The Harbour Master's Rule Book

She did not deny it, which Bjorn thought afterward was the single most disarming thing about the whole business — she simply stopped bothering to be Mrs Quill, the way a person might stop bothering to hold in a stomach they’d been holding in all evening, with a visible, almost grateful release of effort.

“I am,” she said, to the hushed and singed and thoroughly overexcited hall, “the Keeper of the Last Quarter-Inch. I keep watch over things that are nearly, but not quite, finished. Candles. Queues. Arguments. Apologies. The last page of a letter someone’s been meaning to send for eleven years. It is a very small portfolio, and I would like very much for it to remain quiet, which is why I travel as Mrs Quill, and why I would be enormously grateful if everyone would stop kneeling.”

Nobody stopped kneeling immediately, though several people had the grace to look uncertain about it.

“Your candle,” Rolf said. Not a question.

“Was never going to finish burning,” said Mrs Quill, with the faint asperity of someone explaining a joke that had stopped being funny some minutes ago. “That’s rather the point of it. Mr Sask’s, unfortunately, was an ordinary candle, lit by an ordinary man, in an ordinary luggage cart, and ordinary things finish exactly when they’re going to, portfolio or no portfolio. I don’t control fire. I control the last quarter-inch of things that were never going to reach it anyway.”

“You could have said something,” Bjorn said, “before it got to thirty people and a cart fire.”

“I could have,” she agreed, without defensiveness, “and then I would have spent the rest of my rest being asked for things by thirty people, instead of the handful I’m now going to be asked for things by regardless. I chose the smaller crowd. It didn’t work. I accept that.”

Rolf turned to the Rule Book, already open on the registry counter where Bell had, with quiet foresight, set it the moment the fire went out, and found the card without needing to hunt for it.

The Rule Book read:

A god travelling incognito remains a god for customs purposes.

The straw fire, according to the runner Quarantine sent up once Roan’s people had cleared a safe margin around the cart, had burned itself out in under a minute on its own — smaller, in the end, and hungrier for attention than for fuel, exactly as Mrs Quill had said. Roan set two of her people to sifting the ash for embers anyway, on the grounds that a professional didn’t take a god’s word for a fire being finished, whatever the god in question’s actual portfolio, and Mrs Quill, overhearing this, looked more approving than offended, as though it were precisely the kind of diligence she’d have hoped for from someone in Roan’s position.

“You are aware,” Rolf said, “of what that means, in practice.”

“That I have to be declared. Yes. I was rather hoping to put it off. Everyone always wants a form filled in triplicate the moment they find out, and then there’s an escort, and a delegation, and someone always wants to build something with a dome on it, and I only wanted somewhere quiet to finish resting.”

“You weren’t going to finish resting,” Bjorn said, before he could stop himself. “That’s rather the point of you, isn’t it.”

Something crossed her face — surprise, and something warmer underneath the surprise — and for a moment she looked less like an aunt and rather more like what she presumably was.

“No,” she admitted. “I wasn’t. I was going to nearly finish resting, indefinitely, which is its own kind of rest if you let it be. I hadn’t expected an apprentice to notice that before the Harbour Master did.”

Rolf did not react beyond the smallest, driest incline of his head, which Bjorn had learned to read as the closest thing to he’s right, and I noticed too, and I’m not going to make a production of either fact.

“Regardless,” Rolf said, “the Rule is plain, and it doesn’t carve out an exception for wanting to be left alone. You remain what you are. Declared, on the record, whether or not the record shouts about it.”

“And the delegation? The dome?”

“There’s no requirement for either, only for the declaration itself. What happens after that is a matter of custom, not Rule, and the custom you’re thinking of grew up around gods who wanted the dome.” He glanced at Bell. “Do we still have the sealed forms.”

Bell had clearly been waiting the entire conversation for someone to ask him precisely that. From beneath the registry counter he produced a slim, dust-furred folder, marked in a hand two generations older than his own: Sealed Declarations — Discretionary — See Harbour Master.

“Last used,” Bell said, reading the folder’s own inside cover with the satisfaction of a man whose filing had finally, after years, justified itself, “forty-one years ago. For a minor river-spirit who wanted to retire without a fuss. Nobody’s touched it since.”

Once Bell had walked them through its dusty, half-forgotten procedure, the Sealed Declaration turned out to be exactly the kind of small, humane mechanism the Harbour occasionally produced when nobody had thought to build anything grander. Mrs Quill’s true nature would be recorded in full in the Harbour’s own confidential registry — witnessed, dated, undeniable. The public manifest, the one anyone could ask to see, would continue to read Perpetua Quill, personal effects, rest. She would be, for every practical purpose she cared about, as unremarkable as she’d hoped to be. She would also remain, for every practical purpose the Rule cared about, what she was.

“That’s a problem,” Roan said.

She said it from the doorway, where she had been standing rather longer than Bjorn had realised, a fire bucket still hooked over one arm. She set it down.

“Say it properly,” Rolf said.

“If it’s sealed, my people don’t know.” Roan came the rest of the way in. “I have eleven staff on this district. Tonight one of them is going to walk a woman with no registration back to a boarding house, in the dark, past the Verdigris stalls, and he is going to think he’s escorting an elderly passenger who’s had a fright. He won’t be. I’d like him to know what he isn’t doing.”

The tale has been stolen; if detected on Amazon, report the violation.

“He doesn’t need to know what she is in order to walk her home safely.”

“He needs to know why a crowd formed once and might form again.” Her voice had not risen. “Harbour Master, I had thirty people and six open flames in a fire-lane this afternoon because one man recognised her. Sealing the record doesn’t unrecognise her — it means that the next time it happens, my officer is the only person on that dock who hasn’t been told.”

There was a silence of the particular length that meant Rolf was taking a point seriously rather than preparing to dismiss it.

“That’s a fair objection,” he said, “and it’s the correct one to raise before I sign rather than after.”

“I’d have raised it after, too.”

“I don’t doubt it.” He turned the folder round on the counter. “The Declaration has a disclosure schedule. Page two, if Bell’s forty-one years of dust have left it legible. It names who may be told, in what circumstances, and by whom — drafted, I’d guess, by somebody who had already had your afternoon.”

Roan read page two, which took her some time, because the hand was old and the clauses were not short.

“Harbour Security, the duty Verger, and no one below,” she said at last. “Told in person. Not written down anywhere that leaves the registry.”

“Does that answer it?”

“It answers it.” She straightened. “I’d still rather she hadn’t sat down in my district.”

“So would she,” Rolf said.

Sask, who had listened to all of this from a bench with the expression of a man watching his own certainty get filed, chose that moment to stand up.

“Then nobody’s to know,” he said. “That’s what that means. Nobody’s to know she was ever here.”

“You know,” Bjorn said.

“I know, and I’m to keep it quiet, and in twenty years I’ll be an old man telling people the Keeper of the Last Quarter-Inch sat in the Berth Six customs hall for an afternoon, and every one of them will decide I’ve gone soft.” His voice cracked, though not with anger. “My grandmother lit that candle for sixty years. Every year. Down to the last quarter-inch and never past it. Nobody ever came.”

The hall was quiet. Even Roan’s people had stopped sifting the ash.

“I came this time,” Mrs Quill said.

“You came incognito.”

“I did,” she agreed, crossing to him with the tin box still in her hand, “because if I came any other way, I’d have come for the dome and the delegation and the man with the triplicate form, and I would never once have got as far as your grandmother’s back room. Mr Sask, I have a very small portfolio. I keep it by not being met at the door.”

Sask looked at the floor for a while.

“No,” he said eventually. “I don’t suppose you do.”

“How does it work,” Bjorn asked, “if nobody’s used it in forty-one years? Doesn’t something that old need — I don’t know. Renewing. Checking against the current Rules.”

“It got checked today, against Rule 3,118, by the two of us, in front of witnesses, which is rather more scrutiny than most Confirmed procedure ever receives twice in a row,” Rolf said. “An old mechanism isn’t automatically a broken one. Sometimes it’s simply one that’s been waiting its turn.” He glanced at Bell, who had already begun copying the relevant clause into the day’s log in his careful hand. “Though I’ll admit I’d assumed, before today, that it had gone the way of a few other things in that drawer — technically still valid, practically forgotten, never to be tested again in either of our lifetimes.”

“You sound almost pleased it wasn’t.”

“I’m pleased the drawer did its job,” Rolf said, which Bjorn understood, correctly, to be as close as he was going to get to an admission of the same thing.

Mrs Quill signed the Sealed Declaration with the tin box balanced on one knee, in a hand that was, Bjorn noted, perfectly ordinary. Bell logged the ruling into the Rule Book’s Appearances column with his usual care, closed the drawer, and, as he had at the end of the last matter that passed through his window, said nothing further about it at all, which Bjorn was beginning to understand was its own kind of professional kindness.

“There’s a witness line,” Bell said, sliding the form across for Rolf’s own signature. “Two, actually. The old form wants the Harbour Master and one other.”

“Bjorn,” Rolf said, without hesitation, and held out the pen.

Bjorn took it, and discovered that the old form’s paper was considerably thirstier than the modern stock, and that his own signature had begun to spread at the edges before he had finished making it. He blotted it with the side of his hand, which transferred a good deal of the problem to the side of his hand, and signed his name beneath Rolf’s in a hand he was aware was trying, not entirely successfully, to look as though it had not just done that.

For as long as the ink took to dry, he felt the quiet weight of being trusted with a piece of paper that would outlast every person in the room. It would go into a drawer that might not open again for another forty years, and wait there for whoever eventually needed it, the way this one had waited for them.

“Forty-one years,” he said, half to himself. “Do you suppose whoever witnessed the river-spirit’s form is still—”

“No,” Rolf said, not unkindly, closing the question before it could go somewhere neither of them had the standing to follow it. “That’s not this afternoon’s business.”

Bjorn let it go. He was learning which doors Rolf closed because the answer was sad and which he closed because the answer simply wasn’t his to give, and had begun to suspect that most of the time, with Rolf specifically, it was both at once.

Sask was informed that his shrine would need dismantling and his singed cart charging for a Harbour cleaning fee. He took the news with the crumpled dignity of a man who had been right about the important thing and wrong about all the details, and asked, quietly, on his way out, whether the Keeper might still be persuaded to bless a candle before she went. He did not ask for a refund on the fee, or for any acknowledgement beyond the one small favour, which Bjorn found more affecting than a scene would have been.

“One,” Mrs Quill said, to Bjorn’s evident surprise, and lit it herself, from the tin box, and let it burn down almost but not quite to nothing, and handed it back still glowing at the very last edge. “For the shop. Not the shrine. There’s a difference, and you’re old enough now to keep it.”

She left an hour later, unescorted, by her own insistence and over Roan’s, with ticket thirty-one still folded in her coat pocket as a keepsake, bound — the manifest read, and would go on reading to anyone who asked — for rest, duration until it took.

Bjorn found Rolf in the Office that evening, chalk-smudge still on one sleeve from helping Roan clear the singed straw, the kettle just coming up to the boil in the particular way it always did, as though it too had learned the Harbour’s patience for things that take exactly as long as they take.

“Did you know,” Bjorn said. “The whole time.”

“I suspected. The coffee. The coin. I don’t generally act on suspicion before it’s earned itself.” He poured two cups without asking, which had stopped, at some point Bjorn could not have dated, being a thing Bjorn noticed. “You noticed before I said anything.”

“I wrote it down. I didn’t know what it meant.”

“That’s most of the job, for longer than anyone tells you when you start.” He sipped, considered the tea, and set it down a half-inch from where he’d picked it up, close enough to being finished to satisfy nobody in particular, and left it there anyway.

Bjorn pulled the requisition pad from his coat and looked at the short pencilled list on its back page. He added the Sealed Declaration drawer beneath the others. Then, after a moment, he crossed out the header that had called the whole list things I don’t understand, and wrote above it instead, in the same cramped hand, things worth writing down before I understand them.

It felt, doing it, like a very small correction to a very large habit. He suspected — though he didn’t say so, and Rolf gave no sign of having seen the page at all — that it was the kind of correction Rolf had been waiting, without ever once saying so, for him to make on his own.

“The candle she left with Sask,” Bjorn said. “Will it ever actually finish?”

“I don’t know. That’s rather her department, not mine.” Rolf allowed himself, for just a moment, something that wasn’t quite a smile. “I’d guess not for a long while yet. Some things are better served nearly done.”

Bjorn noticed, and said nothing, and let it be exactly as unfinished as it wanted to be.
