Longevity by Picking up Attributes in the Battlefield

Chapter 780  Chapter 318: Ying Zheng: With This Policy, the Whole Dingshen Continent Is United—The Beginning of the Yun Dynasty!

Looking at Zhao Feng, who was so serious.

The expressions of everyone in the grand hall became solemn.

”We ministers respectfully listen to the Crown Princeʼs decree.”

The ministers shouted in unison.

”Before Shenzhou is united, the land of Qin will be nationalized, only those with titles may be granted land, only the meritorious ministers of Qin may be granted land.”

”Indeed.”

”In the lands of the former Six States, this national policy has not been fully implemented, the land mostly annexed by wealthy merchants and nobles of the Six States.”

”Qin has reclaimed only the lands of the nobles whose families were destroyed by Qin in the past, those lands are nationalized.”

”Land, farmland.”

”Regardless of the era, it is the foundation of a nation and cannot be neglected.”

”This time.”

”I have already decided.”

”To reclaim the land of the world.”

”Within the territory of Qin, apart from the lands granted by titles, all other lands shall be reclaimed as national property. After reclaiming, lands cannot be privately traded or sold, violators will have their lands reclaimed and not be granted again!” Zhao Feng said solemnly, with an unmistakable tone.

Every dynasty, every generation.

Why does rebellion and subversion of the national foundation occur after two or three hundred years?

The fundamental reason is because of one thing, the land is annexed by the nobles, and ordinary civilians have no land to farm, eventually they have no choice but to revolt.

What Zhao Feng wants is to nationalize all of Qinʼs lands, apart from those with titles and meritorious ministers who can be granted land, the rest of the reclaimed lands will be nationalized, not allowing transaction or trading, distributed according to population registry, those not distributed will be government lands, farmed by the military.

”May I ask the Crown Prince.”

”After lands are nationalized, what should the landless people do?” Han Fei respectfully asked.

”After lands are nationalized.”

”All citizens of Qin can be allocated land for farming according to population registry.”

”I want every citizen to have land to farm.” Zhao Feng said without hesitation.

”Once lands are reclaimed as national property, they will be allocated according to population registry.”

”How will the portion for Qinʼs meritorious elite be calculated?” Li Si respectfully asked.

”The land granted to the elite by Qin will naturally remain theirs, and in addition to their status as people of Qin, they will also be granted the corresponding portion of land for Qin citizens.” Zhao Feng said with a smile.

”Apart from the interior of Qin, most of the lands in the former Six States are controlled by nobles, when forcefully summoned, they will definitely resist.” Yu Liao said.

”Resist?”

Zhao Fengʼs mouth curled into a cold smile.

”I, wish for them to resist.”

”As long as they resist, annihilate the entire clan, confiscate their wealth and lands as national property, now implementing the national policy when Qinʼs treasury is already empty, use their wealth to replenish the treasury.” Zhao Feng said with a cold smile.

Upon hearing this.

The ministers in the court could feel the biting coldness in Zhao Fengʼs words.

”All Shangjiangjun, convey my decree.”

”Qinʼs Five Camps will be stationed in Jiuzhou, each camp serves as a unit, guarding various places in Jiuzhou.”

”Once unrest occurs, let the State Government Soldiers and Prefecture Soldiers suppress it first, if Prefecture Soldiers and State Government Soldiers cannot suppress it, then let the elite soldiers from the camps step in.”

”Anyone who defies the imperial courtʼs decree shall be treated as rebels, those who resist with weapons will be executed on the spot! Members will be captured and handed over to the Tingwei for handling.” Zhao Feng looked at the Shangjiangjun.

”We accept the decree.” The Shangjiangjun shouted in unison.

”After this campaign.”

”All citizens of Qin will have land to farm, everyone will have land to cultivate.”

”Suddenly.”

”The Great Qin Divine Land will not simply conquer with military force, but unify with the hearts of the people and culture.”

”This victory.”

”I, along with Father and all the ministers, celebrate together.”

Zhao Feng extended his hand, speaking earnestly.

”All for Qin.”

The assembly of civil and military officials bowed together.

In the high position.

Ying Zhengʼs eyes were full of joy.

He naturally understood the key to Zhao Fengʼs policy.

Land.

The true lifeline for all common people, with land comes food, with food one can sustain a family.

For eight hundred years in Shenzhou, wars have been incessant and the Various Countries have conflicted, for ordinary people, they were either drafted as soldiers, dying on the battlefield.

Or burdened by high taxes on grain, eventually starving to death, living without enough to eat.

Furthermore.

Apart from Qin.

The lands of the rest of the world were annexed by nobles, ordinary people simply have no land to farm, wishing to farm, they must lease from nobles, paying rent heavier than taxes, laboring through one harvest, and finally after collecting, very few grains remain.

In this era.

The ordinary peopleʼs greatest wish is not to become distinguished, nor to rise to power, but to survive.

And Qin, can provide this for them.

”Fengʼer.”

”The Sage of Qin.”

Ying Zheng slowly spoke.

The comforting and laudatory tone was undisguised.

”We ministers agree.” The assembly of civil and military officials shouted.

Here.

The impact on the court ministers is not significant, because their lands are granted by the court after achieving merits, awarded based on military merits and accomplishments.

For someone who has contributed to Qin, they will certainly not be seized.

In the end, it is what they deserve.

However.

From now on, they are subject to restrictions on not being able to trade their lands.

”May I ask the Crown Prince.”

”If land allocated to the people, what about the rent?” Lv Buwei asked respectfully.

”Chancellor.”

”Land allocated to the people is not granted to the people, they only have the right to farm the land allocated by the imperial court, not ownership.”

”Once land is reclaimed, the first decree is that land cannot be transferred, if one does not farm it themselves, the government office will immediately reclaim it.”

”As for the rent.”
