Reborn in 1914: I Will Build India into a Superpower

On the morning of December 10, 1948, a bitter winter haze hung low over the manicured lawns of Lutyens’ Delhi, but inside the Grand Hall of the Oslo City Hall in Norway, the spotlight burned white.

The Nobel Peace Prize of 1948 had been officially awarded to Mohandas Karamchand Gandhi, as was widely anticipated.

In Oslo, Gunnar Jahn, Chairman of the Nobel Committee, stood before the international press corps, foreign diplomats, and members of the Norwegian Royal Family. His voice echoed through the marble hall, acknowledging the unprecedented decision to award the prize to a leader who had been repeatedly nominated during his lifetime, yet whose true stature had only now been fully recognized by a world recovering from the trauma of global war.

”The Nobel Committee has decided to award the Peace Prize for 1948 to Mohandas Karamchand Gandhi,” Jahn declared, his words transmitted live across transatlantic shortwave radio cables. ”Not merely for his lifelong commitment to non-violence (Ahimsa), but because, in a world consumed by the totalizing horrors of the atomic age, he demonstrated that moral force, unyielding spiritual resolve, and love for one’s fellow man can shake the foundations of empire without firing a single shot.”

In New Delhi, inside the Prime Minister’s Secretariat at South Block, Ram Prasad Gupta sat behind his wide, mahogany desk. A polished Philips shortwave receiver sat at the edge of the desk, its glowing dial softly humming with the crackling Oslo broadcast. Sitting across from him were Jawaharlal Nehru and Sardar Vallabhbhai Patel.

Patel leaned forward, resting both hands on his polished wooden cane, his heavy jaw set, though a rare, faint glint of pride flickered in his eyes.

”Oslo has done the right thing at last,” Nehru remarked softly, setting down a cup of black tea. ”Though it is a bitter irony that they waited until Bapu was frail, aged, and physically incapable of making the journey across Europe to collect it.”

”Bapu never sought their medals, Jawaharlal,” Patel grunted, his voice like gravel scraping against iron. ”When the cable arrived from the Norwegian Secretariat last week, he didn’t even look at the monetary amount. He merely asked Sushila to draft a response while he finished his morning spinning.”

Ram Prasad reached out and adjusted the volume dial, lowering the static roar of the European broadcast. His face remained impassive, his dark eyes cool and calculating as always.

”The award is but a faint praise for his decades of work,” Ram said, his calm, level voice cutting through the room. ”It also cements the moral standing of the Republic of India on the global stage. At a time when Washington and London scrutinize our industrialization and our military posture in Kashmir and Burma, the world is forced to recognize that the moral conscience of humanity resides in New Delhi. It provides our foreign policy with an unassailable shield.”

Nehru looked at Ram, a gentle, admiring smile touching his lips, mixed with his familiar ideological reservations. ”Always the strategist, Ram Prasad. But for Bapu, this is not a shield for the state. It is a testament to the human spirit.”

”The state requires both, Jawaharlal,” Ram replied smoothly, picking up a stack of morning intelligence summaries and international telegraph cables. ”Moral authority without hard power is a tragedy; hard power without moral authority is mere tyranny. Bapu provides the former; our administration ensures the latter.”

While the world celebrated in Oslo, Mahatma Gandhi remained in his simple room at Birla House. He had returned months prior from his extended journey to Mauritius and the Seychelles, where his presence had peacefully bound the overseas Indian communities to the young Republic. But the long maritime voyages, the relentless humidity of the Indian Ocean, and his uncompromising lifestyle had taken a heavy toll on his octogenarian body. He was too frail to travel; his doctors having strictly forbidden any overseas transport.

Instead, Gandhi had penned a concise, profound acceptance note, which was read aloud in Oslo by the Indian Ambassador to Scandinavia, and simultaneously released to the global press in New Delhi.

By the morning of December 11, international press agencies and major global newspapers carried the news across every continent.

In London, THE TIMES carried a massive front-page headline:

THE CONSCIENCE OF THE WORLD: GANDHI AWARDED 1948 NOBEL PEACE PRIZE.

”In a decision hailed from Washington to Tokyo, the Nobel Committee has honoured the Indian patriarch Mohandas K. Gandhi. The award marks the global realization that non-violence is no longer merely an Eastern philosophy, but an imperative necessity for human survival in the nuclear era. In a characteristic act of selflessness, Mr. Gandhi has declined the prize money for personal use, directing the entirety of the monetary reward to the National Treasury of the Indian Republic for the relief and rehabilitation of refugees.”

In New York, THE NEW YORK TIMES published a prominent editorial alongside photographs of Gandhi in Port Louis and New Delhi:

NOBEL PRIZE FOR THE MAHATMA: A TRIUMPH OF SPIRIT OVER STEEL

”The awarding of the 1948 Nobel Peace Prize to Mahatma Gandhi marks a rare moment of moral unanimity in a fractured world. Operating under the quiet, iron-willed governance of Prime Minister Ram Prasad Gupta, India stands today as an emerging industrial giant in Asia, yet its spiritual heart remains anchored in the frail figure of Gandhi. In his acceptance message, read yesterday in Oslo, Gandhi explicitly dedicated the award to the poorest citizens of the world...”

In Paris, LE MONDE wrote:

LE PRIX NOBEL DE LA PAIX AU MAHATMA GANDHI: L’INDE AFFIRME SA GRANDEUR MORALE

”In donating the entire Nobel financial sum, over 150,000 Swedish kronor, to the Republic of India’s social welfare funds, Gandhi has once again demonstrated his absolute detachment from material gain. His written statement to the Nobel Committee serves as a solemn warning to Western powers currently arming for the Cold War...”

The text of Gandhi’s acceptance note, printed verbatim across hundreds of national and international broadsheets, read:

”I accept this honour not in my personal capacity, for what is a single frail human body but a temporary vessel for Truth? But on behalf of the millions of silent, nameless men, women, and children of India who suffered, marched, and sacrificed without hatred in their hearts to prove that violence is not the natural state of mankind.

If the world sees any merit in the humble path of Ahimsa, let it not be measured by silver or gold. The monetary reward accompanying this prize does not belong to me. I have long since renounced private property, for property is a burden to the soul seeking total surrender to Truth. I direct that the entire sum be placed unconditionally into the hands of the Indian State, to be utilized strictly by the Ministry of Relief and Rehabilitation for the feeding, clothing, and shelter of our refugee brothers and sisters who have suffered the tragic consequences of division and conflict.

To the nations of the West, who have survived two catastrophic world wars and now stand on the brink of an even more terrible atomic abyss, I offer only this simple reflection: Steel cannot conquer fear, nor can weapons of total destruction bring peace. Peace is not the absence of armed conflict; it is the presence of unyielding righteousness, justice, and self-restraint. If India is to fulfil her true destiny among the comity of nations, she must use her newfound independence not to emulate the militaristic dominance of empires, but to become an instrument of universal service, uplifting the poorest man sitting in the most remote of our villages.

My physical frame is weakened, and my days are naturally drawing to their close. But it is my earnest prayer that the young Republic will guard its soul even as it builds its walls. May truth, non-violence, and service to the downtrodden remain the ultimate guiding lights of our nation.”

In the study of Birla House, Gandhi sat wrapped in a light white khadi shawl, his eyes closed as Pyarelal read aloud the international press dispatches. Dr. Sushila Nayar stood quietly near his bed, monitoring his weak, irregular pulse.

”The world praises you, Bapu,” Pyarelal whispered softly, folding the telegram from Oslo. ”From London, Paris, and Washington, leaders are calling it the greatest moral victory of our century.”

Gandhi opened his eyes slowly, a soft, weary smile touching his lips. He shook his head gently.

”The world praises what it does not yet have the courage to practice, Pyarelal,” Gandhi said, his voice barely above a whisper, yet firm with moral clarity. ”They give me a prize for peace, while their factories construct bigger bombs and their politicians speak the language of fear. If the money helps buy grain for a single cold child in a Punjab refugee camp, then the Nobel Committee has done a good deed. Otherwise... it is merely words printed on parchment.”

He looked toward the window, where the cold December sun was beginning to set over the capital. ”Ram Prasad and Vallabhbhai have built the iron frame of the house,” Gandhi murmured, his mind turning toward the intense debates raging in the Constituent Assembly. ”But I worry... I worry about the foundation within.”

By mid-December 1948, the ideological fault lines within the young Republic ruptured into open, public confrontation.

On December 15, inside the Constituent Assembly, the bitter deadlock over constitutional social reforms reached its absolute breaking point. Dr. B.R. Ambedkar, the brilliant Chairman of the Drafting Committee, had reached the end of his patience with the executive leadership. His fierce demand for permanent, statutory, caste-based reservations across all state institutions, legislative bodies, civil services, and educational facilities had been firmly rejected by Prime Minister Ram Prasad Gupta and Sardar Patel. The government stood unyielding on its alternative framework: aggressive state-funded educational, medical, and economic ladders, absolute legal equality, and severe criminalization of caste discrimination, but no permanent, state-mandated caste quotas in executive or administrative posts.

Faced with this refusal, Dr. Ambedkar made good on his threat. He staged a dramatic, high-profile walkout from the Constituent Assembly, announcing a nationwide peaceful protest against the government’s constitutional draft.

”If this government refuses to give statutory, constitutional guarantees to the millions who have been ground into the dust for two thousand years, then I shall take this battle from the floor of this House to the streets of India!” Ambedkar declared to the gathered press outside the gates of Parliament, his face drawn, his eyes burning with intense conviction behind his thick spectacles. ”A constitution that offers abstract legal declarations while denying guaranteed representation in the executive machinery is merely an instrument to perpetuate the administrative tyranny of the upper castes!”

Ambedkar launched his agitation with grand expectations, calling for a general strike and peaceful mass mobilization of the Scheduled Castes and Depressed Classes across the country.

However, despite his intellectual brilliance and fiery bravado in parliamentary debates, the reality on the ground proved far more complex. To Ambedkar’s deep dismay, the nationwide political explosion he had envisioned failed to materialize.

The vast, sweeping social programs already rolled out by Ram Prasad Gupta’s administration over the past two years, free universal primary technical schooling, heavy state-backed rural agricultural credit, land redistribution initiatives, and the aggressive enforcement of the Caste Equality and Social Disabilities Abolition Act, had already begun to alter the socio-economic landscape. Millions of lower-caste families in northern and central India were actively benefiting from direct state intervention, rural employment drives, and legal protections that threw open the doors of village temples and public wells under pain of severe criminal imprisonment.

As a result, Ambedkar’s call for mass civil disobedience received widespread traction only in specific pockets of the country, primarily in parts of the Bombay Presidency, regions of the Central Provinces, and select urban centres in the South. In Punjab, Bihar, the United Provinces, and Bengal, the response was muted, as local peasant collectives and organized labour unions chose to remain engaged with the state’s expanding industrial and agrarian programs.

Furthermore, keeping true to his uncompromising commitment to constitutionalism and the rule of law, Dr. Ambedkar ensured that his followers remained strictly peaceful. There were no riots, no destruction of public property, and no physical blockades of vital state infrastructure. Demonstrators gathered in organized, orderly rallies, carrying blue flags and banners demanding constitutional quotas.

Inside the Secretariat, Sardar Patel monitored the daily intelligence reports from every province.

”The agitators are assembling peacefully in Nagpur, Bombay, and Poona, Ram,” Patel reported during a cabinet briefing, laying down the telegraphic updates from provincial police commissioners. ”There is no violence. No disruption of train lines or telegraph routes. The local authorities are asking whether we should issue preventive detention orders against the regional organizers.”

”No,” Ram Prasad answered instantly, his tone flat, decisive, and calm. ”Dr. Ambedkar is acting strictly within his constitutional rights as a citizen of a free republic. So long as his protests remain peaceful, the state will not fire a single teargas shell or raise a single baton. We will not make martyrs out of political dissenters.”

”Then what is our operational response?” asked Jawaharlal Nehru, who sat nervously tapping his desk. ”We cannot simply ignore the leader of our Drafting Committee while he marches in the streets.”

”Our response will be two-fold,” Ram said smoothly, leaning back in his leather chair. ”First, executive clarity. The government will issue detailed, factual rebuttals through All India Radio and official press releases. We will present the exact figures: the thousands of state scholarships awarded to lower-caste students, the thousands of miles of rural roads and wells constructed, and the strict criminal convictions already secured against those practicing untouchability. We will explain peacefully, calmly, and logically to the citizens of India why the government supports absolute equality of opportunity, but firmly rejects permanent, caste-codified quotas that would fracture the administrative unity of our modern state.”

Ram paused, his eyes narrowing slightly. ”And second... Gandhiji will speak his own views on the question of quotas.”

Despite his rapidly deteriorating health, Mahatma Gandhi watched the growing public rift over reservations with profound concern. From his bed at Birla House, he dictated a powerful, clear, and uncompromising column for publication across all major national daily newspapers, titled ”The Perils of Codified Division.”

The article appeared on the front pages of The Hindustan Times, The Hindu, The Statesman, and Amrita Bazar Patrika on December 18, 1948:

THE PERILS OF CODIFIED DIVISION

By M.K. Gandhi

”My friend Dr. Ambedkar speaks with a heart burning with the righteous indignation of centuries of wrong. No man can dispute the hideous injustice that Hindu society has inflicted upon its untouchable brothers and sisters. It is a sin for which orthodox Hinduism must do perpetual penance. On this point, Dr. Ambedkar and I stand on identical ground: untouchability must be eradicated root and branch from the soil of India.

Where I part ways with Dr. Ambedkar, however, is in the remedy he proposes.

To write permanent, caste-based quotas into the sacred Constitution of our free Republic is not to destroy the demon of caste, but to give it legal immortality. The moment you declare that a citizen’s entry into a hall of learning, a court of law, or an office of governance is determined primarily by the accident of his birth, you have enshrined caste into the very bedrock of the Indian State. You convert a social disease into a permanent administrative category.

What we must seek is the total demolition of caste identity, not its institutionalized perpetuation. The state must use its vast power to equip every downtrodden child with the finest education, the best healthcare, and absolute access to every field of human endeavour. The state must punish the practice of untouchability with an iron hand. But if we divide our civil services, our army, and our judiciary into fixed caste quotas, we will tear the fabric of our national unity into a thousand competing fragments.

I appeal to Dr. Ambedkar, and to all my brothers and sisters participating in these demonstrations: do not seek to mend a broken house by building permanent walls between its rooms. Let us build a nation where a man is judged solely by his character, his competence, and his service to humanity, and where the state guarantees that no child is kept in darkness because of his birth. Let us work together to cleanse our society, rather than codifying our divisions in the laws of the land.”

The scene across the nation on December 20 was a striking study in democratic maturity.

In Nagpur, thousands of Ambedkar’s supporters marched peacefully through the district square, waving blue flags and chanting slogans demanding statutory quotas. Standing along the perimeter were not armed riot police with raised batons, but civil administrative officers carrying horn loudspeakers.

When the marchers halted before the District Collectorate, the District Magistrate stepped forward, accompanied by senior social welfare officers. He did not read an order of dispersion. Instead, he handed the protest leaders printed informational tracts in Marathi and English, detailing the government’s newly expanded social programs.

Using the loudspeakers, the magistrate spoke with quiet, respectful clarity: ”Brothers and sisters, your right to protest peacefully is fully protected by the state. The government hears your voice. Prime Minister Gupta and the Cabinet wish to present to you the exact steps taken this year: over forty thousand state-funded technical scholarships have been granted in Maharashtra alone to students of the Depressed Classes. Under the new social laws, thirty-two local landlords have been prosecuted and imprisoned for denying access to public water sources. The government believes that our duty is to elevate your economic and educational power so high that no man can ever deny you your rightful place in open competition, without reducing our republic to a quota-driven state. We ask you to read these reports, reflect upon Gandhiji’s appeal in the morning press, and join us in building a unified nation.”

The crowd listened in stunned silence. The absence of government violence, combined with the undeniable weight of Gandhi’s public appeal and the factual transparency of the administration, created a profound psychological shift. The high emotional energy of the protest began to waver. Demonstrators began gathering in small groups, reading Gandhi’s article aloud and debating the Collector’s numbers.

In his Delhi residence, Dr. Ambedkar sat at his desk, reading the morning editions of the national newspapers. Beside him lay a stack of field reports from his regional lieutenants.

”The turnouts in Punjab and UP are negligible, Doctor-sahib,” his secretary reported quietly. ”And in Bombay, the government officers are distributing Gandhiji’s column to the marchers. The people are reluctant to push toward a prolonged confrontation when the government is strictly enforcing the Anti-Discrimination Act and offering free technical education.”

Ambedkar set the newspaper down, removing his glasses and rubbing his tired, aching eyes. He looked out the window at the quiet, sunlit gardens.

”Gupta and Patel are playing a remarkably sophisticated game,” Ambedkar murmured, his deep voice heavy with a mix of frustration and intellectual respect. ”They offer no physical violence, so I cannot accuse them of tyranny. They deploy Bapu’s moral stature to neutralize my political momentum, while using their administrative apparatus to show tangible economic progress on the ground. They are fighting not with batons, but with state policy and moral authority.”

He leaned back in his chair, staring at the constitutional draft on his desk. ”But they do not see... if the leadership changes some years from now, without constitutional quotas, the old prejudices will return.”
