Reborn in 1914: I Will Build India into a Superpower

The heavy teak doors of the committee hall in Constitution House were drawn shut, muffling the sharp, cold wind sweeping across New Delhi. Inside, the air was dense with the smell of old paper, stale tea, and unwashed wool.

Spread out over three long oak tables were hundreds of thick, cloth-bound reports sent back from the remote district of Nahan in the Himachal foothills. For ninety days, under the terms of the practical roleplay exercise Ram Prasad Gupta had proposed to the Assembly, the entire district had been governed under the unvarnished, literal clauses of the legal draft constitution. To ensure a brutal, uncorrupted test, a reward of one thousand rupees had been offered to any local family who could successfully use the text’s provisions to lock the district apparatus in an administrative deadlock.

At the centre table sat Dr. B.R. Ambedkar, his dark suit crisp, his jaw set in a hard, uncompromising line as he leafed through a stack of legal appeals. Beside him, Jawaharlal Nehru paced the carpeted aisle, a half-smoked cigarette burning between his fingers. Sardar Vallabhbhai Patel sat at the head of the room, both heavy hands resting on the brass handle of his walking cane, his hooded eyes fixed on Ram Prasad Gupta, who was methodically arranging a series of summary sheets.

Around them sat the legal heavyweights of the Drafting Committee, Sir Alladi Krishnaswami Iyer, K.M. Munshi, and N. Gopalaswami Aiyengar, alongside three senior field collectors and administrative officers brought in to audit the data.

”Three thousand four hundred and twelve,” Ram said smoothly, breaking the silence. His voice carried no triumph, only the flat precision of an auditor reading a balance sheet. ”That is the exact number of writ petitions filed in the district magistrate’s court in ninety days. In a district with a total population of less than eighty thousand souls.”

Sir Alladi shifted uncomfortably, his spectacles sliding down his nose. ”Prime Minister, one must understand that the local populace was heavily incentivized by the thousand-rupee bounty. Naturally, every village lawyer and literate clerk combed the draft for the slightest verbal ambiguity.”

”They did not merely comb it, Sir Alladi,” Ram replied, picking up a thick red folder. ”They weaponized it. Consider Article 15, Clause 3, as drafted by your committee, combined with the emergency judicial review provisions of Article 25. When the District Magistrate attempted to collect the seasonal land revenue, three local moneylenders organized a cooperative, declared themselves an administrative trust under Section 12, and filed simultaneous petitions in the local court claiming a violation of procedural due process.”

Patel let out a dry, rasping chuckling sound. ”And what did the Magistrate do?”

”The Magistrate was legally bound to stay the entire revenue collection across four sub-divisions pending a formal judicial hearing,” Ram said, looking directly across at Ambedkar. ”The hearing could not take place because the draft constitution guarantees a three-tier right of appeal for property disputes above fifty rupees. By week six, the local treasury was entirely empty. The District Health Officer could not purchase quinine for the malaria outbreak. The police could not purchase grain for their horses. The entire executive machinery of the district came to a complete, shuddering halt.”

Nehru stopped pacing, tossing his cigarette stub into a brass ash-tray. ”Surely that is an extreme edge case, Ram. The incentive structure created an artificial environment of bad faith.”

”Democracy in this country will be executed in an environment of bad faith, Pandit-ji,” Ram said flatly, turning a page. ”If a system can be broken by a rural moneylender and a sharp village clerk in Nahan for a thousand rupees, imagine what a well-funded political faction, an insurgent group, or a corrupt landlord syndicate will do to it when millions of rupees and actual power are at stake, not to mention foreign powers who have a stake in a weakened India.”

Ambedkar leaned forward, placing his palms flat on the table. His voice was deep, cutting, and edged with sharp intellectual defiance. ”The purpose of a constitution, Gupta-ji, is not to ensure the frictionless convenience of executive collectors! It is to protect the individual citizen from the arbitrary tyranny of the state! If executive action is delayed because the state must prove the legality of its burden, then that is the price a free republic pays for liberty!”

”A liberty that starves because the district collector cannot pay for grain procurement is not liberty, Doctor; it is anarchy,” Patel interjected, his voice low and heavy as granite. He leaned toward Ambedkar. ”Look at these reports. It was not the high-minded defenders of civil rights who won the thousand-rupee rewards. It was the entrenched local interests. The village headmen used the sub-clauses on local consultation to block the construction of a public canal through their private holdings. The local upper-caste panchayats used the procedural stay provisions to halt the opening of public wells to the lower castes!”

One of the field collectors, a weathered officer named Banerjee who had spent twenty years in the United Provinces, spoke up cautiously. ”If I may, gentlemen... in my division, if a District Collector has to seek judicial clearance before seizing grain during a drought or clearing an illegal blockade on a public road, the administration simply ceases to function. The lawyer-draftsmen have assumed that every magistrate is an English country judge sitting in a quiet courtroom. They have not accounted for a riot in progress or a monsoon land dispute.”

”We have built a paradise for barristers and a purgatory for administrators,” Ram declared, setting down the folder with a sharp thud. ”We gave the citizens a right to litigate every breath the state takes, but we gave the state no swift, unyielding instrument to enforce order or execute development. Look at the figures on corruption. When the local populace realized that any executive order could be suspended by paying a ten-rupee court fee to file a stay under draft Article 22, the local court clerks became the most powerful, and most heavily bribed men in the district. The district magistrate became a clerk who signed postponements.”

Ambedkar’s eyes narrowed behind his thick lenses. ”If you strip the constitutional writs, if you curtail the power of the High Courts to issue stays against executive overreach, you leave the downtrodden entirely at the mercy of a biased, upper-caste administrative apparatus! I will not allow this constitution to become an instrument for centralized despotism!”

”And we will not allow it to become an instrument of national paralysis!” Patel snapped back, his knuckles whitening over his cane. ”Doctor, we are surrounded by fires! We have half a million refugees in camps in Punjab, we are fighting a war in the ice of Kashmir, and we have covert foreign agents trying to fracture our south! If a District Magistrate in East Punjab has to wait for a High Court bench to decide whether he can requisition empty houses for dying refugees, the refugees will freeze to death on the roads!”

Nehru stepped between the tables, holding up his hands. ”Vallabhbhai, Doctor, please. We are not here to question motives. The exercise has served its purpose. Ram’s exercise, as ruthless as it was, has shown us where the structural weaknesses lie. We cannot scrap the fundamental rights, but we must introduce clear, operational exceptions for public order, state security, and rapid economic development.”

Ram looked around the room, taking in the pale, tired faces of the legal scholars. ”The draft must be fundamentally rewritten in three areas,” Ram said, holding up three fingers. ”First, draft Article 22 must be restricted. Constitutional writs cannot apply to routine administrative taxation, land acquisition for state infrastructure, or emergency public safety measures. Second, judicial review must occur after administrative execution in matters of developmental infrastructure, not before. The state moves first; the courts evaluate later. Third, we must scrap the complex procedural hurdles regarding local revenue collection and restore clear, unambiguous executive authority to the District Collectors.”

Sir Alladi sighed, taking off his glasses to wipe them with his handkerchief. ”It will require altering over forty draft articles, Prime Minister. The legal symmetry we worked so hard to achieve...”

”Legal symmetry is worthless if the state crumbles under its own weight, Sir Alladi,” Ram said, standing up from his chair. ”Rewrite the articles. Bring the field collectors into the drafting sub-committees alongside your legal experts. We will not present a magnificent legal castle to the nation only to watch it collapse the moment the wind blows.”

A week later, the battleground shifted from the quiet committee rooms to the roaring, high-ceilinged main chamber of Constitution House.

The winter sun slanted sharply through the upper clerestory windows, cutting through the dense cloud of tobacco smoke and the energetic hum of three hundred delegates. The topic on the order paper was no longer administrative execution; it was the most volatile, emotionally charged question facing the new Republic: the framework of social quotas and communal reservations in public employment and elected legislatures.

Dr. B.R. Ambedkar stood at the central lectern. He wore his immaculate navy-blue suit, but his face was drawn, his eyes burning behind his glasses with a fierce, uncompromising intensity. Before him lay a series of proposed amendments that sought to establish a comprehensive, permanent system of proportional caste-based reservations across all state institutions, civil service posts, university admissions, and legislative seats.

”To those who argue that reservations destroy the abstract ideal of ’merit,’ I say this!” Ambedkar’s voice boomed through the chamber, echoing off the wooden paneling. ”Merit in a deeply unequal, caste-stratified society is nothing more than the inherited privilege of the upper strata! For two thousand years, millions of our people have been denied the right to read, the right to hold property, the right to sit as equals! To speak of ’equality of opportunity’ without guaranteed structural quotas is like putting a starving man and a well-fed athlete in a race and declaring the contest fair!”

A loud wave of desk-thumping broke out from the scheduled caste delegates in the back benches, countered immediately by sharp murmurs of protest from the traditionalist and conservative provincial members.

Ambedkar gripped the edges of the lectern, leaning over it. ”We do not ask for charity! We demand political power and administrative presence as a matter of right! The draft constitution must explicitly mandate thirty percent reservation in all public posts and legislative bodies for the Scheduled Castes and Depressed Classes, anchored as a non-negotiable, permanent fundamental right beyond the reach of temporary parliamentary majorities!”

As Ambedkar stepped back, Ram Prasad Gupta stood up from the Treasury Bench and walked down to the lectern. The chamber fell into a sudden, tense silence.

Ram placed his hands on the wooden edge, his expression composed, his voice dropping into the heated room with a cold, deliberate clarity.

”Dr. Ambedkar speaks with the legitimate anger of centuries of injustice,” Ram began, looking slowly around the hall. ”No man in this house denies the monstrous historical oppression that has taken place on this soil. No man in this government denies that the state must use its full authority to eradicate caste discrimination, to enforce equal rights, and to uplift those who have been systematically kept in darkness.”

Ram paused, his gaze fixing directly on Ambedkar.

”But we must distinguish between the eradication of disadvantage and the institutionalization of division,” Ram said, his tone sharpening. ”If we write permanent, caste-defined quotas into the supreme constitutional text of this Republic, we are not destroying caste, we are codifying it into the permanent structure of the Indian state!”

Ambedkar interrupted sharply from his seat. ”You cannot destroy a real inequality with abstract legal declarations, Gupta-ji! If there are no quotas, the entrenched bureaucracy will simply shut the door on lower-caste candidates under the guise of ’suitability’!”

”Then we shall break those doors down through targeted, aggressive action!” Ram countered, his voice rising with rare, resonant power. ”We are building state-funded schools in every village! We will provide free technical education, university scholarships, and credit for lower-caste entrepreneurs! We will guarantee absolute equality of opportunity, and we will punish caste discrimination in public employment with severe criminal penalties! But we will not introduce a system where a citizen’s caste is the primary key that unlocks executive office, judicial appointments, or scientific posts!”

Sardar Patel stood up beside Ram, leaning heavily on his cane, his deep voice rolling across the benches like thunder.

”Let the House listen carefully to what is being proposed here,” Patel said, sweeping his dark eyes over the assembly. ”We have just survived a bloody, traumatic partition because we allowed British imperialists to introduce separate electorates and religious quotas into our politics! They told us it was to ’protect minorities.’ And where did that path lead us? It led to the tearing apart of this motherland! If you now begin to divide the Hindu fold and the citizenry into permanent, caste-based statutory compartments, you are sowing the seeds for fifty mini-partitions in every province!”

”This is not religious communalism, Sardar-sahib!” Ambedkar shouted, standing up, his hands trembling with rage. ”This is basic social justice! If this Assembly refuses to guarantee statutory reservations in the Constitution, I shall have no choice but to withdraw from the Drafting Committee! And I shall inform the downtrodden masses of this country that the Congress leadership has betrayed them once again!”

The chamber gasped. A heavy, suffocating tension hung in the air.

Nehru hastily stood up, adjusting his white cap, his face pale with worry. ”Dr. Ambedkar, please... let us not speak of resignations or betrayals. We are all committed to a just social order.” Nehru turned to the house, gesturing with his hands. ”Perhaps... perhaps there is a middle ground. What if we include statutory reservations for the Depressed Classes, but introduce a sunset clause? A constitutional provision that automatically expires after ten years, unless explicitly renewed by Parliament? That would provide immediate, mandatory upliftment while ensuring that caste quotas do not become a permanent feature of our republic!”

Ram turned his head slowly, looking at Nehru with a look of cold, unyielding disappointment.

”No, Jawaharlal,” Ram said, his voice dropping into a register that made the surrounding ministers hold their breath. ”That is a fatal delusion, and you know it.”

”A temporary measure, Ram-” Nehru began.

”There is no such thing as a ’temporary’ state privilege!” Ram cut him off ruthlessly. ”Once you grant a group a political or administrative quota based on identity, no political party in a democratic system will ever have the courage to take it away! A ten-year sunset clause is a political fiction designed to salve our consciences today while burdening our children with a permanent, unfixable machine of vote-bank politics!”

Patel stepped forward, standing shoulder-to-shoulder with Ram, his jaw set hard. ”Ram is entirely right, Jawaharlal. Do not deceive yourself. If you put a ten-year sunset clause in this draft, ten years from now, politicians will compete with each other to extend it for twenty years, then fifty years, then forever! It will become an untouchable sacred cow! Every election in this country will be fought not on economic performance, national defence, or integrity, but on which party promises to expand reservations to new castes!”

Ambedkar stepped toward the lectern, his voice dripping with venom. ”And what is your alternative, Home Minister? To leave the untouchables at the mercy of your ’meritocratic’ upper-caste administrative class?”

”Our alternative,” Ram said, stepping in front of the lectern and facing Ambedkar directly, ”is a state that guarantees equal opportunity, not equal outcome. We will spend thousands of millions of rupees to equip every lower-caste child in this country with the education, health, and training needed to beat any upper-caste candidate in an open, unreserved examination! We will create a massive, state-backed economic ladder! But the moment you make the administrative machinery of a modern state a matter of proportional caste distribution rather than raw competence, you doom this Republic to administrative decay and eternal tribalism!”

”If you strip reservations from the draft,” Ambedkar warned, his eyes blazing, ”you will face a social explosion across the south and west that no police force will be able to contain!”

”Go ahead,” Ram said softly, his voice dead level, his eyes unblinking. ”If you wish to test the resolve of this government to maintain the integrity and unity of the Republic, Doctor... go ahead.”

The two men stared at each other across the narrow aisle of the lectern-the brilliant legal scholar who saw the state as a tool for social retribution, and the cold, strategic realist who saw the state as an unyielding, unified Titan.

Nehru looked between them, his face pained, realizing that the compromise he so desperately sought had been shredded by the absolute, uncompromising convictions of the men standing before him. The debate was adjourned for the day, but as the members poured out into the corridors, everyone knew the soul of the future Republic was sitting on a razor’s edge.
