Chapter 782  Chapter 318: Ying Zheng: With This Policy, Dingshen Is Unified, Culture as One! The Dawn of the Yun Dynasty!

”The reason our Qin destroyed the Six States, apart from the unstoppable advance of the elite soldiers, lies in the fact that the common people of the Six States did not harbor the imagined hatred for the loss of their nation to us, Qin. Most of them were already struggling to survive, as their lands were seized by the nobles. For the countless commoners of the Six States, Qinʼs destruction of their countries mattered little as long as they were unharmed.”

”Our Qinʼs ability to vanquish the Six States was not only due to the wisdom of our ancestors and the accumulation of national fortune, but crucially due to land reform.”

”After the military merit system, Qin reclaimed the lands as state-owned, rewarding them based on war merit instead of allowing them to be controlled by nobles. This provided the common folk with land to cultivate, which is what they desire.”

”To say.”

”Throughout history, there have been no inherently rebellious and treasonous common people, only those forced into it due to desperation.”

Zhao Feng expressed heartfeltly.

Listening to Zhao Fengʼs words.

Ying Zheng pondered, then nodded after a moment: ”You are right.”

”Land consolidation.”

”This is a fundamental issue.”

”Seize the opportunity now as Shenzhou is newly settled, it is better than acting after the nobles have reestablished their power.”

Zhao Feng laughed: ”If we are to cut, letʼs do it decisively. After the lands are bestowed, I will have inspectors intensify patrols, and once people are found not cultivating the lands, or secretly selling them, they will be confiscated and put in prison.”

”Haha, just as you see fit.”

”I can foresee that after this, those remnants will be even more irate.”

”They still fantasize about restoring their nation and avenging, but with the implementation of many national policies by Qin, genuinely benefiting the people, their subjects have long stopped longing for their former countries.”

”This time, reducing taxes, bestowing lands.”

”Countless people will commit to Qin.”

”Unstoppable!”

Ying Zheng laughed heartily.

Clearly.

Once the decree is promulgated, the entire realm will experience a great upheaval.

For the former nobles of various countries, itʼs a disaster, as their lands will be reclaimed, causing significant losses.

However, for ordinary people, it is indeed a great blessing.

Those remnants of the Six States are the former elites of the Six States.

Their desire is not truly about restoring their nation and avenging, but merely to restore their former power.”

The future they envision is the death of the First Emperor, division of the world.

But Zhao Fengʼs emergence makes this future they imagined nearly impossible to occur.

If truly realized, they would incite chaos, calling upon the once subjects of their former nations to rebel and restore their nation.

In the end.

It is merely about exploiting common people.

Everything they wish for in terms of national revival and vengeance is based on the collapse of Qin, collapse of order.

But with the implementation of Zhao Fengʼs numerous national policies, they really have no chance.

As the four national policies are implemented, the Great Qin Divine Land initially consolidates as one.

Confiscate the copper and iron weapons and armor across the realm, confiscate the books across the realm.

Cut off peopleʼs private armies, cut off chaos among the people.

Also give no chance for the remnants of the Six States to accumulate power.

This time, reclaiming lands across the realm, and then bestowing them upon the myriad people, gathers the hearts of countless people, allowing them to thoroughly belong to Qin both physically and mentally.

The reduction of taxes further enhances this.

Once the people across the realm own lands, without having to pay exorbitant tenant fees, relying on their diligence to feed their families, they would appreciate the grace of Qin even more, and certainly not miss the former countries which crazily exploiting and oppressing them.

This is truly an open strategy.

An open strategy for winning the peopleʼs hearts across the realm.

Also the strategy Zhao Feng wants to implement to unify the people culturally, allowing the descendants of Shenzhou to thoroughly commit.

Only then.

Can he shape the Yun Dynasty, gather the Qi Fortune.

From the start, the implementation of national policies has always been laying the groundwork for this moment.

”Fengʼer, do you think those nobles will resign themselves?” Ying Zheng asked with a hint of a smile.

”The smarter ones will hand over obediently, the less smart ones will gather crowds to cause trouble.”

”With this decree announced to the realm, perhaps there will be no need for our Qin Army to act, the myriad people across the realm will deal with these nobles themselves.”

”After all, this concerns the interests of myriad people across the realm.” Zhao Feng smiled faintly.

This time.

It is not only about Qin possessing absolute military power, but also truly aligning with the peopleʼs will.

A small number of nobles, they cannot stop it.

”Thus.”

”I am truly quite expectant now.” Ying Zheng smiled lightly.

...

Prime Ministerʼs Mansion!

”Your Majestyʼs decree.”

”Crown Princeʼs decree.”

”The Nine Provinces and Thirty-Six Counties, State Governors, Prefectural Governors heed the decree.”

”From today forth, reclaim the lands of the realm under state ownership, except for those bestowed lands to Qinʼs nobles and meritorious ones!”

”All other lands, regardless of who holds them, or who controls them, unanimously become state-owned.”

”To be distributed among the people.”

”Qinʼs taxes, reduce to ten taxes five.”

Lv Buwei held the Tian Xuan Mirror, communicated with the governors of Jiuzhou, and conveyed the decree.

”Respectfully comply with Your Majestyʼs decree.”

”Respectfully comply with Crown Princeʼs decree.”

The voices of the nine governors echoed from within the Tian Xuan Mirror.

”Chancellor.”

”The notice has been drafted.”

”Ready to be posted anytime.”

An official from the Prime Ministerʼs Mansion reported to Lv Buwei.

”Quickly proclaim the edict.”

”The grace of Your Majesty and the Crown Prince should be known to the descendants across the realm.” Lv Buwei instructed promptly.

”Understood.”

The official immediately withdrew.

”The Crown Prince is truly a sage heir.”

”The earlier four national policies allowed Qinʼs governance to be enacted, cultural cohesion to initially take shape.”

”The appearance of the Tian Xuan Mirror allowed Qin to thoroughly control Shenzhou, governance universally communicated without hinders, logistics and grain transport unimpeded.”

”Now, with the emergence of this policy to reclaim lands across the realm, coupled with tax reduction.”

”Once successfully implemented, the people of the former Six States will no longer think of their old countries.”

”They all will, in their hearts, identify as People of Qin.”

”Qin, eternal inheritance!”

Lv Buwei thought excitedly.

Having served as an official for many years and remained silent for many more, how could he be unaware of the fundamental purpose behind the implementation of Zhao Fengʼs policies!

Everything for stabilizing the realm.

Unifying the culture!
