Longevity by Picking up Attributes in the Battlefield

Chapter 783  Chapter 319: Xu Fu! Prelude to Founding the Yun Dynasty!

Xianyang!

Nine Provinces and Thirty-Six Counties!

Announcement Land!

”Holy Decree is here.”

”Announce to the world.”

”Now.”

”Your Majesty, the Crown Prince considers the suffering of the people worldwide, knows the hardships of the common people.”

”The land!”

”The foundation upon which Qinʼs people rely to survive, yet few among the multitude of people possess land. All lands are annexed by the nobles, seized by them, cunningly taken away, and ultimately lost.”

”Therefore.”

”Your Majesty and Crown Princeʼs boundless grace descends in a Holy Decree.”

”From today onwards, within the Nine Provinces and Thirty-Six Counties, excluding land granted for Qin ranks and merit! All lands under heaven shall return to the nationʼs control. After the government compiles the registers, every person will be allocated land for cultivation based on their household registration, so that all Qin people will have land to sow! Any defiance of this policy will be treated as treason!”

”This policy is a benevolent measure for all people, granting everyone the opportunity to cultivate land!”

”Secondly.”

”Before the unification of the Great Qin Divine Land, Various Countries stood in power, wars were endless, and the taxes of Various Countries were harsh and heavy, making it difficult for the peopleʼs livelihoods. Hence, Your Majesty and Crown Prince grant grace to all the people.”

”Qinʼs taxation will, from the next grain tax collection, be reduced to ten-tax-five! All Nine Provinces and Thirty-Six Counties shall implement this!”

...

Where the Nine Provinces of the world are.

The Holy Decrees from Xianyang have been announced.

The implementation of these two policies can be imagined as causing a stir.

Upon hearing this policy, countless people were dumbfounded, seemingly incredulous.

”My heavens.”

”Is this true or false?”

”Could the Imperial Court really be distributing land to us commoners?”

”Isnʼt this impossible?”

”Iʼve grown up always being a tenant for those noble lords, having to pay hefty rent to be able to farm, and able to eat just a bite by yearʼs end.”

”Yes.”

”It has always been this way.”

”Perhaps only those originally from Qinʼs homeland have land; after all, only those with rank receive bestowed land, our lands have all been taken by the nobles.”

”Your Majesty is wise, the Crown Prince is wise.”

”Truly virtuous.”

”Wonderful.”

”In the future, we all shall have land to cultivate, and taxes will have decreased by twenty percent.”

”Before, when we were Zhao people, taxes almost amounted to ten-tax-nine, with so much tax waived, we can indeed live better days in the future.”

”Qin is clearly the best government.”

”In the future, if anyone dares stir up trouble saying negative things about Qin, Iʼm sure to slap them.”

”Indeed.”

”Previously, the government of our former country was just a bunch of wastrels, now being able to live well in Qin, I am content.”

...

The Holy Decree arrives.

The policy is executed.

As the Holy Decree is announced.

All of Qinʼs people are invigorated.

Countless people cheer, countless commoners rejoice, countless people curse the former country, curse its government. At this moment, within Qin Territory, those once citizens of Various Countries turn their hearts to Qin.

Meanwhile, those nobles who hold land now have clouds over them, silently retreating to their mansions to discuss countermeasures.

At the same time.

With the arrival of the Holy Decree.

Each major camp stationed across the world by Qin began mobilizing.

With Qin setting the Dingshen Continent.

Five major camps guarding Qinʼs five directions.

Northern Frontier guards the north, defending against Foreign Tribes.

The other four camps are spread out, guarding each State.

The location of the camps is after consultation between Zhao Feng and Wang Jian, aiming for world stability.

Former Wei Territory, now Liang State.

”Everyone.”

”How do you see Qinʼs measure this time?”

”Qin confiscates the noblesʼ lands to distribute among the people.”

”Is this a good thing or a bad thing for us?”

Xiang Liang asked the assembled crowd.

”A bad thing, a great bad thing.”

Zhang Liang sighed, showing helplessness.

”Zi Fang.”

”Shouldnʼt this be a good thing?”

”This policy from Qin targets the nobles across the world, confiscates their lands. Would they be willing? They surely will all-out resist Qin.”

”Before, when we wanted support from these nobles, they all shirked, each trying to survive within Qin. But now, if they wish to retain their wealth, they must resist. Isnʼt this a good thing for us?” Xiang Liang asked in surprise.

”General Xiang.”

”Havenʼt you noticed that the implementation of these numerous policies by Qin follows a sequential order?”

”First abolished the worldʼs scripts, then set a consistent rule, then seized the worldʼs copper and iron arms.”

”Though all arms are within Qin, even the nobles hold few weapons now.”

”Qin has millions of troops stationed across the world.”

”Perhaps Ying Zheng and Zhao Feng are eagerly hoping for the noblesʼ rebellion, for when it happens, it makes more sense to funnel the noblesʼ wealth into state coffers.”

”I am certain.”

”Ying Zheng and Zhao Feng have long been prepared. As long as nobles dare to act, they will dare to strike.” Zhang Liang said with a bitter smile.

”What do we do then?” Xiang Liang furrowed his brows.

”Currently, there are only two routes before us: first, continue hiding and keep surviving; second, seize this opportunity to lead a rebellion against Qin, uniting with those resisting nobles, albeit the eventual outcome may be downfall.”

”The choice is yours.” replied Zhang Liang.

Upon hearing these words.

The crowd reflects thoughtfully.

Obviously.

After Zhang Liangʼs word, they became somewhat hesitant.,

”Zhao Feng.”

”What a method!”

”Step-by-step policy implementation, step-by-step control over the world.”
