Reborn in 1914: I Will Build India into a Superpower

New Delhi

Constitution House, Main Assembly Chamber

The central hall of Constitution House was ablaze with heated, fiery debate. Stacks of typed parchment, the absolute first draft of the proposed Constitution of the Sovereign Republic of India, lay bound in heavy red covers upon the central clerks’ table.

For months, the lawyer-dominated legal drafting committees, led by legal heavyweights, had clashed violently with external administrative experts, provincial administrators, and pragmatic strategists who argued that a constitution written purely by courtroom theorists would prove unworkable in the messy reality of governance.

Ram Prasad Gupta sat in the front row of the executive gallery, flanked by Patel and Nehru. Across the aisle, senior legal scholars were passionately defending a complex, multi-layered draft clause regarding local municipal governance and revenue collection.

Nehru leaned over to Ram, whispering. ”It is an impressive legal document, Ram. Comprehensive, idealistic, meticulously structured. But as the administrative experts pointed out yesterday... will this endless web of legalistic checks, balances, and judicial appeals actually work in a real Indian village? Or will it paralyse local administration in perpetual litigation?”

Ram stood up quietly, smoothing the front of his white linen achkan, and signalled to the Assembly President for permission to address the floor. The loud chatter in the hall died down instantly as the Prime Minister stepped up to the central microphone.

”Gentlemen of the Drafting Committee,” Ram began, his voice calm, resonant, and carrying an absolute, quiet authority that commanded total silence. ”You have laboured for months to craft a draft constitution. It is elegant. It is filled with pristine jurisprudence borrowed from London, Washington, Paris, and Dublin. But high legal philosophy written in air-conditioned committee rooms often crumbles when exposed to the mud, heat, and factional politics of a rural district.”

The assembly members leaned forward, hanging on every word.

”We cannot afford to publish a national constitution that looks magnificent on paper but breaks down the moment a village headman or district magistrate attempts to execute its provisions,” Ram continued. ”Therefore, before we debate another single clause, I propose a practical stress test. A real-world roleplay exercise.”

Murmurs of surprise rippled through the chamber.

”A roleplay exercise, Prime Minister?” a senior legal delegate asked, adjusting his spectacles in bewilderment.

”Precisely,” Ram explained calmly. ”We shall select a single, self-contained administrative territory, for instance, an isolated island group like the Maldives or a remote district on the mainland. We shall recruit local inhabitants, village elders, and district officials to simulate a functioning local government, and we will place this precise draft constitution into full administrative implementation in that territory for a period of exactly three months.”

Ram held up a single finger. ”The well-known members of this Constitutional Assembly and our administrative experts will remain entirely hidden behind the scenes, strictly monitoring every single official transaction, dispute, revenue collection, and judicial appeal that arises during those ninety days.”

A cold, calculating smile touched Ram’s lips as he laid out the ultimate incentive.

”To ensure the test is ruthless and unvarnished, we shall announce a grand challenge to the local populace participating in the exercise,” Ram announced. ”If the villagers and local leaders can successfully find a legal loophole, create an administrative deadlock, or break the functional operation of this draft constitution through legitimate exploitation of its clauses... every single family in that territory will receive a cash reward of precisely 1,000 rupees.”

Gasps echoed through the hall. One thousand rupees was a life-changing fortune for a rural family in 1948.

”And if the draft constitution holds firm and administrative order is maintained without breakdown for the full three months?” Nehru asked, his eyes gleaming with sheer delight at the ingenious pragmatism of the scheme.

”Then every participating family receives a fixed reward of 500 rupees for their time and cooperation,” Ram replied smoothly. ”In those three months, every flaw, every hidden contradiction, every ambiguous clause, and every legal trap door in your draft will be exposed by ordinary people trying to win that thousand rupees. We will document every single failure, bring the ledger back to this chamber, and fix the draft before it becomes the supreme law of a nation of four hundred million people.”

The hall erupted into a mixture of stunned laughter and thunderous, desk-thumping applause. The lawyers looked at each other in sheer disbelief, realising that their lofty legal theories were about to face the ultimate, unyielding test of human nature.

New Delhi

Ministry of Health & Social Welfare

The Ministry of Health was a hive of quiet, urgent activity. Rajkumari Amrit Kaur, the Minister of Health, sat behind a wide wooden desk covered in medical supply ledgers, epidemiological maps, and hospital construction blueprints. She rose quickly as Ram Prasad Gupta, Patel, and Nehru entered her study.

”Welcome, Prime Minister, Sardar-sahib, Jawaharlal-ji,” Rajkumari Amrit Kaur said, gesturing toward the armchairs. ”I have the quarterly health and sanitation audit prepared.”

”Let us begin with our frontline medical training programs, Rajkumari,” Ram said, taking a seat. ”How is the midwife and nursing initiative progressing?”

Rajkumari’s face lit up with genuine pride. ”An extraordinary success, Prime Minister. The very first batch of three thousand professional midwives completed their intensive, standardised sanitary training late last month. They have already been deployed across rural district clinics, and crucially, they have begun training the second cohort of apprentice midwives in their respective districts.”

”And the general nursing corps?” Nehru asked.

”The first batch of five thousand certified nurses is nearing completion of their accelerated clinical training at our regional teaching hospitals,” she reported. ”They will graduate by late July, providing an immediate backbone for our primary health centres.”

Patel leaned forward, his hands resting on his cane. ”And the refugee camps? With millions of displaced persons still housed in temporary transit centres across Punjab, Delhi, and Bengal, cholera and typhus should have devastated us by now.”

”It is nothing short of a miracle, Sardar-sahib, and we owe a massive debt of gratitude to Mahatma Gandhi’s daily radio broadcasts,” Rajkumari said softly. ”Gandhiji’s relentless, daily emphasis on personal hygiene, boiling drinking water, proper latrine sanitation, and immediate isolation of the sick reached millions of radio listeners across every camp. Combined with our deployed volunteer squads and newly trained nurses, we have successfully prevented any major epidemic outbreaks. We have localised cases of dysentery and seasonal fever, but they are being managed effectively.”

”What is the status of the new All India Institute of Medical Sciences network?” Ram inquired, looking at a map of proposed medical hubs pinned to the wall.

”The flagship AIIMS complex here in New Delhi is under rapid construction,” Rajkumari answered, pointing to the Delhi site. ”Structural concrete work is progressing on schedule, and we expect the hospital and research wings to be fully finished around June 1949. The medical faculty and head professors are currently being identified and recruited from top Indian medical professionals across Europe and America.”

She shifted her finger across the map. ”As for the remaining seven regional AIIMS institutes mandated by the Prime Minister, Calcutta, Patna, Nagpur, Shimla, Baroda, Madras, and Jaipur, land acquisition and site clearing have been fully finalised. Construction crews will break ground at all seven locations within the next thirty days.”

”Now, give us the inventory reality,” Ram said, his eyes darkening slightly. ”What are our medical supply bottlenecks?”

Rajkumari sighed, pulling a red administrative ledger forward. ”Our medical inventory is critically unbalanced, Prime Minister. Thanks to our early industrial chemical procurements, we have adequate supplies of basic cotton bandages, surgical dressings, chemical cleaners, carbolic disinfectants, and topical antiseptics. However, we face a severe, dangerous shortage of essential vaccines, penicillin, and modern pharmaceutical drugs.”

”Because we are entirely dependent on imports from European and American pharmaceutical cartels,” Patel observed grimly.

”Precisely,” Rajkumari confirmed. ”Prices are exorbitant, and delivery schedules are subject to political whims in London and Washington. Furthermore, we face a severe structural deficit of specialist doctors and advanced trauma surgeons. While we can train midwives and nurses in accelerated courses, producing a fully qualified surgeon requires years of rigorous clinical education.”

Ram stood up, stepping over to the medical map. ”We cannot leave the health of our Republic at the mercy of foreign drug monopolies, Rajkumari. Shaktidas!”

Shaktidas Sharma, standing by the door, stepped forward with his notepad ready.

”Draft an immediate executive mandate,” Ram ordered sharply. ”The Finance Ministry and the Ministry of Industry will immediately allocate initial capital to establish a state-owned, heavy pharmaceutical manufacturing corporation, the Indian Drugs and Pharmaceuticals Limited. We will build our own mass-penicillin plants, vaccine production institutes, and basic synthetic drug facilities on Indian soil. As for the shortage of surgeons and specialists, time is the only cure. AIIMS will produce them. Until then, recruit retired surgeon-captains and foreign medical specialists from Europe to bridge the temporary gap.”

”It shall be done immediately, Prime Minister,” Shaktidas recorded.
