Chapter 785: Chapter 319: Xu Fu! Prelude to the Establishment of the Yun Dynasty! (3)

It can be said that except for the core territory of Qin, almost all of the lands of the former Six States have experienced noble rebellions.

However, their rebellions came quickly and went quickly.

In some places, even before the army began to mobilize, the young and strong villagers spontaneously organized, wielding shovels and carrying poles, gathering together against those rebellious nobles.

By the time the Qin Army arrived, countless villagers had already captured the entire clans of those rebellious nobles and presented them.

The people’s hearts are with Qin.

The public sentiment is with Qin.

Time passed.

Three months, four months.

The entire Daqin Nine Provinces were in motion.

A transformation beyond the scale of a change in dynasties commenced.

Xianyang!

Inside the Morning Discussion Hall!

”Your Majesty.”

”Crown Prince.”

”The national renewal, the implementation of the national policy is appropriate.”

”Now.”

”The State Governors of Nine Provinces have submitted a memorial.”

”After four months, the State Governors as the main force, supported by the Prefectural Governors, and the Main Generals of various camps as supporters.”

”The national policy of seizing the lands is defined.”

”Now.”

”Apart from the lands held by those with nobility in Qin, apart from the lands of those ministers who have made meritorious contributions to Qin.”

”All others have been nationalized.”

”They can be distributed to the common people at any time.” Lv Buwei stood up and loudly stated.

”Your Majesty, Crown Prince.”

”In four months, land has been nationalized.”

”Among them are many land-owning nobles harboring rebellious intentions, conspiring together in treason.”

”In the Nine Provinces and Thirty-Six Counties, except for Qin’s original core territory, all other states and counties have nobles conspiring in treason.”

”The total number of people involved exceeds one hundred thousand, all nobles and their subordinates.”

”Thanks to the Crown Prince’s policy of confiscating weapons across the realm, the conspiring nobility mostly lacked arms, unable to withstand my Daqin Elite Soldiers, and additionally, many commoners, upon learning of the nobles’ conspiracy, spontaneously gathered to assist the Government Office in quelling the rebellion.”

”Now the prison of Nine Provinces is almost overflowing, according to Daqin Law, there are still many nobles who have not been implicated in prison, I implore Your Majesty and the Crown Prince to make a decision.” Li Si stood up and loudly stated.

”Rebellion and treason, an unforgivable crime.”

”Issue my decree.”

”All ringleaders shall be punished by the vehicle dismemberment penalty, accomplices shall be enslaved, men shall serve as slaves for life, laboring for eternity, women shall be demoted to prostitutes, granted to those who have made meritorious contributions, to meritorious ministers.”

”All those implicated shall be treated the same.” Zhao Feng immediately said.

Holding the power of the nation, Zhao Feng would not show the benevolence of women.

After all, these people are rebelling to overthrow Qin, Zhao Feng will not show them any sympathy.

”I accept the decree.” Li Si immediately said.

”Crown Prince.”

”Now the land has been nationalized.”

”This is the household land division policy drafted by me and the ministers.”

”Please have Your Majesty and Crown Prince review.” Lv Buwei respectfully handed over a record.

The Inner Eunuch serving beside immediately stepped forward and picked it up.

Then it was first presented to Ying Zheng.

Ying Zheng opened it, nodded: ”Zhong Fu has drafted this land division policy well, dividing by population first, a household with a male shall be allocated two acres, a household with a female shall be allocated one acre! Those who have fought for Qin and were injured, apart from the originally granted land, shall be further allocated five acres, descendants can all be allocated land according to population.”

”Feng’er, what do you think?” Ying Zheng then looked at Zhao Feng.

”It can be done.” Zhao Feng nodded.

”In that case.”

”Use this as the land division policy.”

”Let the State Governors of Nine Provinces implement it promptly, strive to ensure all people across the land have fields to cultivate by the next spring plowing.” Ying Zheng smiled.

”I accept the decree.” Lv Buwei immediately said.

”Your Majesty, Crown Prince.”

”A report from the border general was received yesterday.”

”Tu’an State is already prepared with the princess’s wedding gifts, ready to send them to Qin at any time.” Han Fei stated.

”Just a princess of a small state.”

”Randomly send a Wanjiang at the border to welcome the bride and escort her back.” Ying Zheng said.

”I understand.” Han Fei immediately nodded.

”This implementation of the national policy, all ministers have contributed.”

”I said.”

”Anyone who makes meritorious contributions to Qin, both I and Father will reward generously, not limited to gold and silver or wealth.”

”And today, it is the time to fulfill.”

Zhao Feng looked down upon the Court, with a slight smile.
