Chapter 760  Chapter 311: Founding Jiuzhou! Division into Thirty-Six Prefectures! Academic Palace! Empire Panel Appears! (Part 2)

This is also the prototype of Qinʼs Nine Provinces.

In the original history.

After the end of Qin, the Han dynasty was established, completely inheriting the Qinʼs legal system, meritocracy, and the prefectural governance system.

Of course, later after evolution, it divided into the Great Han Thirteen States.

And now.

Zhao Feng divided Qin into Nine Provinces, respecting the Nine Cauldrons of Huaxia, and in the future, it will be stabilized by these nine cauldrons.

”Good.”

Ying Zheng looked at Zhao Feng dividing the lands into nine provinces and nodded with a smile.

”Since the provinces are divided, there should be higher ranks above the prefectural governors to manage the affairs of a province.”

”Thus, the governance of Xianyang will become less cumbersome, and less trivial matters will arise,” Ying Zheng said with a laugh.

”Of course.”

”The one managing a provinceʼs affairs should be named State Governor.”

”In addition, it is necessary to assign a general to guard the province and manage the prefecture soldiers, to divide and rule the province,” Zhao Feng said.

State Governor.

In later generations, this title encompassed military and civil authority, equivalent to a local emperor. How could Zhao Feng allow the State Governor such great power? The State Governors of Qin control civil affairs but are absolutely forbidden from controlling the military.

There are many prefectures within a province, even if one prefecture only has one thousand prefecture soldiers, combined itʼs close to ten thousand. Although this force is not vast in the grand scheme of Qin, it is sufficient to make substantial moves.

Separation of military and civil affairs, this will be Qinʼs national policy.

”State Governor.”

”Such a great State Governor.”

”Being above the prefectural governor, it ought to be ranked as a Senior Minister.”

”These nine people require careful consideration,” Ying Zheng said with a contemplative expression.

”Naturally.”

”The task of selecting those to govern the Nine Provinces is left to you, father. They must be capable and not mediocre.”

”With your words, I already have a few candidates in mind.”

”Cai Ci, Yan Bing, these two can undertake great responsibilities.”

Additionally, Yao Jia, Meng Yi.

After a moment of thoughtful consideration, Ying Zheng had four candidates.

These four are all talented.

”By the way.”

”With the division of Nine Provinces and Thirty-Six Prefectures.”

”How do you propose organizing your idea of the Academic Palace?”

”Educating the world is no simple task.”

”And even though there is paper to carry written language, our Qin collects books from all over the land, even if we hire many to copy and catalog them, it will not be possible to distribute them nationwide without several years of effort,” Ying Zheng snapped back to reality, looking at Zhao Feng.

To educate the world and promote literacy.

If accomplished, it would truly benefit the world, and the future of the world would have countless talents.

But this requires ample time to propagate.

Moreover.

The manpower and national power required are immense.

”This is the second thing I wanted to address.”

”Movable type printing.”

Zhao Feng smiled, holding several stamp-like objects in his hand.

”What is movable type printing?”

Just like the paper earlier, this term was entirely unfamiliar.

”Similar to creating stamps, then using ink to print them on paper.”

”Different characters can be carved into movable types, which can be freely combined, without needing handwriting, directly printed.”

Zhao Feng explained the principle of movable type printing.

Ying Zheng, being extremely clever, understood instantly with the brief explanation.

”Divine Artifact.”

”It is unequivocally a divine artifact.”

”If books were printed using movable type printing, what currently takes several years of copying and distributing could perhaps be completed in half a year to a year with these moveable types.”

”No wonder you have the desire to educate the world, with this paper and movable type printing, itʼs indeed possible,” Ying Zheng said, with an excited smile on his face.

He seemed to glimpse a future where everyone in the Qin world is literate.

”Regarding the establishment of the Academic Palace.”

”Starting from the county seat, County School Palaces are established, County City establishes County School Palaces, State Capitals establish State Academies, a three-tier examination process, then establishing a Capital City Academy in Xianyang. Those who pass the State Academy examination may enter the Capital City Academy for further evaluation, and those who pass can become officials.”

”Scholars from all over the world, those who are talented and pass the examinations may become officials,” Zhao Feng stated.

”Three-tier examinations, ultimately culminating in Capital City evaluations.”

”Such a method of selecting talents is truly novel, never seen before,” Ying Zheng praised in astonishment.

Zhao Feng brought too many surprises today.

So many that he couldnʼt even fathom.

”This examination system shall be named the Academic Palace Examination System,” Zhao Feng said with a smile.

”Setting up Academic Palaces requires teachers, talents; where will you find them?”

”Furthermore, the opening of Academic Palaces requires sufficient funds, where do you plan to get them?”

”Though itʼs for educating the world, students of the Academic Palace cannot be enrolled without charge, even in the former Qiʼs Jixia Academy, entry wasnʼt unrestricted: first talent, then wealth.”

”You must think these through carefully,” Ying Zheng said slowly.

Upon hearing this.

Zhao Feng laughed: ”Father, who exactly is the Emperor of this Qin?”

”I proposed so many national policies, and you still want me to implement them?”

”I only suggested, did not intend to do it myself.”

”So, you think this over slowly yourself.”

”Your son will head home first.”

With that.

Zhao Feng waved his hand directly, turning around to leave.

Seeing Zhao Fengʼs decisive demeanor.

Ying Zheng was taken aback.

After quite a while.

He finally cursed begrudgingly: ”You brat, proposing so many things at once, trying to tire your father to death? Heartless brat.”

But after cursing.

Ying Zheng looked at the paper and moveable printing type in his hand.

”What is this bratʼs mind composed of?”

”Paper, movable type printing.”

”Academic Palace examination enrolling officials.”

”These are all beneficial policies for the nation and the people.”

”After the previous four national policies are implemented, and with these, Qinʼs national power will undergo a transformative change.”

”Moreover.”

”The brat hasnʼt finished, knowing the flaws of Qinʼs military merit system, yet hasnʼt proposed a solution.”
