wistful moment, and added, mostly to herself, “For what it’s worth, I’m glad I didn’t have to tax it. I don’t think I could have looked her in the eye afterwards, whatever number I’d landed on.” She left without waiting for a reply, which Bjorn was coming to understand was simply how Valuation people preferred to exit a scene once the arithmetic had stopped being their problem.

“Noted,” Perrin said, in precisely the same dry register Rolf had just used, and Bjorn suspected, not for the first time, that the Rulekeeping annexe simply produced that particular tone the way some buildings produced draughts.

Perrin closed the sealed file on Rule 7,441 — no longer sealed, Bjorn noted; someone had already stamped it APPLIED — SEE RULING in ink still faintly wet — and set it back on the shelf, square to the edge, in exactly the place it had spent a hundred and six years waiting to matter from.

“For what it’s worth,” Perrin said, “Threnody Coss spent a hundred and six years being quietly, spitefully correct about a Rule nobody thought would ever apply. I don’t imagine he pictured it solving anything this kind, when he wrote it.” He allowed himself something that on a less careful man might have been genuine satisfaction. “I rather think he’d have liked that it did anyway.”

The Office kettle was on when they finally made it back — Rule 768 made audible, same as every evening — and Bjorn reached for the cups this time without being asked, which felt, in some small way, like the correct end to the day.

“You went quiet,” he said, “back on the ship. When she asked if you’d seen anything like it before.”

“I did,” Rolf agreed, and didn’t elaborate, which was itself an answer of a kind — the deliberate non-answer Bjorn was starting to recognise as its own particular shape, worn smooth from long use rather than freshly evasive. “Some rooms aren’t mine to open for someone else, Bjorn. Not today, and possibly not ever. That’s not a criticism of the asking. It’s simply the truth of it.”

“Will she be all right? Captain Farrow.”

“Better than she was this morning, I expect. Grief doesn’t resolve on a schedule any more than a ship’s geometry does — she’ll want the room for a long while yet, and then, one day, she may not, and the Rule will let her declare that too, whenever it happens, instead of forcing either outcome on a deadline someone else set.” Rolf considered his tea for a moment. “That’s not nothing. It’s just not the tidy ending you were hoping for on the first genuinely strange one you’ve had.”

“I wasn’t hoping for tidy,” Bjorn said, and found he meant it. “I think I was hoping it would make sense the way the folder made sense. Rule, precedent, done.”

“It rarely does, on the ones that are actually worth doing properly.” Rolf looked at him for a moment, something almost approving underneath the flatness. “You asked the right question today. Not what’s hidden in there — what’s she so afraid we’ll find. That’s a better instinct than most people bring to this job in their first year, and I’d rather you trusted it more often than you currently do.”

“I still don’t understand how it decides. The ship. What it keeps and what it eventually lets go of.”

“Neither does she, by her own account, and she’s lived aboard it her whole life.” Rolf’s cup paused halfway to his mouth. “I’m not sure that’s a question customs law is ever going to answer for either of you. Some things simply aren’t ours to fully understand before we’re asked to rule on them fairly anyway. That’s rather more common in this job than the folder makes it look.”

Bjorn turned his own cup in his hands, working up to the next question before he’d fully decided to ask it. “Is that what happened with you? Whatever it was, before. Something you didn’t understand and had to rule on anyway.”

Rolf’s expression didn’t change, exactly, but something behind it went very carefully still — the same stillness Bjorn had watched cross his face on the dock, back when Elsbeth Farrow had asked almost the same question in almost the same words. “Drink your tea, Bjorn.”

“That’s not an answer.”

“No,” Rolf agreed, entirely unbothered, “it isn’t,” and reached for the biscuit tin without pretending he wasn’t changing the subject. He held it out. Bjorn, reaching for it at the same moment Rolf tilted it toward him, caught the tin at the wrong angle and sent four biscuits skating across the desk, one of which came to rest, with what felt like real editorial intent, directly on top of the folder he’d just finished writing in.

Rolf looked at the biscuit. Then at Bjorn. Then, without comment, picked it up, ate it, and went back to his tea, which Bjorn decided — on the whole, given the day he’d had — counted as a form of forgiveness.

Bjorn thought about the room, the chair, the window that looked out on daylight through a wall that shouldn’t exist. About a Rule filed away in spite a hundred and six years ago, waiting the whole time for exactly the thing nobody had thought to imagine it for. About Elsbeth Farrow walking, finally, into a room she’d spent a year avoiding, because a stranger from the Harbour had told her the truth was allowed to stay.

Then he took the folder from Perrin, and wrote the line himself.

Rule 7,441 — appears in: “Declare What Doesn’t Fit,” the matter of the vessel the Handed Down. Some rooms don’t need fixing. They need declaring.

Behind him, faintly, the gate-bell rang for the next arrival.

He didn’t run for it. Not yet. Some mornings, he was starting to understand, were worth finishing properly before starting the next one.
