At ‍‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‍this moment, Li Tianwei’s consciousness constructed everything according to the Underworld from the world he had once lived in.

“First ‍‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‌‍is Fengdu.”

“The most important part is reincarnation, but with my current strength and the energy of the Great Void Forbidden Land, there’s simply no way to construct it.”

Li Tianwei was extremely aware of his own limitations regarding this. The Underworld was not something that could be completed overnight.

Within Li Tianwei’s construction, one great hall after another, as well as the river of stars flowing across the heavens, grew increasingly brighter.

At the same time, a power of order could be seen appearing upon the book and brush floating in midair.

Although everything was steadily being perfected, Li Tianwei understood that these were merely superficial.

“The most important thing is still the laws that stabilize heaven and earth.”

Li Tianwei carefully sorted through everything, restoring what had previously been missing.

As his power continued to be consumed, Li Tianwei also arrived at the core of the Underworld.

That was the Judge’s Brush and the Book of Life and Death, and what these required was a connection to the Immortal Cultivation World.

Only then could the souls of the Immortal Cultivation World be summoned here.

Li Tianwei was not troubled by this. Everything could be done slowly. As long as the Sun and Moon Banner stabilized and possessed laws, that would be enough.

“Punishment, soul collection, appointment……”

Li Tianwei looked at the souls of those ordinary people inside. These were the souls left behind from the previous multiple-choice trial to punish those cultivators.

And now, Li Tianwei intended to grant them new powers and the power of laws. Only then would they have the authority to punish every soul that entered the Sun and Moon Banner.

Thus, as Li Tianwei continuously layered and perfected everything, copying the procedures of the Netherworld from his previous world, more than half of it was completed.

The Book of Life and Death absorbed the aura of living beings throughout the world. After they died, Ghost Messengers would receive and guide them onto the Yellow Springs Road and through the Gate of Ghosts, after which they would be tried in the Ten Halls. These departed souls would undergo a thorough judgment, and finally, according to their circumstances, receive punishment or enter reincarnation.

Once this entire path had been thoroughly perfected, the only thing still lacking was reincarnation.

As for the Ten Yamas of the Ten Halls, Li Tianwei did not have the power to create so many such entities.

However, Li Tianwei had a new idea. He could have cultivators from the mortal world stand trial, while occasionally selecting people from the Immortal Cultivation World to enter dreams and serve as jurors.

The order and morality of the world had to be gradually perfected, and they had to be determined by the people of the Immortal Cultivation World themselves.

Whatever the laws and order might be, right and wrong absolutely could not be entrusted to a single hall of judgment. There had to be a jury.

Under Li Tianwei’s direction, the rules and laws of the Great Void Forbidden Land were also continuously incorporated.

The Sun and Moon Banner’s already magnificent-looking Eighteen Levels of Hell and the various halls of the Underworld, after receiving the empowerment of the Great Void Forbidden Land, now possessed an additional sense of becoming real.

Every corner and every place had gained vitality, as well as a consciousness of its own.

It was no longer the indistinct, rigid mess it had once been.

Of course, the first to enjoy the benefits were still the evil souls within. Now that they had the power of the Great Void Forbidden Land, the punishments inflicted upon them became orderly.

Under Li Tianwei’s empowerment, the Sun and Moon Banner was also endowed with supreme spirituality.

“With this power, I feel like I’m the true god of this place. As long as I want to, I can create things within it.”

From the Sun and Moon Wheel to the Sun and Moon Banner, it could sense that it was about to completely evolve beyond the path of an Immortal Artifact.

As for what kind of existence it would ultimately become, even the Sun and Moon Wheel did not know. But it clearly understood that all of this had come from Li Tianwei.

“So this is what it feels like to have a powerful backer?”

Sensing how much it had changed in such a short time, the Sun and Moon Wheel could not help but sigh with emotion.

Had it known it could transform this quickly, the Sun and Moon Wheel guaranteed that it absolutely would not have acted as it once had, foolishly staying within various sects and enjoying their offerings.

Compared with all this, those offerings were nothing special!

Li Tianwei sensed that the order within the Sun and Moon Banner had been completely established.

“Come here.”

Li Tianwei gently beckoned toward the Sun and Moon Wheel.

Receiving Li Tianwei’s summons, the Sun and Moon Wheel eagerly scurried over.

“True Lord, did you call me for something?”

Seeing the Sun and Moon Wheel acting like such an obsequious lackey, Li Tianwei could not understand how a dignified Immortal Artifact had learned such behavior.

If the Sun and Moon Wheel knew what Li Tianwei was thinking, it would probably answer that it had learned all of this from humans. Back when it had been an Immortal Artifact, those people had showered it with every kind of flattery imaginable in order to obtain its assistance.

Now, it had merely taken a few tricks from them and used them to express its attitude.

“You should be able to sense the rules and order I’ve woven and constructed here, right!”

Li Tianwei asked.

“Jury trials, punishment, receiving and guiding souls……”

“True Lord, I’ve already sensed all of that. I’ll definitely act in accordance with this order.”

The Sun and Moon Wheel nodded furiously.

“Good. According to my original plan, I intended to construct a perfect Underworld here, but the power of the Great Void Forbidden Land can only take it this far for now.”

Li Tianwei continued speaking, while the Sun and Moon Wheel listened with incomparable seriousness.

“You are originally the Sun and Moon Wheel, possessing the ability to illuminate everything in the world.”

“Then for now, you shall take charge of the Mirror of Retribution Platform, the First Hall, and the Judge’s Brush. You may judge the souls that enter the Banner.”

Li Tianwei then entrusted the Sun and Moon Wheel with control over the currently operational portions of the Underworld within the Sun and Moon Banner.

As for the subsequent chief judgments, Li Tianwei would arrange for cultivators from the Immortal Cultivation World to handle them. Their participation as jurors and their own judgments would be required.

Once the path of cultivation was fully opened in the future, not everyone would necessarily be able to distinguish right from wrong.

“Next are the evil demons.”

After giving his instructions to the Sun and Moon Wheel, Li Tianwei’s gaze fell upon the evil demons beneath the Eighteen Levels of Hell.

Because he had previously exterminated a large number of evil demons, Li Tianwei had also brought them into the Sun and Moon Banner and baptized them with the Spirit-Burning Art.

These were no longer humans or living beings.

However, Li Tianwei could sense that they were, in fact, still existences with independent consciousness.

Therefore, Li Tianwei also intended to create something for them similar to the Underworld that existed for humans.

“An Underworld for evil demons?”

Li Tianwei could not help but stroke his chin and ponder for a moment.

“There’s still some power left in the Great Void Forbidden Land. Maybe I can do it this way.”

After carefully considering it, Li Tianwei came up with an idea.

How should evil demons be dealt with! They possessed a unified, interconnected consciousness, while the evil thoughts and power of resentment within them were also extremely unusual.

If they were simply thrown into the Underworld and punished like humans, it would seem rather crude and wasteful.

“If possible.”

“Hahaha, I’ve got it. Since you need the power of resentment and resentful energy, then become filters!”

Li Tianwei did not know when it would ever end if these evil demons were simply punished endlessly.

However, among the mortals of the Immortal Cultivation World, those who had died because of evildoers still carried endless resentment within them.

Even after taking revenge upon the cultivators responsible, much of that resentment still had not disappeared.

Therefore, so that they could reincarnate in the future, would it not be perfect to have these evil demons filter away the evil resentment clinging to them?

Waste utilization.
