The Harbour Master's Rule Book

Larkspur sent very little through the Harbour that wasn’t wrapped in more paper than the object itself was worth.

Bjorn had learned this from a single crate of ceremonial teaspoons, which had arrived with eleven pages of provenance, a wax-sealed authenticity bond, and a formal letter of introduction written, apparently, from the spoons’ own perspective. Rolf had signed for it without comment. Asked afterward whether every world was like that, he had said no — only the ones that had spent longer perfecting how to say things than deciding what to say.

Bjorn had written that down and not fully understood it until the Monday Larkspur sent a person instead of a crate, and the person turned out to need considerably less unwrapping than the teaspoons had.

The morning began, as most did, with a queue of smaller business that Bjorn had learned not to mistake for unimportant simply because it was quiet. A cooper from the Verge wanted three barrels reclassified from cargo, sealed to cargo, sealed, ceremonial, on the grounds that they’d once held a wedding vintage and therefore deserved a gentler customs rate. Rolf declined. A barrel’s contents didn’t retroactively improve its manners, he said, merely because someone had once been happy near it. A courier from the shipping office reported a missing manifest page. It was found twenty minutes later exactly where Osric Bell had suggested it would be, tucked into the previous day’s outgoing post, through nobody’s fault but the courier’s own hurry. Small, ordinary friction — the kind that kept a working Harbour honest without ever once threatening to become a story anyone told twice.

Bjorn spent the quieter half-hour before her arrival at the registry counter with a Larkspur consular seal, which Bell had suggested, patiently, that he might as well learn to use before he was asked to.

It was a small, fussy brass instrument that wanted precisely the right pressure at precisely the right angle, and gave no warning at all when it had received neither. His first attempt produced a smear. His second produced a clean and entirely convincing impression of the Larkspur ministerial crest, upside down. He was inspecting his third — which had come out backward as well as inverted, and which Bell, leaning over, identified as a tolerably good rendering of a phrase no Larkspur official would care to receive in wax — when he became aware that the whole of it depended on one detail he hadn’t expected.

“It doesn’t set,” he said. “It’s still soft.”

“It stays soft for about a minute.” Bell took the seal, turned it in the light, and handed it back the right way up. “Which is the only reason anybody ever gets one of these right. A wax seal isn’t a decision until it’s cold, Bjorn. Before that it’s a suggestion you can still scrape off.”

Bjorn tried a fourth, and it came out very nearly correct.

“Most apprentices manage it rather sooner than this,” Bell said, in the tone of a man handing over a compliment through a narrow gap. “Your own particular gift seems to lie elsewhere.”

Bjorn chose, on reflection, to accept that in the spirit it was almost certainly intended.

It was into that unremarkable rhythm that Ide arrived, and broke it entirely.

She came through the doors at a dead run — which stopped three separate conversations in the customs hall, not because running through a Harbour doorway was rare, but because she was dressed for a court that clearly did not run anywhere. Her travelling coat was too fine for the pace she was setting, and her boots had plainly never been asked to do this before, and were registering their objection with every stride.

“You’re late,” Rolf remarked, to the hall in general, an hour and forty minutes after the shift bell.

Nobody in it had arrived late that morning, and Bjorn had stopped expecting that to matter.

The woman skidded to a halt in front of the registry window, breathing hard.

“Yes,” she said, with the flat honesty of someone too winded for diplomacy. “I rather think I am. Is there a form for that, or do I simply say it and hope someone believes me?”

Osric Bell, unruffled, slid a ticket across the counter. “Number, and what you’re here to declare.”

“Myself. As present. As urgently, unmistakably, on-the-record present, before anyone tells me I’m not.”

Bell looked at her for a moment with the patience of a man who had learned, over the years, to tell the difference between a traveller who was confused and one who knew exactly what she needed and hadn’t yet worked out how to ask for it in the Harbour’s own language.

“Name?”

“Ide. Just Ide. You’ll have a longer version on file somewhere, courtesy of my Steward, but I’d be obliged if we skipped it.”

Bjorn, arriving at the counter with the day’s second pot of registry ink, made the mistake of trying to be helpful.

“Your Grace—”

“No.”

“Your Highness—”

“Also no.”

“Milady—”

“Closer in spirit, further in accuracy.” She said it without unkindness, more the weariness of someone reciting a correction she’d given a hundred times before, to a hundred well-meaning strangers, none of whom had ever landed on the answer she actually wanted. “I outrank ‘milady’ by several very tedious degrees, and haven’t yet earned the right to skip past all of them to something plain. Try again another time, if you must try at all. For now I’d genuinely rather you didn’t.”

Bjorn retreated to the ink pot and said nothing further, with the chastened attentiveness of a man who suspects he has just failed a test nobody told him he was sitting. From the small, tired half-smile she gave him, that seemed to have been the correct response after all.

* * *

By the time Rolf had heard the whole of it, the shape of the morning’s business had become considerably less ordinary than a runner in an unsuitable coat.

She delivered it in short, efficient sentences, with none of the ornamentation Bjorn had come to expect from anything arriving out of Larkspur.

Ide was heir-apparent to Larkspur, a small maritime court whose entire civic religion consisted, as far as he could tell from her own dry summary of it, of never once saying a plain thing when an elaborate one would do. Six weeks before, her Steward — Lord Aldric Penshaw, ruling in her stead during what had been billed to her as a goodwill tour of Larkspur’s outer holdings — had begun quietly finalising a marriage contract between Ide and the heir of Esk, a neighbouring maritime power, as the capstone of a trade-and-truce agreement eleven years in the drafting.

If you encounter this narrative on Amazon, note that it’s taken without the author’s consent. Report it.

“I said no,” she told them, both hands flat on the registry counter as though bracing it. “Repeatedly. Formally. In writing, twice. My Steward’s position is that a Larkspur heir’s formal refusal, given under the stress of an unwelcome proposal, doesn’t count as a considered answer — and that I’ll thank him for it once I’ve had time to see the sense of it.”

She said this without visible anger, which was somehow worse than anger would have been — the flat exhaustion of someone who had made the argument so many times she’d stopped expecting it to land. “So he arranged it by proxy. It’s an old Larkspur custom, meant for heirs who are ill, or held captive, or otherwise genuinely unable to attend their own wedding. He’s using it for an heir who is simply unwilling, on the theory that unwillingness, given enough elaborate ceremony, will eventually resemble consent from a sufficient distance.”

Larkspur’s court, Ide explained, ran on what its own charter called the Hundred Courtesies — a code of address, precedence and ceremony so thoroughly elaborated over three centuries that an outsider could spend an entire visit doing nothing but learning which of a hundred possible titles applied to which person in which room, and still get it wrong at the door.

“It isn’t malicious,” she said, turning her cup a slow quarter-turn on its saucer. It was an old habit, Bjorn suspected, from a childhood spent being watched at every table she’d ever sat at. “It’s what happens when a small court spends three hundred years with nothing more pressing to perfect. Every feeling gets a correct form. Every refusal gets a correct shape that isn’t actually the word no.” She looked up. “I’ve said no in eleven different correct shapes. My Steward has heard every one of them and understood none, because none of them, by the Hundred Courtesies’ own logic, was ever supposed to be final.”

“And the contract requires Harbour registration,” Rolf said. Not a question.

“Because Esk isn’t Larkspur. Any binding between two worlds needs the Harbour’s own seal to mean anything past either court’s borders.” Her jaw set. “My Steward knows that better than I do, which is precisely why the courier carrying the sealed proxy contract is on its way here now — to have it stamped before I can do anything so undignified as show up and object to my own wedding in person.”

She produced, from an inner coat pocket, a single crumpled page: a copy of Rule 5,203 in a clerk’s hasty hand, torn rather than cut from whatever ledger it had come out of.

“This exists. I checked three times, with three different clerks, because I didn’t trust the first two answers. If I arrive before the ink dries, it’s void. Not delayed. Not disputed. Void, the way it never happened at all.”

Rolf took the page, read it once, and set it beside the Rule Book’s own copy, already open on the counter.

The Rule Book read:

A marriage entered into by proxy is void the moment the absent party arrives in person to object.

The two texts matched, word for word.

“You’re not wrong,” Rolf said. “You are, however, relying on a word in that sentence that isn’t doing the work you think it’s doing. Osric.”

Bell had been reading the same clause against the Harbour’s bound original with the thoroughness of a man who intended to get it right the first time. He looked up.

“’Arrives’ is the easy half,” he said. “She’s arrived. That’s not in dispute, and I can log it inside five minutes. It’s ‘in person to object’ that matters — and object to whom. A Rule about registration doesn’t care that you objected in a corridor. It cares whether the objection was in front of the registrar, on the record, before the seal was set.” He turned the ledger round so Bjorn could see the clause. “’Before the ink dries’ isn’t poetry. It’s this office’s wax. The contract doesn’t cross out of Larkspur’s authority and into ours until a Harbour registrar sets a seal on it. Until then, nothing has happened at all.”

“Then we have rather more time than she thinks,” Bjorn said.

“No,” said Bell. “We have rather less.”

He said it without any change of pace, which was how Bjorn had learned to tell when Bell had reached the part that mattered. “I’m the duty registrar until dusk. I’m not the only registrar. Summit week runs a relief rota, and at dusk this window goes to Oram Gattis, who has been a registrar for thirty-one years and is the most correct man on this dock.” Bell let that sit. “If a Larkspur notary presents a properly executed contract, correctly witnessed, with no objection standing in front of him — Gattis will seal it. Inside a minute. And he’ll be right to.”

“Then tell him,” Bjorn said.

“Telling him isn’t the mechanism. A registrar acts on what’s in the day-book, not on what someone mentioned to him at handover.” Bell laid a hand flat on the ledger. “An objection binds every window in this registry the moment it’s entered here and counter-signed by the Harbour Master. Until it’s entered, it binds only the man who happened to hear it.”

Bjorn looked at the ledger, and then at the clock above the secondary counter, and did the arithmetic he was beginning to be able to do without saying it aloud.

“So the race isn’t her against the ship.”

“No,” Rolf said. “It’s this office against its own paperwork, which is a considerably more familiar opponent and not, on the day’s evidence, an easier one.” He was already reaching for his pen. “Osric, open the entry. Full form — arrival, identity, the objection in her own words, witnessed. Bjorn, open a formal case file alongside it. Ide, heir-apparent of Larkspur, present and objecting, time of arrival logged as of this hour.”

“And your counter-signature?” Bell asked.

“Will be on it before dusk, and before that notary is anywhere near a window. I’d rather it were on it within the hour. Send to the weather desk and find out how long I’ve got.”

* * *

Bell came back within the quarter hour with his notebook open.

“Nothing sighted yet from the outer approach. The harbourmaster’s desk has a Larkspur registry filed for a fast courier, priority passage, no confirmed time. Could be hours. Could be less, if the wind holds from the west the way it’s been threatening to.”

“And the registration itself?” Rolf said. “Larkspur’s. Pull it while you’re in the drawer.”

Bell’s pause was very slight, and Bjorn only noticed it because he had begun, lately, to notice Bell’s pauses.

“It isn’t in the drawer,” Bell said. “It’s in the other drawer.”

Ide, who had been studying the middle distance with the fixed attention of a woman not allowing herself to hope yet, laughed — once, without much humour in it.

“Provisional,” she said. “You may as well say it. Larkspur’s registration has been Provisional for sixty years, and every Steward since has treated getting it made permanent as somebody else’s project. It’s why the marriage matters so much to Aldric. A permanent registration is easier to argue for when you’ve a treaty and a wedding behind you.” She looked at Bjorn, and something in her face went briefly flat. “I’m told it’s not uncommon. A world that’s been waved through so long nobody’s quite sure what it would take to rule on it properly.”

“It isn’t uncommon,” Bjorn said.

He said it more carefully than the sentence needed, and then wasn’t sure why, and put the thought away to be looked at later, the way he had learned to put away the things that arrived at the wrong moment.

He opened the case file at the registry desk and got as far as the header before stopping. The line marked petitioner’s title looked back at him, and he looked at it, and considered his morning’s record on the subject.

He caught her eye across the counter, and decided, after everything, to simply ask rather than guess a fifth time.

“I’ll need something for this line. Not a fourth wrong guess, if it’s all the same to you.”

“Write ‘heir-apparent, Larkspur,’” she said. “It’s accurate, it’s plain, and it has the enormous advantage of not being a Courtesy at all — merely a fact, the way your Rule Book itself seems to prefer things.” She considered him a moment, something almost amused surfacing through the exhaustion. “You’ve been remarkably restrained, for a man who’s clearly dying to ask why any of this matters to me personally, and not just as a point of Larkspur law.”

“I try to ask the useful questions first,” Bjorn said, “and save the ones that are really just curiosity for later, if there is a later.”

“There’s very often a later, in my experience of Harbours. Ask me your curious question, then, while we’re waiting on a storm and a courier and a great deal of expensive paperwork none of us can hurry.”

Bjorn considered it, and asked the plainest version he could find.

“Would you have said yes, if he’d simply asked you properly, once, and let the answer stand?”

“No.” No hesitation, and none of the practised elaborateness her court had spent three centuries perfecting. “Not because of the prince. I’ve never met him, and I understand from Ambassador Halloway’s own account that he’d rather not have met me either, under these terms. I said no because nobody asked me what I wanted my own life to look like before deciding what shape it needed to take for everyone else’s convenience. That’s the actual complaint, under all the Rule-quoting and running. I doubt your Harbour Master needs me to explain that part twice.”

Rolf, across the hall, did not look up from the log he was keeping. Something in the set of his shoulders suggested he had heard every word of it, and required no further explanation at all.
