”Joint military and civilian leadership.”

Aramaeis added, ”No unnecessary separation between us. Not for resource allocation. Everyone must be equal.”

Aurelius looked toward him.

”That will cause political problems.”

Aramaeis’s expression did not change.

”Then the politicians can survive the inconvenience.”

Arcturus almost smiled.

Aurelius sighed.

”I’m beginning to remember why I requested you.”

”Because I’m right.”

”Don’t push it.”

They worked until dawn.

Housing plans became districts.

Districts became permanent settlements.

Military engineers were reassigned to construction.

Abandoned facilities were converted into hospitals.

Agricultural specialists were given priority protection.

Medical supplies were redistributed.

For the first time, the evacuation was not simply an escape.

It was becoming a beginning.

By morning, the first meeting had ended.

The second had already begun.

And it was considerably louder.

General Gremory stood outside the command room, listening to the arguments inside.

He had learned something about humans.

They could survive almost anything.

They could also spend six hours arguing about where to put a wall.

The doors opened.

Arcturus emerged.

He looked exhausted.

Aramaeis tilted his head.

”You look terrible.”

”Thank you.”

”It was not an insult.”

”That makes it worse.”

Aurelius followed.

Then a myriad of advisors, politicians and anyone with enough security clearance.

Aurelius’s eyes settled on the General

For a moment, the two studied each other.

Aurelius had seen many dragons before.

But there was something different about Aramaeis.

Perhaps it was the scales that had seen too much war.

Perhaps it was the weight of everything the dragon had lost.

Or perhaps Aurelius simply recognized the look in General Gremory’s eyes.

The look of someone who had inherited a world without asking for it.

”You’re the General. What do you think of the plan?”

Aramaeis looked thoughtful.

”I think the prince would approve.”

”Good.”

The Chancellor paused.

”Have you talked to him?”

Aramaeis looked toward Arcturus.

”Not since the day he left to kidnap Isolde.”

Arcturus folded his arms.

”Some kidnapping, they literally kissed.”

”My daughter has loved him for as long as I can remember.”

”They fit well together, Tia would approve.”

”She loved her auntie Tiamat as well.”

”When is the marriage?”

The Chancellor looked between them.

”We have bigger issues.”

Aramaeis smiled.

”Smart dragon.”

Aurelius cleared his throat.

”We have work.”

General Gremory looked toward the windows.

Below, the camps stretched toward the horizon.

”So do I.”

The two men followed his gaze.

Arcturus’s expression became distant.

”More people will come.”

”Yes,” Aurelius said.

”They will be afraid.”

”Yes.”

”They will not know where to go.”

Aramaeis stepped beside him.

”We’ll find somewhere.”

Aurelius looked at him.

”Not somewhere.”

Arcturus waited.

”A home.”

The words struck them all silent.

Aurelius looked down at the evacuees.

Then he nodded.

”Yes.”

Not somewhere.

A home.

The announcement was made before noon.

Every available screen carried the same message.

Radios interrupted their broadcasts.

Soldiers gathered civilians in the largest open areas.

People stopped working.

Children stopped playing.

For several moments, the entire settlement waited.

Then Chancellor Aurelius appeared.

He did not stand behind a grand podium.

There was no ceremony.

No banner.

Only a table, a microphone, and two dragonkin standing behind him.

Commander Arcturus.

General Aramaeis Gremory.

Aurelius looked into the cameras.

”Today, we begin something new.”

The settlement listened.

”For too long, humanity has survived one disaster only to wait for the next.”

His voice remained calm.

”But survival alone is no longer enough.”

Behind him, the map of the known settlements appeared.

The people watching began to murmur.

The map was smaller than many of them remembered.

Too many regions were dark.

Too many cities were gone.

Aurelius continued.

”Our numbers are declining.”

There was no dramatic reaction.

Not immediately.

People had known.

Perhaps not the statistics.

Perhaps not the projections.

But they had known.

Every empty home told them.

Every abandoned school.

Every missing face.

Aurelius did not lie to them.

”We have lost too many.”

Arcturus stepped forward.

”And we will lose more.”

Aurelius glanced toward him.

Arcturus continued.

”Anyone who tells you otherwise is selling you a comfortable lie.”

The silence became absolute.

”But this is not the end.”

Arcturus’s eyes moved across the gathered crowd.

”We have spent too long running.”

Aramaeis stepped forward.

”Now we build.”

The words spread through the crowd.

Build.

Aurelius raised his hand toward the map.

”A new unified defense and settlement initiative begins today.”

The name appeared on the screen.

THE IMPERIAL PRESERVATION INITIATIVE.

The crowd watched.

”Our first responsibility is the protection and settlement of every evacuee.”

Aurelius continued.

”No one will be treated as excess population. Every species will be equal”

Arcturus looked toward the people.

”No one will be abandoned because they are not useful in battle.”

Aramaeis’s voice followed.

”And no child will be raised to believe that war is the only future this empire can offer them.”

For the first time, something changed in the crowd.

Not hope.

Not yet.

Hope was fragile.

But attention.

People began to listen.

Aurelius continued.

”We will build permanent settlements.”

”Defensible settlements,” Arcturus added.

”Sustainable settlements,” Aramaeis said.

The crowd fell silent again.

Dragonkin, Succubi, many different races of beastkin, elves and dwarves.

Humans.

So few compared to what they had once been.

And yet still so many.

So complicated.

So loud.

So unwilling to disappear.

”I do not understand everything about humans,” Aramaeis admitted.

A few people laughed softly.

”I probably never will.”

The laughter became warmer.

The general looked toward the horizon.

”But I understand loss.”

Silence returned.

”My mother understood loss.”

His voice grew quieter.

”My father understood it too.”

Arcturus looked toward him.

Aramaeis’s wings shifted behind him.

”I have watched people die because there was no one there to protect them.”

The Dragonkin looked directly into the camera.

”I will not promise that no one will ever die again.”

His voice hardened.

”I cannot make that promise.”

The crowd listened.

”But I can promise this.”

A murmur moved through the people.

Aramaeis spread his wings.

”We will not surrender our empire one person at a time.”

For several seconds, there was silence.

Then someone began to clap.

Another joined.

Then another.

Until the sound spread across the settlement.

Not cheering.

Not celebration.

Something stronger.

A decision.

They had not won.

Not yet.

But for the first time in a long time, it had chosen to fight for something beyond the next day.

That night, the three of them returned to the command room.

A new map covered the table.

This one had no red lines.

No borders.

Only people.

Settlements.

Supply routes.

Defensive positions.

Places where people could grow.

And places where they needed to be protected.

Arcturus looked around the room.

”So.”

Aurelius looked up.

”So?”

”We’re really doing this.”

Aramaeis leaned back in his chair.

”You say that as though you expected us to change our minds.”

”I was hoping.”

Aurelius almost smiled.

”There is something else.”

The two dragonkin looked at him.

Aurelius’s expression had changed.

Arcturus immediately noticed.

”What happened?”

The Chancellor walked toward the table.

His eyes moved over the map.

”The Ashen are here.”

Arcturus frowned.

”How do you know?”

Aurelius slowly looked up.

”The scouts have seen them, out there watching.”

Aramaeis’s hand moved toward his weapon.

”How many?”

Aurelius hesitated.

”They don’t know.”

Arcturus stepped closer.

”What do you mean, they don’t know?”

Aurelius’s tired eyes darkened.

”They are scouting us.”

The room became still.

”How long?”

The Chancellor shook his head.

”Since we returned.”

Aurelius looked toward the windows.

”Scouting what?”

Aramaeis looked down at the map.

At the settlements.

At the evacuation routes.

At the plans humanity had only just begun to make.

”Us.”

Outside, the city continued to rebuild.

People carried supplies.

Children slept.

Families were assigned homes.

Soldiers prepared new defensive positions.

For the first time in months, perhaps years, the empire was beginning to believe it might have a future.

Far beyond the walls—

The Ashen watched.

And it had noticed that humanity had finally stopped running.
