Chapter 765  Chapter 313: All Ministers Are Shocked! Grand Implementation of National Policies! Imperial Appointment of Jiuzhou State Governors!

Upon hearing Zhao Fengʼs inquiry.

Han Fei immediately stood out: ”Reporting to the Crown Prince, there are indeed significant obstacles in the implementation of the four national policies. Many people from various places have been misled, resisting the government office, and some have gathered to wield weapons. These incidents occur in the territories of the former Six States.”

”However, His Majesty and His Highness have authorized the Grand Commandant to dispatch troops; if the Prefecture Soldiers cannot suppress them, then the main camp will deploy troops.”

”In these recent months, the prisons in various places have detained many, and both the Elite Soldiers and Prefecture Soldiers have killed quite a number.”

Zhao Feng nodded: ”The implementation of national policy is an inevitable trend; obstacles are bound to occur since those remnants of fallen countries will not sit and wait for their doom.”

”Crown Prince.”

”Prisons in various government offices are almost filled.”

”The number of involved individuals is considerable, totaling over tens of thousands. Please indicate how they should be handled.” Li Si spoke up.

”Dare to resist national policy and gather for rebellion?”

”If I tolerate them, what remains of Qin Law?”

”Convey my directive: brand all those involved in the chaos with the slave mark, demote them to slave status, and distribute them nearby to construct the highways, laboring them to death.”

”From hereafter, this will also be the practice.”

”For every one that appears, capture one, demote to slave status, labor to death.”

”Govern with severe measures.” Zhao Feng coldly said.

Towards all the people of the world.

Zhao Feng surely would enforce benevolent governance, but benevolent governance applies to those genuinely submitting to Qin. Towards these anti-Qin individuals, Zhao Feng will not show any mercy.

”I accept the order.” Li Si immediately responded.

High above, Ying Zheng listened to Zhao Fengʼs resolution, nodding in satisfaction.

His son being so resolute and swift indeed reflects the essence of a ruler.

Facing this recently pacified realm, civil unrest is rampant; excessive concessions lead to the collapse of national foundation.

”Respectfully reporting to Your Majesty, Crown Prince.”

”Books of the royal palaces and government offices of the various former states, as well as civil books, have mostly been confiscated and are being orderly sent to Xianyang.”

”In addition, the decree for copper and iron confiscation has spread widely, reclaiming all copper and iron veins to the nation. Civilians cannot possess weapons; most people have willingly responded, handing over copper and iron, while Qin buys them with money.”

”At present, all copper and iron are converging towards Xianyang.”

”Within half a year.”

”All books and copper and iron will belong to Xianyang.”

”These still need Your Majesty and Crown Prince to handle.” Wang Jian stood out to report.

The matter of confiscating books and copper and iron was assigned to the military in cooperation with local government offices.

With Wang Jian leading the charge.

”All books will be stored in the Imperial Palace library.”

”As for all copper and iron weapons, they will be handed over to the Work Hall for melting and recasting, forging Qinʼs battle armor and weapons.” Zhao Feng immediately said.

Though Shenzhou is settled, there are still many territories beyond Shenzhou.

With memories of the future.

Zhao Feng clearly understands that Qinʼs territory is too minuscule compared to the entire world, and once Shenzhou is stabilized and culture unified, transport the Yun Dynasty, founding the Martial Empire.

Zhao Fengʼs military edge will spread beyond Shenzhou.

Now, forging weapons is also for military preparedness.

”Crown Prince.”

”From the worldʼs confiscation came countless copper and iron; if we rectify military preparedness, isnʼt that somewhat excessive?”

”The world is now settled; it seems unnecessary to have so much military preparedness.” Li Si commented.

”I concur.”

”Now that Qinʼs world is at peace, we should fortify the Great Wall, connecting the Great Wall of the Northern Border in one line, thus eliminating the peril of Northern Border Foreign Tribes.” Feng Quji also voiced out.

Many ministers in the court also echoed the sentiment.

Zhao Feng chuckled: ”Gentlemen, do you truly believe Qinʼs world is the entirety of the world?”

”Crown Prince, what do you mean?”

”Qinʼs territory is vast; countless people cannot see its whole form in their lifetime. With such a massive territory, how is it not the world?”

”Yes, Crown Prince.”

”Even though there remain foreign tribes outside Qin, but barbarian lands are beneath Qinʼs notice.”

”The world is already under Qinʼs control.”

...

All the ministers appeared confused by Zhao Fengʼs words.

In everyoneʼs view, Qinʼs world is indeed the true world now.

Though lacking foreign tribal lands, Qin Territory perhaps already covers over ninety percent of the world.

”The world is vast.”

”Gentlemen, do you believe Qin controls over ninety-nine percent of the worldʼs territory?” Zhao Feng chuckled, asking again.

”Crown Prince.”

”Isnʼt that the case?” Yu Liao also asked in surprise.

Not because he doesnʼt know.

But because this understanding is shared by the people of the world.

In the past, the land of the seven kingdoms was considered the world, so conquering the other Six States meant unifying the world.

The whole world knows.

”If I tell you, gentlemen.”

”Qinʼs territory, relative to the entire world, is merely a corner; what do you think?” Zhao Feng chuckled.

”Crown Prince, could that be possible?”

”Qinʼs territory is vast; how could it be just a corner of the world?”

”Thatʼs impossible.”

”Crown Prince, isnʼt this mistaken?”

”Impossible, right?”

”Qinʼs territory is so vast, unifying the world, the whole world knows.”

...

All ministers looked shocked at Zhao Feng, evidently not expecting him to utter such words.

High above.

Ying Zheng, though he didnʼt speak, naturally knew his sonʼs capabilities and understood that his son knew more about the world than he did.

However.

Upon hearing this, even he was slightly surprised.

”Qin indeed occupies only a corner of the world, how large is this world truly?” Ying Zheng thought silently, feeling a surge in his heart, with dormant ambitions reigniting after the initial pacification of the world.

”The world is vast, heaven and earth are broad.”

”Gentlemen.”

”You underestimate it after all.” Zhao Feng slightly smiled.
