The Dragon Warlord's Silent Bride

RAIGORO’S POV

By evening, Raigoro had stopped changing the northern plan.

The field officers had their assignments. The next useful information would come from the northern relays, not another hour spent explaining the same map.

The Dragon Host courier pair had returned from North Spur before dusk.

The reserve wardstone had not moved.

North Spur had received the real hold order and continued allowing its ordinary paperwork to show transfer preparation.

The dragons themselves had been taken off readiness after the round trip.

Good.

The deception was still intact, and Raigoro had no intention of treating a completed courier flight as proof that the pair was immediately available for another one.

What remained was preparation, political work, and waiting for information already moving south.

Captain Veyr looked toward the Dragon Host assignments.

”Vharos?”

”Not part of the deployment.”

No one argued.

Vharos had improved during the previous several days. He was eating more consistently, moving between the protected cavern levels under his own power, and had completed one short supervised flight.

Master Clair permitted that flight only while Vharos remained within his better baseline.

Healer Lou did not permit combat.

Raigoro considered those two facts entirely different things.

The command clerk entered.

”Foreign courier. Merovia.”

Daric’s attention shifted immediately.

Different investigation.

Same room.

Raigoro held out his hand.

The Merovian seal had crossed Blackharrow several times now without producing an answer.

This message changed that only slightly.

Daric read over his shoulder.

”The transferred embassy collection has been physically located.”

”Finally.”

”Do not become cheerful.”

Raigoro kept reading.

Several boxes from Queen Elara’s period had been identified under old Blackharrow embassy inventory numbers.

The boxes were poorly catalogued, with some still sealed and others damaged.

The provincial archivist refused to release documents based solely on approximate date and topic.

The collection would first have to be inventoried, copied under witness, and authenticated before any material could travel.

Daric said, ”Reasonable.”

”Irritating.”

”Yes.”

One officer looked between them.

Raigoro folded the letter.

”What do we know that we did not know yesterday?”

Daric answered.

”The correct collection exists physically.”

”Contents?”

”Unknown.”

”Useful material?”

”Unknown.”

”Time?”

”Unknown.”

The officer appeared less impressed.

Good.

Raigoro handed the letter back.

”Keep it active.”

”It has been active longer than some marriages.”

Raigoro looked at him.

Daric attempted innocence badly.

The courier carried a second Astevan packet.

This one was thicker than Severin’s earlier objections.

Daric opened the cover letter.

”He sent the mechanism.”

Raigoro took it.

Severin had done exactly what he previously argued the Five Crowns should do.

He had put procedure on paper.

The proposal created a shared treaty-logistics audit covering strategic ward materials as well as ordinary military-linked trade, with defined record categories, reciprocal access instead of unilateral Blackharrow inspection, neutral Crown witnesses for foreign commercial archives, limits on how military discoveries could expand into civilian searches, and mandatory review after emergency access.

Captain Arven looked at the pages.

”That is more useful than another objection.”

”Yes.”

Daric turned another sheet.

”There is an emergency clause.”

Raigoro read it.

That was where the argument had moved.

Severin would permit urgent verification of foreign-linked contractors when a current military threat existed.

But the proposal required notification to the affected Crown and a witness before Blackharrow accessed records outside its own territory.

Raigoro tapped the line.

”Too slow if the record answers whether a ward fails tonight.”

Daric nodded.

”His argument is that without this requirement, every future Warden can call an investigation urgent and search first.”

”Also true.”

Arven looked between them.

”Which one wins?”

”Neither.”

Raigoro pulled a reply sheet closer.

Blackharrow would accept the joint audit framework in principle.

Blackharrow would accept the reciprocal limits, witnessed access, and post-emergency review in principle.

It would not accept a rule requiring prior foreign approval before acting on records already lawfully held inside Blackharrow.

And for genuinely time-critical records held abroad, Raigoro proposed a narrower emergency mechanism:

immediate preservation, witnessed limited inspection, and automatic Five-Crown review afterward.

Daric read the language.

”Severin will object.”

”Probably.”

”You agree with half his argument.”

”More than half.”

Arven looked mildly offended.

Raigoro continued.

”That is why it requires an answer instead of an insult.”

Before dismissing the officers, Raigoro confirmed the existing field signals.

HOLD.

WITHDRAW TO INNER LINE.

WARD FAILURE.

CONTROLLED ADVANCE.

The signals could not explain tactics.

They did not need to.

Every outpost commander already knew what each one required.

The senior officers left with final assignments.

Daric remained when the field officers began collecting their assignments.

Raigoro looked at him.

”Citadel stays yours.”

Daric nodded.

Daric would control internal security, courier priority, intelligence, family and casualty reports, reserve coordination, and any audit finding important enough to reach the field.

Daric would not ride north with Raigoro.

Someone competent needed to control everything the battlefield could not.

The Duchess arrived again after the field officers left.

Raigoro gave her only the final administrative changes relevant to the audit. The restricted troop placements remained inside Command.

She did not ask for more.

Her attention went instead to the one deployment question she clearly cared about.

VHAROS?

”He stays.”

She looked at him.

”For now.”

She nodded.

The dragonstone beneath her collar remained still.

A foreign packet lay closed beside Daric’s hand. The Duchess glanced once at the Merovian seal before returning to the northern logistics file.

Raigoro noticed but offered no explanation.

The investigation into his wife was moving again.

So was everything between them.

The timing was becoming increasingly unpleasant.

Then Raigoro handed the Duchess Severin’s objection.

She read more slowly.

When she finished, she wrote:

HE IS NOT WRONG.

Daric looked delighted.

”I will send that to Asteva.”

The Duchess gave him a look.

Raigoro said, ”He is not entirely wrong.”

She nodded.

Then wrote: BUT HE IS NOT WAITING BESIDE THE CRACKED WARD.

”No.”

That was the problem.

Severin could require a foreign witness because he was writing from Asteva. The commander beside a failing ward might have hours.

Raigoro folded the reply.

”We solve both problems.”

The Duchess read his face.

”The rule has to restrain whoever holds this office after me.” He tapped the West Rime report. ”It also has to work when a commander has hours instead of days.”

The Duchess looked at the two papers.

She wrote: EASY.

”Obviously.”

Her mouth almost curved.

A relay clerk entered carrying northern priority wax.

”Your Grace. West Rime.”

Raigoro broke the seal.

The message had been written before dusk.

It was now well into the night.

WARD PRESSURE INCREASED.

OUTER FRACTURE WIDENING.

CORRUPTED MOVEMENT CONTINUES.

Nothing on the page told him what had happened during the hours since.

Raigoro folded the dispatch.

”Departure moves to before dawn.”

Daric nodded.

The Duchess said nothing.

She did not need to.

The last practical layer of the plan had been built.

Now Raigoro had to leave the Citadel and discover which parts of it were already obsolete.
