The Harbour Master's Rule Book

Orin Vass was alive. That was the whole of the good news, and Bjorn made himself sit with it as good news rather than rushing past it toward everything that still wasn’t fixed, because the physician’s face, when Bjorn reached the Hollow, had the specific weary carefulness of someone who’d stopped a thing from becoming permanent rather than someone who’d made it go away.

“He’ll live,” she said, without being asked. “He won’t be fine tomorrow. He won’t be fine next week, honestly, and I’d be lying if I told you a date when he will be. Whatever that was, it doesn’t let go clean.” She was packing her kit with quick, economical movements, not looking up. “I’ve seen it twice before, off other Marrowline crossings, never confirmed as the same substance, never with a name I trust. Somebody’s manufacturing something new and moving it through an old loophole, and this crew member is not going to be the last one I see like this. I’d put that in whatever report you’re writing.”

“Will he — “ Bjorn stopped, tried again. “Is this something he manages now, or something that ends?”

“Manages.” The physician looked up at him properly for the first time. “That’s the honest answer, and it’s the only one I’ve got. This isn’t the kind of thing that has a tidy last chapter. Some days will be better than others, for a long time. That’s not a failure of treatment. That’s just what it actually is.”

“You said you’d seen this twice before.”

“Twice that I recognised. Possibly more that I didn’t, which is rather the point of a thing coming through under a form nobody’s required to look inside.” She snapped her kit closed, finally, with the brisk economy of someone who’d had this exact conversation with exhausted young officials more times than she’d have liked. “I’m not a customs officer. I don’t know what happens to the loophole from here. I know what happens to the next Orin Vass if it doesn’t get closed, and I’d rather not meet him.” She looked at Bjorn properly, not unkindly. “You look like you want someone to tell you this went well today. I can tell you it went considerably better than it could have. I can’t quite stretch to well.”

“That’s fair,” Bjorn said, and found he meant it more than the two words usually carried.

Denna Rourke was sitting beside Orin’s stretcher, one hand on his shoulder, not saying anything, and Bjorn understood, watching her, that this was not a scene that needed him standing in it. He stepped back instead, and let her have it, and found himself thinking, unbidden, of Kest’s satchel and the column of names half-hidden inside it — of how many other decks this exact quiet scene might already be playing out on, this morning, on ships nobody had happened to flag.

Not his to fix, all of it, today. Just his to notice, and carry forward to whoever came after him with better authority to act on it.

Rolf was waiting for him at the gangplank, Teel — still held, though Standstill’s grip had eased into the sort of low, watchful tension that meant Rolf could release it the moment it became someone else’s problem to manage — standing rigid and furious a few feet away, with Sorcha Reyne’s grey Quarantine coat already visible coming down the dock, summoned the moment the crate’s contents were confirmed.

“Officer Reyne,” Rolf said, once she’d arrived and taken one long look at the cracked crate, the restrained smuggler, and the general wreckage of the morning. “I’d like this handled the ordinary way.”

“Meaning?”

“Meaning I have no intention of inventing a new institutional category for this simply because it’s the first time this particular Rule’s been on the page. The cargo is hazardous, undeclared, and capable of altering a person against their knowledge or consent. That is, as it happens, precisely what Quarantine already exists to hold.” Rolf’s voice was level, almost dry. “I don’t need a new word for that. I need the old one, used properly, which is apparently rarer than it should be.”

Reyne’s mouth did something that might, on a less procedural woman, have been the start of a smile. “That’s the first time a Harbour Master’s ever told me my own job was sufficient, unmodified, for the crisis in front of him.”

“Don’t get used to it,” Rolf said, and there was, underneath the dryness, something that sounded almost like relief at not having had to build something new to hold the morning together.

“For the record,” Reyne added, already reaching for her own paperwork, “I’ve spent three years watching every new crisis on this dock get handed a bespoke classification, largely, I suspect, because inventing something new is more satisfying to write up than admitting the old drawer already had a place for it. I’d like it noted, formally, that today the old drawer worked.”

“Noted,” Rolf said, dry enough that Bjorn nearly missed it, “with considerably more relief than the wording suggests.”

Reyne took formal custody of what remained of the crate, and of Ambrose Teel — the tangle-restraint Bjorn had Vanished turning up, inconveniently for Teel, in a Quarantine holding-pocket exactly where it had been sent, which did his ownership claims no favours at all — flagged for a Harbour Ban proceeding on evidence of coerced labour and undeclared hazardous cargo, both. Teel’s composure had returned by then, brittle and furious.

“You’ve made an enemy of people you don’t understand,” he said, to Rolf, as Reyne’s staff led him off.

“I’ve made an enemy of a man who tried to hurt a frightened girl in front of witnesses,” Rolf said, unmoved. “I can live with that particular category of enemy. I’ve had practice.”

Denna Rourke found them at the gangplank not long after, Orin’s stretcher already gone ahead toward the district infirmary, her own hands finally, visibly, allowed to shake now that there was no crew left to perform steadiness for.

“Form 6-R,” she said, without preamble. “You’re going to close it. The loophole.”

“I’m going to recommend, in the strongest possible terms, that someone with the actual authority closes it,” Rolf said. “That’s a slower process than either of us would like, and not one I can promise the outcome of. I can promise the recommendation will exist, in writing, today, and that it will cite this morning by name.”

“That’s not nothing.” Rourke’s jaw worked for a moment. “I’ve been running Form 6-R cargo for eleven years without a second thought. I’m going to spend a while now thinking about every crate I ever waved through without looking properly. I don’t imagine that’s a comfortable thing to sit with.”

“It generally isn’t,” Rolf agreed, “which is rather the point of sitting with it, rather than not.”

She nodded, once, and didn’t offer anything further — no gratitude performed for its own sake, no absolution requested — and Bjorn found he respected her rather more for leaving it there than he would have if she’d tried to dress it up as anything cleaner.

Kest was still on the dock when Bjorn finally had a moment to look for her, sitting now instead of hiding, on an upturned crate near the Hollow’s stern, watching the whole scene with the specific stillness of someone waiting to see which way a verdict would fall.

“Rule Clerk found something,” Bjorn said, sitting down near her, not too close. “Old phrase. Compelled carriage. For someone forced to crew, working off a debt that was never really theirs. Nobody’s tested it against anything like this in a long time.”

“What happens if you test it and it doesn’t hold?”

“I don’t know,” Bjorn admitted. “I genuinely don’t. I’m not senior enough to promise you an outcome. I’m barely senior enough to be the one telling you about the phrase in the first place.” He hesitated, then said the rest of it anyway, because it felt more honest than not saying it. “I’m asking Rolf not to pursue formal charges against you today. Not because I’m certain that’s right. Because I think it probably is, and I’m willing to be the one who’s wrong about it later if it turns out I am.”

Kest studied him for a long moment, slit-pupiled and unreadable.

“Why would you do that,” she said. It wasn’t quite a question, and wasn’t quite not one either. “You don’t know me. You met me an hour ago, hiding between two bollards with a satchel I wouldn’t let you see inside. For all you know I’ve done considerably worse than load one crate I didn’t ask questions about.”

“Maybe you have,” Bjorn said. “I don’t actually know. But I watched a man reach for you like you were something he owned outright, and I watched your face while he did it, and that wasn’t the face of someone who chose any part of this. I could be wrong. People have been wrong about worse guesses than this one.” He shrugged, and it came out more honest than he meant it to. “I’d rather be wrong in your favour than right against you. That’s not a very rigorous customs philosophy. It’s the one I’ve got today.”

“That’s not how debts work,” she said finally. “Not where I’m from. Somebody always ends up owing something.”

“Maybe you don’t owe it to me.”

“No,” she agreed, and there was something almost like the beginning of a laugh in it, dry and entirely unconvinced. “I don’t. I’m not sure what I owe you instead. I’m not sure I like not knowing.” She stood, unhurried, dusting off a coat that had seen considerably better crossings than this one. “I’ll be back through this Harbour eventually. The routes run where they run. Try not to be the reason I regret it when I am.”

“That’s not really a promise I can make either,” Bjorn said, and watched something flicker across her face that might, in slightly better light, have been the start of respect.

She left without saying goodbye, moving through the dock crowd with a quickness that made her easy to lose sight of and easier still to wonder, afterward, whether he’d actually seen her leave at all or simply stopped being able to find her.

The Office kettle was on when they finally made it back, Rule 768 made audible same as every evening, and for once Bjorn didn’t reach for the cups himself — just sat, for a moment, in the particular exhausted stillness of a day that had asked more of him than most weeks combined managed to.

Rolf didn’t ask him what he’d said to her. He wrote the ruling into the Harbour’s own register himself, that evening, without narrating it aloud the way Bjorn had gotten used to doing at the end of a day’s work, and didn’t show Bjorn the line when he’d finished it.

“You usually let me see it,” Bjorn said, not quite a complaint.

“Not this one.” Rolf closed the book without ceremony. “Some of them aren’t finished enough yet to summarise honestly. I’d rather leave it short and true than long and premature.” He looked at Bjorn properly, for a moment, in the particular way that meant he’d actually been paying attention to more than the paperwork all day. “You used the Vanish today. First time.”

“I didn’t decide to. My hand just — went.”

“That’s rather how it’s meant to work, in the end.” Rolf’s voice was quieter than usual. “You made a call today that wasn’t fully yours to make — about the girl, about how hard to push. You’ll want to sit with the fact that it might come back on you before it’s finished being right. That’s not a criticism. That’s what the job actually costs, once you’re trusted enough to spend it.”

“Did you know it would come out in my hand? The Vanish. Before today, I mean. Did you know it would just — happen, when it needed to.”

“No,” Rolf said. “I found out roughly the way you did, the first time I needed it. Nobody tells you, because it’s rather difficult to explain in advance, and considerably easier to simply let it happen to you once and trust you’ll understand afterward.” He considered Bjorn for a moment, something almost gentle underneath the flatness. “It doesn’t get less strange. It gets less frightening. Those aren’t the same thing, and it’s worth knowing the difference before you mistake one for the other.”

Bjorn thought about Orin Vass, alive but not fixed, and Denna Rourke’s hand on his shoulder, and Kest disappearing into a crowd with a debt still unpaid and a phrase that might or might not hold when it mattered. Not a tidy ending. Not the kind that closed. He’d expected, somewhere in the back of his head, that a job this size would end with something to point to — a classification, a name, a line he could write down and feel finished by. Instead he had a physician’s honest shrug, a captain’s quiet guilt, and a girl who’d walked off still owing something to someone he’d never see. It didn’t feel like winning. It didn’t quite feel like losing either. It felt, mostly, like the actual shape of the job Rolf had been trying to warn him about since the morning he’d started.

“Will he be all right?” he asked. “Orin.”

“Some days better than others, for a long time,” Rolf said, which Bjorn recognised, a beat late, as the physician’s own words handed back to him, carried carefully rather than summarised away. “That’s not nothing. It’s just not the ending you wanted.”

Behind them, faintly, the gate-bell rang for the next arrival.

Bjorn didn’t run for it. Not yet. Some things, he was starting to understand, were worth the extra half-second.
