Longevity by Picking up Attributes in the Battlefield

Chapter 759  Chapter 311: Founding Jiuzhou! Division into Thirty-Six Prefectures! Academic Palace! Empire Panel Appears!

Within Zhan Tai Palace!

”If a craftsman wishes to do his work well, he must first sharpen his tools.”

”Now the Qin Armyʼs weapons are already the finest under heaven.”

”This ʼartifact of livelihoodʼ you speak of, what exactly is it?” Ying Zheng asked curiously.

On the court.

Ying Zheng naturally gave his full support to Zhao Fengʼs national policies.

But as for this artifact of livelihood, which Zhao Feng valued so highly, Ying Zheng truly didnʼt quite understand.

”Father.”

”Look at this.”

Zhao Feng smiled.

Several sheets of white paper suddenly appeared in his hand.

”This… what is this?”

Seeing the white paper in Zhao Fengʼs hand, Ying Zheng immediately took it, his face full of astonishment.

”This is paper.”

”It can replace bamboo slips for memorials.” Zhao Feng smiled.

”How is this made?” Ying Zheng asked in delight.

He naturally understood what immense significance this white paper held for Qin.

This would bring change to Qin, and even the entire world—a heaven‑shaking change.

”It can be made from trees.” Zhao Feng smiled.

”Fengʼer.”

”This truly is a Divine Object. Though one can carve on bamboo slips, they are far too heavy, and a single slip can bear too few characters. If we replace them with this paper, Qinʼs future administration will be handled far more properly.” Ying Zheng laughed aloud.

”Not only that.”

”Paper, bearing written characters, can transmit inheritance to all under heaven.”

”To enlighten the myriad commoners and let all the people under heaven have the wisdom to read and write—this cannot be done without it.” Zhao Feng said solemnly.

Hearing this.

Ying Zhengʼs eyes widened, and he could not help but sigh: ”Fengʼer, I had thought that unifying the realm alone would be enough to astound the world, yet you actually wish to enlighten all the commoners under heaven. That is hard—very hard.”

”It is indeed very hard.”

”But I do not want writing to be held only in the hands of the aristocratic families, nor do I wish the people under heaven to have no hope of rising for all ages to come.”

”Father, can you not see Qinʼs current flaw?” Zhao Feng countered.

”What flaw?” Ying Zheng was stunned.

But seeing the severity in Zhao Fengʼs eyes, Ying Zheng pondered for a moment, then suddenly understood.

”The military merit system.”

Ying Zheng spoke slowly.

”Correct.”

”Before Shenzhou had been unified, Qinʼs lead over the Various Countries lay precisely in our reforms, in the existence of the military merit system.”

”Every man of Qin could enlist in the army and go to the front to kill the enemy.”

”Every man of Qin could gain rank and title by killing enemies and thereby rise above the crowd.”

”But now Shenzhou is settled and Huaxia is united as one.”

”The wars of Shenzhou are over, and Qin will need a long period of recuperation to firmly bind Huaxia into one.”

”Only in this way can Qin be passed down for ten thousand generations.”

”And at this time, what Qin must do is open the peopleʼs wisdom and enlighten the world, so that everyone under heaven has the opportunity to recognize characters and read texts. Though it is difficult, it must be done.”

”Only thus will Qin bring forth outstanding people in endless succession, rather than all talent being confined within the great aristocratic clans.”

”To enlist and serve in the army is one path to rise above the crowd.”

”To be literate and possess talent is another path to rise above the crowd.” Zhao Feng said.

”What plans do you have in mind?” Ying Zheng asked.

He naturally knew that what Zhao Feng said was reasonable.

For Zhao Feng, perhaps in current affairs he was not equal to Ying Zheng, and in governing the state he was not equal to Ying Zheng, but with his understanding of several thousand years of Huaxiaʼs history, he naturally knew what policies could govern the realm well; he would propose them, and Ying Zheng would carry them out, thus strengthening the state.

Step by step.

Now unified carts and unified script were already being gradually implemented; what Zhao Feng had to do was wait for the next step.

Enlightening the world was one step.

Targeting the great aristocratic families was another step.

Gathering all authority back under the center was another step.

”First.”

”Divide the world, establish the Jiuzhou, and demarcate the Prefectural Cities.”

”Turn the territories of the Various Countries into Prefectural Cities, to be governed by Prefectural Governors.”

”With the Prefectures of the realm established, set up an Academic Palace in each, and open the wisdom of the people of the world.” Zhao Feng said.

”As for dividing the realmʼs Prefectural Cities, I already have a decision in my heart, and I drew it up long ago.” Ying Zheng smiled.

He took a chart from the table.

And opened it directly.

On it.

The Thirty-Six Prefectures of Qin!

This chart clearly divided the Qin Territory into thirty‑six Prefectural Cities.

Governing by Prefecture.

Even before the unification of Shenzhou, Ying Zheng had already prepared for this.

”Above the Thirty-Six Prefectures, a further nine States are to be established.”

”Using the Nine Cauldrons of Huaxia as the foundation, establish the basis of the Jiuzhou.”

Zhao Feng said.

”Come.”

Ying Zheng immediately rose and walked toward the rear hall.

Zhao Feng followed closely.

They arrived at the sand‑table scene of the world before them.

”The Thirty-Six Prefectures have already been set.”

”They can be implemented at any time.”

”How to divide the Jiuzhou will depend on you.” Ying Zheng smiled, handing over the authority to divide the Jiuzhou to Zhao Feng.

”Very well.”

Zhao Feng wasted no words.

He stepped forward.

And drew the sword from his waist.

”This region, including the lands of Baiyue, shall be Yang Province.”

As Zhao Feng spoke, the swordʼs edge fell upon the former Chu Stateʼs territory, cutting a line.

One Stateʼs land was already separated out.

”Baiyue has not yet been pacified, and you brat are already counting it as one of the Jiuzhou.” Ying Zheng laughed.

”Itʼs only a matter of time.”

”Though Baiyue is called a land of barbarians, in truth it is a branch of our Huaxia, the line of Chiyou, the same race as us. Once the national policies are in place, the next step is to bring the lands of Baiyue back into Shenzhou and establish Yang Province.” Zhao Feng also smiled.

”Continue.”

Ying Zheng signaled for Zhao Feng to go on.

”The Chu Territory and Han Land.”

Zhao Fengʼs sword edge fell again.

He divided out another region: ”This shall be Jing State.”

”The Qi Land and a corner of the former Chu Territory.”

”This shall be Xuzhou.”

”The Qin heartland of Guanzhong and the land of Bashu.”

”This shall be Liang State.”

”The Land of Yan and a corner of Wei Territory.”

”This shall be Yu State.”

”The land of Qinʼs Yong City and part of Zhao Territory shall be Yong State.”

”Zhao Territory and a corner of the Land of Yan.”

”This shall be Qingzhou.”

”Qi Land and part of the Land of Yan.”

”This shall be Gunzhou.”

”The Dai Territory and the Northern Border of Yan Territory.”

”This shall be Ji State.”

As Zhao Fengʼs sword point continued to trace lines.

On the sand‑table map of the world before them, the land had already been divided by Zhao Feng into nine sections.
