Star Lord: Rob the alien race and you will get a hundred times the reward

Chapter 173 Star Sea LordChapter 173 Star Sea Lord
The Star Sea Federation was formally established, authorized by the Human Union, and independent of the human kingdom. The Human Union no longer had jurisdiction and had the right to explore and develop on its own!

In the conference room, the Human Union Saint and Liu Wen sat opposite each other, and the two sides had a very pleasant conversation.

Fu Hongxue, the Saint of the Human Union, said to Liu Wen: ”Lord Liu, the Xinghai Federation has now been established. As one of the independent countries of mankind, you must also assume the corresponding rights and obligations.”

Liu Wen nodded. This was expected. The Human Union encouraged exploration in order to increase the number of human countries and improve the overall strength of human civilization.

The ultimate goal is to enable human civilization to resist the impact of external alien civilizations and make civilization have stronger survival ability.

”This is what we should do. As a member of the human race, it is our duty to fight for the continuation of human civilization!”

Fu Hongxue nodded happily, and then explained: ”As a newly promoted country, the Xinghai Federation has 50 years of development time. Within 50 years, it only needs to provide 10% of its resource income and economic income to the Human Federation, and does not need to send a fleet to participate in the war.”

”Fifty years later, the support from the Xinghai Federation will be distributed based on military merit. The higher the military merit, the less resources will be spent, and vice versa.”

Liu Wen nodded in understanding, realizing that this was also the way to achieve a balance. Let the main force of the war focus on fighting, and those who do not have the ability to influence the war will focus on resources and economic assistance. This is good for everyone.

Fu Hongxue came and left quickly. After giving instructions, he left with the staff from the Ministry of Rites.

Liu Wenzhe walked into another meeting room where all the top managers of the Xinghai Federation were present.

”Everyone, now that the Federation has been officially established, we are responsible for everything for hundreds of millions of people.”

Liu Wen looked around and said, ”First, I want to reform the administrative system structure. From now on, Laura will be responsible for supervising the implementation of administrative management, handling reports of violations and other penalties, and has the authority to remove middle and lower-level administrative officials.”

”From today on, all middle and lower-level administrative personnel will be elected by the local citizens of the administrative star region. Laura will be responsible for supervising the election. If administrative personnel fail to act or violate regulations, local citizens have the right to vote to replace them!”

”All federal citizens have the right to vote and be elected, and no one may interfere!”

A group of administrative staff looked at Liu Wen in amazement. Would such a drastic reform as soon as the founding of the country really not cause unrest?
Liu Wen continued: ”Open up the right to purchase civilian warships, open up the right to develop fleets, open up the right to exchange technology, and open up the right to purchase federal psychic resources.”

”My Lord, isn’t this too fast? Reforming so many policies at once is too crazy for ordinary people!” As soon as Liu Wen finished speaking, an administrative official stood up with sweat on his head and said.

”This is a policy I have been considering for a long time. There are even more radical ones, but the current federal conditions do not allow it, so I have to give up on it temporarily.” Liu Wen glanced at the other party. The Xinghai Federation is called a federation, but in essence it is still his one-man show. No one can veto or shirk his decisions. Even if you don’t want to do it, there are plenty of people who want to do it!

The more radical policies he mentioned are related to the pan-human will. Many functions of the pan-human will are now mature and can be used, such as serving as the Federation’s liaison center and a military merit system.

Liu Wen thought that by the time the pan-human will had the ability to fight against conceptual levels, the industrial system within the Federation would have been basically fully rolled out and immigration construction would be on the right track.

At that time, we can contribute to the development policy. According to the envisioned development policy, the territory fleet is responsible for dealing with the main body of alien forces, and the remaining scraps and development will be left to civilian forces.

Anyone who applies for a pioneer status can obtain certain subsidies from the federation. Once they have grown to a certain strength and have accumulated enough merits, the pioneer can be promoted to a pioneer lord, possessing some authority over the pan-human will and thus participating in the management of human civilization.

This is something that needs to be done slowly, maybe even within a few decades or even a hundred years.

No one present dared to object. They all realized that Liu Wen was just informing them, not discussing with them.

After the meeting, a series of policy information was released, which dropped a bomb on the people who were still celebrating, and the whole country celebrated!

In every era, there are administrators who are disliked or even hated. When the policy was officially implemented and Laura opened the voting window, a large number of applications for replacement voting appeared on the list.

As long as 60 percent of the local governing population passes the vote, the elected executive will undergo a comprehensive review, and voting for the position will be opened. A new person will be selected to take over the position within three days.

It was indeed a bit chaotic at the beginning. Many people who were not worthy of their positions were promoted to high positions because of the people’s curiosity. They issued a series of confusing policies, which were not approved by the management. After several times, they were fired because they did not meet the governing ability. Fortunately, the chaos was only temporary. With Laura’s supervision and fair enforcement, things were soon on the right track.

The Federation officially entered a stage of rapid development. The Blue River Empire took the initiative to give up the territory of the Nova Cluster, and several galaxies that had already been captured were also abandoned. Shangguan Dongge led the fleet back to the original territory of the Blue River Empire.

The new star cluster has a total of more than 170 galaxies, more than 200,000 planets with native life, and millions of Type II Earth-like planets worth transforming.

Even if only one billion people are immigrated to each planet, it would require a population of tens of trillions to establish a relatively complete economic circle. However, the current total population of the Star Federation is just over one trillion, and the gap is thousands of times. Without a few hundred years of development, even the planets with native life cannot be developed.

The stellar megastructure of the Capital Galaxy has a diameter of 13 million kilometers and a thickness of 150 kilometers. It can accommodate a population of 15 trillion, but actually has a population of 200 billion.

There are also a large number of living, tourism and leisure cities, as well as private industrial parks in the star system.

Various demands have forced the population growth of the territory to accelerate. There are too many places to make money. With the development of the galaxy and the increasing abundance of resources, prices are continuing to fall. The credit points of the Star Sea Federation are increasing rapidly.

Twenty years passed in a hurry, and the industrial system of the Star Sea Federation was fully rolled out. Hundreds of complete industrial zones were built in each galaxy to meet the manufacturing needs of the entire armed forces of the federal fleet.

Once all factories start operating at the same time, 5,000 regular legions can be formed within one month, and 200 rule-level legions can be formed within three months.

At this time, the Star Sea Federation’s standing military force was less than 15,000 legions, of which one third were rule-level.

If there is a need in war, you can immediately produce ordinary mechanical legions and assign regular legions to lead them, thus immediately expanding the military strength a hundredfold.

With the biological army in hand, the starry territory will never lack cannon fodder fleets. In hundreds of galaxies, the hatcheries laid out everywhere can produce tens of millions of legions in a short period of time without wasting the life of the stars.

Liu Wen stood in front of the window, looking at the starry sky, where the lights of a large number of artificial cities gathered.

Less than a hundred years after traveling through the interstellar era, he already possessed powers that he could never have imagined in his previous life!

”Goldfinger, how on earth did I come to this universe?”

Liu Wen asked the question that he wanted to ask most.

”Do you really want to know?” A voice sounded from the bottom of his heart.

”Tell me the answer.”

As soon as he finished speaking, before he could react, his mind was plunged into a distorted time.

He saw the mother planet of his previous life, and through the golden finger he also knew that this was also the mother planet of human civilization, no matter which cosmic era.

On the mother planet, the current time stopped at the moment he crossed over. Time was delayed? No, it was just that the concept of time was different.

”I see. I have never traveled through time. I was just chosen to incubate the will of pan-humanity, right?”

”Ha ha……”
