The Harbour Master's Rule Book

It took Reyne four seconds — Bjorn counted them, badly, the way you count things when counting is the only thing left to do with your hands — to get a light going, and another handful to put her own shoulder against the door and force it back open onto ordinary, grey, entirely unremarkable morning.

“Pressure,” she said, breathing hard, once daylight had put the room back to rights. “Has to be. An old flue, a vent nobody’s mapped, the whole tower’s probably riddled with them. Door catches a draught at the wrong moment, and slams.” She didn’t sound as though she believed her own explanation as much as she wanted to, and didn’t pretend otherwise. “I’ll have it properly surveyed. I’m not leaving that unexplained on the strength of one bad morning.”

“Do that,” Rolf said. “And log the fabric as evidence, both pieces, exactly where they were found. Don’t clean the path out of the dust either. If Ecology wants to survey the flues, they can survey around it.”

“You’re not going to tell me what you think actually happened up here.”

“No,” Rolf said, without unkindness. “Because I don’t know, Officer Reyne, and I’d rather say so plainly than hand you a guess dressed up as a ruling. Something has been coming up here. Regularly, deliberately, and for considerably longer than one night. That’s a fact I can write down. What it is isn’t, yet, and I’m not in the business of inventing an answer because an empty one makes people uncomfortable.”

Perrin, consulted by runner an hour later, had nothing further to add and said so without apology — the oral chain that had survived three Rule Clerks ran out exactly where it had always run out, and no amount of wanting a tidier answer was going to extend it.

“I’ll write down what I do know, for once,” he added, before the runner left. “Not the instruction itself — I still don’t have that, and I’m not going to invent three Rule Clerks’ worth of missing paperwork to make today feel tidier. But the fact that it’s unwritten, and has been for three handoffs, and that nobody currently living was told why. That much is true, and true things belong on a page even when they’re not the whole answer.” He paused. “It’s a strange thing to file. A record that says, formally, we don’t have a record. I don’t think this office has ever filed one of those before.”

“Then it’s about time,” Rolf said. “An honest gap is worth more than a tidy guess. File it as exactly what it is.”

The classification question, when it came, took less time than Bjorn had expected.

“Not a new category,” Rolf said, turning the matter over once, decisively, rather than at length. “Rule 6,925 was never written to solve what’s in that gallery. It was written to fix what happens beforeanyone gets that far — a child says a true thing, and an adult closes the file without asking a second question.” He set the incident report back on the desk, face up, where it had started the whole case. “So we fix that part, properly, on the record, and leave the gallery itself an open question rather than a hastily invented answer.”

“Fix it how?”

“A standing instruction, not a classification. Any report naming the Lighthouse gallery, filed by a minor, gets a rostered officer’s own eyes on it within the day — not a note taken down and closed by whoever’s on the night desk. No adult closes that file alone again, on their own say-so, ever.” Rolf looked at the report a moment longer. “It’s not elegant. It doesn’t need to be. It needs to survive being read back to the next tired night clerk who wants to close it in ten minutes and go home.”

Perrin, drafting it, allowed himself the smallest note of satisfaction. “It’s the first instruction this office has issued in some time that doesn’t invent a single new word.”

“Good,” Rolf said. “I’d rather borrow plain language than mint an ugly one twice in one season.”

* * *

The instruction had been on the books for a little under three hours when it was used for the first time, and neither Rolf nor Bjorn had anything to do with it.

A boy of about seven, from a merchant vessel out of Berth Nine, had told the day clerk he’d seen a light moving inside an empty grain hold that should have been sealed since the ship’s arrival. The clerk — the same one, as it happened, who’d closed Wren’s report the night before, and had clearly been thinking about very little else since — did not write four lines and close the file. He sent a runner to the Office directly, logged the boy’s account word for word, and asked the boy’s own mother to stay while he did it, in case there were questions he hadn’t thought to ask.

There was nothing in the grain hold. A lamp left burning by a careless hand, most likely, its light catching wrong through a warped seam in the hull. The clerk wrote that down too, plainly, without dressing it up as more than it was.

But he wrote it down properly, on the day it happened, from the child directly, and Rolf read the report that evening with the specific, quiet satisfaction of a man watching a repair hold under its first real weight.

“It worked,” Bjorn said, reading over his shoulder.

“Once,” Rolf said. “It’ll need to work considerably more than once before I trust it the way I’d like to. But once is where every instruction that ever mattered had to start.” He set the report in the growing stack beside Rule 6,925’s own file, not filed away yet, still within easy reach. “Whatever’s living in that gallery, if anything is, it’s going to keep being seen by people small enough to notice things the rest of us have trained ourselves out of looking at. The least this office can do is stop closing the file before anyone’s finished listening.”

They found Tomas Ashwell still at Berth Four, mackerel long since finished, hands empty and considerably less certain what to do with themselves for it.

“She was right,” Bjorn said, without preamble, because Tomas had clearly been waiting all day for exactly this sentence and didn’t deserve to wait through a longer one first. “About all of it. We don’t know who, or what, but somebody’s been going up there, regularly, for longer than anyone’s noticed. She saw it clearly and accurately and told it back to four separate adults without once changing a detail.”

Tomas was quiet for a long moment. “I told her to stop saying it. In front of the clerk. I told her she was making herself sound — “ He still couldn’t finish that sentence, any more than he had the first time.

“You can tell her that was wrong,” Bjorn said. “That’s usually most of it.”

Tomas turned the last of the mackerel over in his hands, not gutting it, just holding it, an excuse for his hands to have something to do while the rest of him worked through what he actually wanted to say. “Her mother told me I handled it badly. I didn’t want to hear it at the time. I heard it eventually.”

“You weren’t the only one who handled it badly this week,” Bjorn said. “A clerk closed the file in ten minutes flat. That’s not on you.”

“Doesn’t feel like it isn’t.” Tomas set the fish down at last. “She’s my daughter. I’m meant to be the one who believes her first, not the fourth adult in a row who finally did.”

“Then be the first one next time,” Bjorn said. “That’s the whole of what the Rule actually asks for. Not that you get it right immediately. That you don’t need a stranger from the Harbour to get there before you do.”

He found her exactly where he’d left her that morning, on the same upturned crate, and crouched to her height again before he said anything, because it had worked the first time and he saw no reason to change what worked.

“You were right,” he told her. “All of it, in the right order, the whole way through. I wanted you to hear that from someone who wrote it down properly.”

Wren considered this with the same flat, careful suspicion as before, weighing it, and then, finally, let something that wasn’t quite a smile through.

“Are you going to find out who it is?”

“I don’t know yet,” Bjorn said, because it was true, and because he’d decided, somewhere over the course of the day, that she’d earned better than a comfortable lie. “But I’m not going to stop believing you while I find out. That part’s already settled.”

Tomas, behind her, said something too quiet for Bjorn to catch, and put a hand, careful and a little unpractised, on his daughter’s shoulder. She let him.

The Office kettle was on when Bjorn finally made it back — Rule 768, made audible, same as every evening — and he shrugged out of his coat and reached to hang it on the rack by the door without looking, the way he did most evenings without incident. Tonight the hook gave way entirely, screw and all, and the whole rack came off the wall with it, dumping four coats, a spare lantern, and Bjorn himself in a heap against the doorframe with a clatter that brought Rolf halfway out of his chair before he’d finished deciding whether the sound meant anything was actually wrong.

Rolf looked at the rack. Looked at the screw, still dangling from its hole by a thread of old plaster. Looked at Bjorn, sitting in a nest of everyone’s coats with the specific dignity of a man who had decided, on principle, not to hurry getting up.

“That’s been loose for a week,” Rolf said. “I kept meaning to mention it.”

“You could have mentioned it before I found out the hard way.”

“I could have.” Rolf did not sound remotely sorry. He fetched the mallet from beside the stove, drove the screw back in with three unhurried strikes, and hung his own coat on it first, testing it with his full weight before he trusted it with anyone else’s. “There. Considerably more honest than it was an hour ago.”

“You’re not even going to help me up?”

“You seem to be managing,” Rolf said, and poured the tea.

Bjorn extracted himself from the coats, hung his own properly this time, and sat down across from Rolf with the particular ache of a man who had spent the day climbing a lighthouse and the evening arguing with furniture.

“The gallery stays cordoned,” Rolf said, once the tea was poured. “Sealed properly this time, not merely locked, and surveyed by Reyne’s own people before anyone goes up again. That’s not a ruling. It’s patience, dressed up as one, and I’d rather be honest about which it is.”

“Doesn’t that bother you? Leaving it open.”

“Less than closing it dishonestly would.” Rolf considered his cup for a moment. “Some things aren’t ready to be understood on the same afternoon they’re noticed. That’s not a failure of the job. It’s most of the job, if you do it properly.” He glanced toward the window, dark now, the Lighthouse’s own beam sweeping past it on its steady forty-one-second turn, visible even from here if you knew to look. “I’ll admit I’d like to know. That’s not the same as needing to, tonight, and I’ve learned to tell the two apart the hard way, more than once.”

“What happens to the file now? Properly, I mean — not the instruction. The gallery itself.”

“It stays open. Genuinely open, not filed-and-forgotten open. Reyne surveys it, properly, on her own schedule rather than mine. Ardal keeps his count, and this time he writes it down, every night, whether it comes out clean or not. And if another report comes in — from Wren, or from anyone else, child or otherwise — it gets the same eyes on it that hers should have had from the start.” Rolf set his cup down. “That’s not solving it, Bjorn. I want to be honest about that, since I’ve made something of a habit today of insisting other people be honest about less. It’s just refusing to let it go quiet again the way it clearly has before.”

Bjorn thought about the worn path in the dust, and the scrap of fabric at a child’s own height, and Wren’s flat, exact certainty that had turned out, every single time, to be the most reliable evidence in the entire case. He took the folder from the desk and wrote the closing line himself.

Rule 6,925 — appears in: “Believe the Child,” case of the Lighthouse gallery. Some things are true before anyone can prove them. Believe the ones who noticed first.

He looked at it a moment, then added a second line beneath it, smaller, the way he’d started doing lately when a case left him with a thought that didn’t belong in the official record but that he wasn’t willing to simply lose.

Forty-one nights and change. Somebody up there has been counting a great deal longer than we have. I’d like to know what they’re waiting for.

Behind him, faintly, the gate-bell rang for the next arrival, and he was three steps toward the door before he caught himself, turned back for his coat, and found Rolf already holding it out — from the rack, freshly re-hung, holding with considerably more confidence than it had an hour before.

“You’re late,” Rolf said, and for once, it didn’t sound like a complaint at all.
