When this news reached Cao Cao’s ear, Cao Cao was so angered by the rumors that had been spread about him, and what Liu Bei had done to destabilize his control over Qung Province that he threw his favorite scrolls and stationery to the ground, he ordered for his army to be raised and proceed to chase Liu Bei but managed to be calmed down by his advisors, and all this movement was known by Lie Fan since day one.

Liu Bei left Qing Province and headed toward Liu Biao going according to his plan, but he never thought that Liu Bei would leave a big mess for Cao Cao, and this is not the Battle of Changban Bridge where 100,000 people followed Liu Bei to flee Cao Cao, which was a bigger mess than this one.

Still, this means Cao Cao would be distracted with pacifying the people of Qing Province, and Liu Bei heading toward Liu Biao means he needed to set his plan in motion and to do that he needed to reorganize his army once again.

So he ordered all of his army group to head toward Xiapi, especially the Qinglomg, Baihu, and Xuanwu Army who were solidifying Lie Fan’s control over his land in Yang Province.

Zhuque Army and Lujiang Army were also called to head toward Xiapi, to bring all of their men alongside him, and after sending his order out Lie Fan called for Xun You and Chen Gong to take a census and count how many men he had under him now.

Xun You and Chen Gong census the army that was stationed at Xiapi, and they found out that the number had increased dramatically, especially with the addition of Lu Bu’s former army to Lie Fan’s army.

Before leaving to attack Yan Baihu, Lie Fan had around 65,000 men stationed at Xiapi and now he has around 200,000 men which is unprecedented, 20,000 men from Liu Yao’s soldiers that were turned by Lie Fan to his soldiers, and the rest 115,000 men from Lu Bu’s former army.

If Xun You remember correctly, The Qinglong Army, Baihu Army, and Xuanwu Army each had 50,000 men totaling 150,000 men, the Zhuque Army had 45,000 men and the Lujiang Army had 40,000 men.

That means in combined total Lie Fan had around 435,000 men under him which was massive, and the number of the other Army group hasn’t been updated yet since they haven’t arrived at Xiapi yet.

After they finished their census, they presented it to Lie Fan and told him that they needed to increase the number of their agricultural production to keep up with the demand for supplies needed to feed Lie Fan’s Army.

Lie Fan smiled and told the two of them that now thanks to the Crop Rotation System they had implemented across Xu and Yu Province alongside the Tuntian System, they had a large surplus of food that even the demand couldn’t keep up.

Now the land in Qing Province and Yan Province will also face the same agricultural expansion he did in Xu and Yu Provinces, so the matter of food is not a problem, especially since the potato he ’bought’ from a foreign trader before has a very fast harvest time.

He even hoped that his army would reach 500,000 number and that would be the maximum he had, as more than that would be too hard to organize with the current size of his domain currently, maybe after taking down Gongsun Du and the Northern part of Jing Province under Liu Biao he will expand the size once again.

Xun You and Chen Gong who heard this give their agreed with Lie Fan’s words and after another month passed, all of Lie Fan’s Army group reached Xiapi and this became a spectacle to the people of Xiapi, and people who passed by Xiapi or enter Xiapi.

Lie Fan personally welcomes everyone with his advisors in tow, Lie Fan welcomes them and brings them to a tent that was prepared by him to welcome his main generals and to have a feast, without wine for now.

Lie Fan then asked each Heas General and Advisor of his Army group the number of men under them, since he wanted to reorganize the army since their number had increased, and he also introduced Zhang Liao and Gao Shun to everyone there.

The two of them will become the Head General and Vice General of the army under him named Qilin, after announcing that everyone gives a cheer to Zhag Liao and Gao Shun who accept the cheer by drinking a cup of tea.

After that, Huang Zhong told Lie Fan that the Qinglong Army under him 50,000 now numbered 70,000, Dian Wei told Lie Fan the Baihu Army of 50,000 men now numbered 65,000 men, Zhang Chao told Lie Fan the Xuanwu Army of 50,000 men now numbered 60,000 men, Taishi Ci told Lie Fan the Zhuque Army of 45,000 men now numbered 55,000 men, and lastly Lu Jun told Lie Fan the Lujiang Army of 40,000 men now numbered 57,500 men.

Lie Fan was shocked when he heard the number not only didn’t decrease but increased instead and when Lie Fan asked about this, all of them gave the same answer which was they use the same strategy Lie Fan always uses, creating their own prisoner army.

When Lie Fan hears that he is satisfied because in this era prisoners were either released or executed, of course sometimes incorporated into their army, but that practice wasn’t done vastly due to Confucious teaching, and Lie Fan lamented the wasted manpower that could be used.

Lie Fan: ”Gongda with this how many soldiers do I have under my command? Combined with the result of 200,000 men yesterday.”

Xun You: ”My Lord you have around 507,500 men under your banner! With this number, you can be said to be the strongest Lord in the land right now My Lord.”

Lie Fan: ”Haha I never expected to have such a large army when I first started this path, we have come a long way now. Alright then, since everything was ready Gongda and Gongtai, how do you think we should reorganize our army group?”

Xun You: ”Since we have more than 500,000 men, My Lord, we suggest that the Qinglong, Baihu, and Zhuque Army receive the highest increase in their army we have them to be increased to 80,000 men.”

Chen Gong: ”As for Xuanwu and Lujiang Army since they are protecting a less dangerous area, especially Xuanwu Army, we suggest that the Xuanwu Army and Lujiang Army be incorporated into one army numbering 112,500 men under the Xuanwu banner and have it guarding Lujiang to Guangling alongside Yang Province, which leaves us with 155,000 men as the main force assigned to Qilin Army.”

Xun You: ”My Lord this is my personal opinion but since the main army is too big to patrol Xu Province, I suggest General Huangfu Song and Zhu Jun lead an Army of 20,000 men as patrol.”

Lie Fan: ”Hmm I see, I agree with the two of you, and having Xuanwu Army and Lujiang Army incorporated into one banner also makes it easier for us to coordinate with each other and to prepare for the next step, and I also agree for the security of Xu Province we need a patrol army.”

Lu Jun: ”My Lord I’m sorry for interrupting you, but if the Lujiang army was incorporated into the Xuanwu Army, where would it stationed? If it all stationed at Guagling or another area, Lujiang will be vulnerable to Liu Biao’s army.”

Lie Fan: ”Don’t worry Lu Jun, they will be stationed at the same place they are stationed currently it’s, just the command structure was blended into one banner and now you answer to Zhang Chao.”

Lu Jun after hearing that sat down and thanked Lie Fan for answering him, since the Army has been reorganized now the headquarters will be organized as well, for Qinglong, Baihu, and Zhuque Armies their headquarters will stay the same, it’s Xuanwu who will change from Guangling to Jianye to expand its reach toward Yang Province.

Sod due to this, Zhang Chao was transferred to become the Governor of Jianye which leaves the Governor seat of Guangling to be empty, and Lie Fan feels that Sima Lang has done enough as Prefect of Huai’An and promoted him to become Governor of Guangling to replace Zhang Chao.

This left Huai’An to be without a Prefect and since HuaI’An was the core of the entire innovation and project under Lie Fan’s banner, it needed a competent person to lead and navigate its tricky path there.

At this time Huang Zhong stood up and told Lie Fan that he had two talented people named Yu Fan and He Qi who was the former number one advisor and general to Liu Yao, and he felt that Yu Fan could become the Prefect of Huai’An with the contributions he has done to prove his loyalty.

Lie Fan instantly remembered that there were He Qi and Yu Fan, so he told Huang Zhong to call for the two of them and Huang Zhong told one of his aides to call for Yu Fan and He Qi, after waiting for several minutes the aide come back with Hu Fan and He Qi in tow.

Lie Fan instantly uses the eye of Erlang Shen on Yu Fan and He Qi when they enter the tent, while he welcomes the two of them with a smile and tells a servant to prepare a seat for Yu Fan and He Qi.

While being satisfied with Yu Fan and He Qi’s attributes, he asked them if they truly wanted to serve him which received a positive response from both of them and so due to that, he told Yu Fan that for his loyalty and contributions, he was promoted as Prefect of Huai’An.

Yu Fan who heard this stood up from his seat and thanked Lie Fan for the chance given to him, he promised to do his best and after Yu Fan finished talking Lie Fan told him to consult with Jia Xu about Huai’An matters, which Jia Xu receive what he meant and cupped his hand toward Lie Fan.

Next and the last agenda, the officers or generals under each army will also have a rotation or change, especially with the new addition from Lu Bu’s Army and He Qi’s arrival.

The Chao Brothers, Zang Ba, Ji Ling, and Xu Rong will be in the Qilin Army, after that He Qi, Lu Fan, Lei Bo, Hao Meng, and Hou Cheng will be in the Qinglong Army. Song Xian, Wei Xu, Chen Lan, Qiao Rui, and Ze Rong will be in the Baihu Army, After that Cheng Lian, Ren Jun, Fan Chou, and Cao Xing will be in the Zhuque Army.

Lastly for the Xuanwu Army, there will be Lu Jun, Lu Bao, Lu Qian, and Fang Yue. After Lie Fan finishes telling the list of appointments, all of the Head Generals and advisors stood up and cupped their hands toward Lie Fan, who in return laughed and told them to sit down and continue the banquet, while in Xiapi there’s a good atmosphere it’s not the same for Liu Bei who flee Qing Province heading toward Xinye.
