Chapter 1330: Chapter 339: Government-in-Exile

Ens continued, ”West Coast cities such as Cabinda and Luanda are advantageous for navigation with the Baltic Sea region, which means they make it easier for you to communicate directly with Saint Petersburg.”

”Of course, although Saint Petersburg is your country’s political center, I do not recommend that you make Saint Petersburg your primary objective in this campaign.”

”After all, Saint Petersburg is now also the main base of the Russian Labor Party, whose power there is very strong, especially after they purged your people. At the same time, because of the war in Europe, the Baltic Sea has been blockaded by the Allies and the Allies, which is not conducive to the transport of supplies and the transmission of information.”

”Therefore, I suggest you set your government seat in Dar es Salaam, or in an area north of Dar es Salaam City.”

”From the East African East Coast to channels of contact with Russia’s interior, there are several routes, including the Suez Canal, the Middle East and Central Asia, and finally the Siberian Railway.”

”And the Siberian Railway is the most favorable for you to make use of. Through the Siberian Railway, you can establish contact with forces in eastern Russia, and as far as I know, the forces in Siberia are still loyal to the Russian government.”

In his previous life, the main bases of reactionary forces such as the Russian White Bandits had been concentrated in Russia’s east. Well-known bandit leaders like Denikin and Goltsak relied on the Siberian Railway to obtain support from external powers and thus wage struggle against the Labor Party.

And the Siberian Railway was also the only transport route through which support for Russia’s reactionary forces could move unhindered.

So Ens pointed out, ”Either eastern Russia is controlled by the Labor Party, or, because of the European war, it has been blockaded by the Allies and the Allies.”

”Therefore, if you now want to communicate with the homeland or allocate supplies, you must either use the Siberian Railway or rely on overland transport through Central Asia.”

”Obviously, Central Asia and the Indian Ocean Coast are not Russian territory, after all, so this route is not as secure as the Siberian Railway.”

”Thus, in your confrontation with the Labor Party, you should place the Siberian Railway in a relatively important position.”

”At the same time, this is also why I recommend that you set your government seat in an East African East Coast city.”

”In addition, choosing one of our East African cities has another advantage, namely that you can obtain various kinds of intelligence and information from inside Russia more quickly.”

After several decades of development, East Africa had already built the world’s second-largest submarine cable network, second only to the United Kingdom, and was also actively developing land-based postal and telegraph systems between East Africa and Europe, the Middle East, and other regions.

Thus, it was extremely convenient for East Africa to obtain intelligence and information from all over the world; in this respect, only Europe and the United States could be compared with East Africa.

After listening to Ens’s proposal, Aleksey said, ”Then let’s set the location in Dar es Salaam City!”

Aleksey chose Dar es Salaam City not for any other particular reason, but mainly because Dar es Salaam City had long been East Africa’s largest city.

So Aleksey believed that by placing the exile government in Dar es Salaam City, at least the conditions in all respects would not be bad.

In fact, if possible, Aleksey did not want to leave Rhein City; after all, the climate in Rhein City was quite pleasant, whereas Dar es Salaam City was rather hot.

But as Ens had said, placing the exile government in a coastal area was more conducive to maintaining contact and communication with the homeland.

Moreover, since they were establishing an exile government, they were inevitably going to oppose the Labor Party, and once that happened, the weapons, grain, and other supplies needed by the exile government would have to depend on other imperialist countries.

Now that the exile government was set up in East Africa, it was clear that they would have to obtain most of their supplies by ”begging” from the East African Government, and those supplies, once they shipped out to Russia, would also require a region with convenient maritime transport.

Of course, Ens was well aware that supporting such a Russian exile government basically had no real future.

However, this did not prevent Ens from giving Aleksey and other Russian reactionary forces some assistance; after all, East Africa had previously robbed Nicholas II’s treasury in Kazan.

Besides that, Ens also hoped that this exile government could attract people from inside Russia to flow into East Africa.

Just as in his previous life, under a Labor Party regime, Russia would inevitably see a massive exodus of elites and wealthy people. For the Russian Labor Party, many of these people were trash and useless, since their existence, on the whole, did more harm than good to Russia’s social development.

But for countries like East Africa, these trash and useless people were a kind of wealth. Even the most corrupt Russian official, so long as he could bring his embezzled wealth to East Africa, would be of great help to East Africa; in any case, he could not cause harm to East African society.

After all, the reason he could throw his weight around in Russia was because of his bureaucratic status and position, but once he went into exile in East Africa, he naturally lost his former power.

Ens said, ”Then we will provide you with an office site in Dar es Salaam City free of charge, so that you can hold meetings and direct domestic affairs.”

Aleksey said with great gratitude, ”Thank you, Your Majesty.”

Forming an exile government was not an easy matter, especially for a country like the East African Government, which had never had any experience in supporting an exile government. East Africa had indeed supported some puppet states before, the most typical being the Abyssinia Empire.

Ten days later.

The Russian exile government was formally established in Dar es Salaam City. This government inherited the claims of the former Tsarist government. With Nicholas II’s personal situation unclear and him having long since announced his abdication, the former Crown Prince Aleksey naturally became the unassailable first heir to legitimate succession.

At the same time, Aleksey appointed Balarnov as prime minister and named other Russians who had gone into exile in East Africa as cabinet members, thus embarking on the first steps of governance.

After the exile government was established, it actively sought contact with the Royalist Faction, nobility, and military forces inside Russia, especially the military. Renowned Russian officers such as Dönitz and Goltsak were all primary targets for the exile government’s overtures.

It is worth mentioning that Chubalov, who controlled Kazan, was also one of the key figures the exile government sought to win over. This unlucky fellow was the warlord previously elevated by East Africa’s National Defense Security Bureau, and because his forces had not yet come into direct contact with the Labor Party, he still existed.

Furthermore, because he controlled Kazan, an important Russian city, Chubalov was considered one of Russia’s more famous warlords.

The establishment of the Russian exile government made the nobility and Royalist Faction inside Russia extremely excited to a certain extent, and many people could not wait to go to East Africa to pay their respects to Crown Prince Aleksey.

This also led some high-ranking dignitaries inside Russia, who had been preparing to flee, to include East Africa as one of their key destinations.

By contrast, some warlord forces inside Russia showed little interest in the exile government, especially those who supported the former Provisional Government.

The former Provisional Government, that is, the former Russian capitalist government, still enjoyed the support of many old Russian officers, who in fact preferred this government that had already been overthrown by the Russian Labor Party.

From the moment the former Russian Provisional Government was established, it had already signaled the divergence between the Russian nobility and capitalism.

This made it very difficult for the Russian exile government set up in East Africa to command and rally some of the forces in eastern Russia.

At the same time as the exile government’s establishment, the East African Government also intensified its domestic surveillance activities. After all, the founding of the Russian exile government was bound to attract the attention of the Russian Labor Party government, and Ens was also worried that some fearless Labor Party members might try to sneak into East Africa.

After all, they had dared to kill Nicholas II, so a former Russian Crown Prince who had gone into exile in East Africa was a trivial matter by comparison. This was another reason why Ens wanted Aleksey to set the exile government on the coast—he was actually afraid of being caught in the crossfire.

Of course, for now the Russian Labor Party’s energy could not extend overseas; the wars inside Russia alone were enough to keep them busy and exhausted. Even so, one can never be too careful, and the necessary precautions still had to be properly put in place.
