The Dragon Warlord's Silent Bride

RAIGORO’S POV

Three days after returning from Rellan, Raigoro discovered that restricting his work hours created more paperwork, not less.

People simply accumulated it outside his rooms.

Daric brought military reports.

Mistress Hale brought household matters.

The treasury sent casualty-payment confirmations.

Master Clair sent Vharos’s observation summaries with a note informing Raigoro that cracked ribs did not exempt him from recording bond reactions accurately.

His wife sent nothing.

That was why Raigoro asked for her.

She arrived with Alma and a folder already under one arm.

Apparently the absence of reports had not meant an absence of work.

She crossed to his desk.

The movement brought back the lower gate: one step toward him before she stopped herself.

Raigoro still remembered it.

His wife placed the folder on the desk, giving him something more useful to consider.

”You sent for me?”

Raigoro indicated the chair across from his desk.

She sat.

Alma remained near the wall.

Mistress Hale joined them a few minutes later with the household steward and one senior relief clerk.

Raigoro opened with the point before someone attempted ceremony.

”Rellan exposed a problem.”

His wife reached for her slate.

WHICH ONE?

Reasonable question.

”There were several.”

Daric would have enjoyed that.

”Family relief, casualty correspondence, emergency accommodation, and missing-person records are handled by different offices,” Raigoro said.

Mistress Hale nodded.

”For different reasons.”

”And that does not need to change.”

His wife looked at him.

Raigoro continued.

”Rellan proved the problem is what happens when those records disagree.”

The senior relief clerk nodded. ”Her Grace found the maintenance crew because she compared records none of our offices would ordinarily review together.”

”No one office had all of it,” Raigoro said. ”The specialists remain where they are. What changes is who receives the contradiction.”

Raigoro pushed a written proposal across the table.

”You will.”

She read. The proposal carried no grand title and gave her no invented military authority. The Grand Duchess’s household would hold a defined coordinating responsibility for family-relief discrepancies, missing or unaccounted persons, conflicting casualty records, emergency family accommodation, and communications crossing more than one household support office.

The specialists remained in place.

The Duchess could request cross-record review when a case did not make sense.

The clerks would flag contradictions for her household.

She could return a case for verification.

She could not alter military casualty findings, medical conclusions, or legal status merely because she disliked an answer.

His wife read that section twice.

Then nodded.

Of course that was the section she checked most carefully.

She wrote: WHY ME?

The relief clerk looked surprised.

Raigoro was not.

”Because you already did the work.”

She shook her head.

Then wrote: THE LEDGER FOUND THEM.

Raigoro read the sentence.

”The ledger was there before you read it.”

Her hand stopped.

”The maintenance schedule was there. The gate record was there. The lamp book was there.”

Raigoro leaned back carefully enough not to aggravate his ribs.

”Thirty-one people remained on the rescue list anyway.”

She looked down at the proposal.

”You noticed the number did not fit.”

The room remained quiet.

Raigoro continued.

”That is a specific skill. I am giving you responsibility that uses it.”

The responsibility came from demonstrated skill, not from her marriage or the covenant. When different records disagreed, she kept looking.

She wrote: WHAT IF I MISS SOMETHING?

The relief clerk answered this time.

”Then one of us should catch it.”

She looked at him.

He added, ”And if we miss something, Your Grace should catch us.”

She stopped worrying at the edge of the slate and returned to the proposal.

Then pointed toward one paragraph.

WHO MAKES THE FINAL DECISION IF RECORDS STILL CONFLICT?

Raigoro answered.

”Depends on the record.”

”Military casualty status remains military.”

The relief clerk added, ”Dependent support remains under treasury and relief law.”

Mistress Hale said, ”Household accommodation remains household.”

Raigoro finished.

”Your authority is to make sure the contradiction reaches the people who can resolve it rather than disappearing between their desks.”

His wife looked at the page again.

Then wrote: THAT SOUNDS LIKE A GREAT DEAL OF OTHER PEOPLE’S PAPER.

Mistress Hale said, ”Yes, Your Grace.”

Mistress Hale’s answer was immediate enough to make the relief clerk look down at his copy.

Good. No one intended to make the assignment sound attractive.

His wife turned back to the proposal before signing.

WHAT STOPS EVERY OFFICE FROM SENDING ME EVERY PROBLEM THEY DO NOT WANT?

The household steward coughed into one hand.

Raigoro said, ”A useful question.”

The senior relief clerk pulled his copy closer.

”A case stays with the office that owns it unless there is a documented contradiction, a missing person, or a support problem that crosses offices.”

His wife wrote:

DOCUMENTED HOW?

”The clerk records which sources disagree and what has already been checked.”

Raigoro added, ”You are not becoming the Citadel’s answer to unfinished paperwork.”

She stopped regarding the proposal as though it might conceal an ambush.

”Nor are you replacing the people who know military casualty law, treasury rules, medicine, or mine records.”

She nodded.

The steward said, ”If an office sends you a problem without doing its own work first, you may send it back.”

She wrote immediately:

GOOD.

Mistress Hale looked at Raigoro.

”I expect that provision will be used.”

”So do I.”

His wife returned to the proposal and read the remaining provisions without the earlier suspicion.

She then took the approval sheet.

She signed in the same way she handled household decisions, with her written office mark rather than a personal name.

APPROVED.

The relief clerk collected his copy.

Mistress Hale gathered the household version.

The work existed now.

Before leaving, his wife stopped beside the desk.

She wrote one more line. DOES THIS INCLUDE MINERS?

Raigoro looked at her.

”Any Blackharrow household under an emergency support case that falls within the defined authority.”

Miners were included too.

She nodded.

Then she left with the folder under her arm.

The door had barely closed behind her when Daric entered through the other one.

”You gave her more work.”

”Yes.”

”Was this revenge for the medical argument?”

”No.”

”Pity.”

Raigoro looked at him.

Daric picked up the spare proposal.

”She’ll be good at this.”

”I know.”

Daric paused over the spare proposal.

Raigoro returned to the report on his desk before the man could become irritating.

The title Selena Valence had brought his wife into Blackharrow.

This work belonged to the woman who had noticed six missing names.

Raigoro still did not know what to call her.

But Blackharrow was beginning to know what to ask her for.
