ASOIAF/Game Of Thrones: Ruler of Batannia

Deep Den fell without becoming the glorious slaughter Lord Creigh had imagined. Conditional surrender, bribed gates, frightened nobles, Reach pressure, Smith’s encirclement, and the quiet collapse of Lannister confidence did what direct assault would have done at higher cost. Randyll Tarly was forced to retreat after failing to seize the result cleanly, while Highgarden itself suffered a sudden diversionary attack. Diana’s hidden force burned outer empty camps and supply stores, creating enough chaos to make the Reach army withdraw south to protect its own borders.

The sequence struck Westeros like a storm moving too fast for ravens to keep up. Deep Den surrendered. Randyll withdrew. Highgarden flinched. The Reach pulled back. The Westerlands, already unrecognizable, now seemed to have found a new center whether the great houses liked it or not.

That center was Arthur Greyoak.

A few moons earlier, he had been an obscure sellsword captain with a strange banner and an army no one could properly explain. Now he held Casterly Rock, Lannisport, Golden Tooth, Deep Den, key mines, and most of the political weight left in the Westerlands after House Lannister had been cracked open like a rotten nut. Naturally, the realm responded with parchment. Men who feared swords often comforted themselves by writing letters at them.

The first formal decree came from Riverrun, carried under the authority of the northern cause and sealed by those now acting in the name of Bran Stark after Robb’s death. Its language was solemn enough to make a corpse sit straighter. It praised Ser Arthur Greyoak for his courage, his contribution to opposing Lannister tyranny, his role in liberating the people of the Westerlands, and his service to the alliance of the North and the Riverlands. It formally enfeoffed him as Lord of the Westerlands within the northern alliance, granting him authority over lands and peoples freed from the illegal rule of House Lannister and its vassals.

A crown without a crown had been thrown at him from the north. It carried the chill of winter and the desperation of House Stark needing strong friends.

Almost at the same time, a raven came from Highgarden. Lord Mace Tyrell wrote as Regent and Protector of the Realm, a title that sounded large enough to trip over. His letter congratulated Lord Arthur Greyoak on his brilliant victory, expressed satisfaction at the restoration of peace and order in the Westerlands, and looked forward to friendly, mutually beneficial relations with the distinguished Lord of the Westerlands. The words were warm. The calculation beneath them was warmer.

Near the end, Mace regretfully noted that the situation in King’s Landing and the defense against Stannis prevented Highgarden from providing more direct assistance. He trusted Arthur’s wisdom to manage local affairs. Attached to the letter was a parchment from the Citadel in Oldtown certifying Arthur Greyoak as the legitimate ruler of the Westerlands, purchased at a price that had probably made some maester pretend not to smile. There was also a private draft from House Redwyne concerning wine priority, port access, and trade cooperation.

Highgarden had chosen not to bleed for the Westerlands. It would recognize the man holding it, sell him enough courtesy to call profit peace, and keep its soldiers alive. Sensible. Annoying. Very Tyrell.

Letters of fealty followed like snow. Deep Den, Branding Castle, the Crag, Feastfires, Rockfall, and lesser houses across the Westerlands bent through ink before bending in person. Some were sincere. Some were terrified. Some were so false they nearly became honest through effort. All brought gifts, hostages, promises, and the same unspoken question: what must we give to survive?

Casterly Rock became the center of a new arrangement. Envoys arrived. Hostages were received. Seals were pressed. Gifts were weighed. Surrendering lords discovered that Arthur accepted words politely and then immediately asked for men, taxes, ledgers, and access to their gates. It was tragic, really, how quickly fealty stopped being ceremonial once someone meant to collect it.

Arthur accepted the northern enfeoffment and sent heavy gifts to Riverrun and Winterfell, thanking them for their recognition and reaffirming opposition to common enemies. He was careful with phrasing. He acknowledged alliance, friendship, and shared purpose. He did not bury himself under northern command so deeply that he could not breathe later.

His reply to Highgarden was just as measured. He thanked them for their recognition and expressed willingness to trade. He did not acknowledge Mace’s regency as a source of authority over him, and he carefully avoided naming Joffrey as king. The sentence looked polite on the page. Any half-awake reader would see the hole where obedience should have been.

As for the local lords, Arthur accepted every oath and issued decrees the same day. All nobles would swear fealty again in person. Each house would surrender part of its military power. Tax collectors and sheriffs appointed by the Lord would enter their lands. The Westerlands would follow a unified tax code. Private warfare was forbidden without ducal license. Mines, ports, and major roads would be inspected and recorded.

The decrees were not cruel. That made them harder to refuse. They were reasonable, orderly, and backed by enough Battanian soldiers to remind everyone that reason had brought friends.

Steward Alwin and Judge Morris became the core of the new administration. Smith reorganized field forces and absorbed surrendered Westerlands soldiers who seemed more practical than loyal. Diana oversaw Casterly Rock, Lannisport, and defensive restructuring. Flio reopened commerce, which meant merchants reappeared with the shameless vitality of weeds after rain. Grey Shadow combined his intelligence network with new policing rules to find rebels before they became brave.

Arthur appeared to transform from conqueror to ruler with insulting speed. Men muttered that he had planned it all. They were wrong, mostly. He had planned enough and adapted the rest. That, apparently, was close enough to prophecy for noble gossip.

Yet the smooth surface hid movement beneath. Power never settled cleanly. It only chose quieter rooms.

Deep inside Casterly Rock, in a secluded chamber carved into the mountain, Sybell Spicer sat before a stone basin filled with dark, bubbling liquid. The Toad Witch chanted in a crooked rhythm while candlelight shook across her pocked face and protruding chin. Her yellow eyes fixed on the water, unblinking.

Ser Rhaegar Spicer stood nearby, uneasy and silent.

The surface of the basin trembled. Images formed, vague at first: flames, long shadows, a shape woven from light and darkness, something that moved like a man and not like a man.

Sybell’s chant stopped. She spat blood into the basin, and the image shattered.

“My lady!” Rhaegar stepped toward her.

“He is coming,” Sybell gasped. Fear showed in her eyes for the first time. “The shadow of the Lord of Light. They crossed the Narrow Sea. They smelled the variable. They want to clear the path for their prince. The target is the Lord.”

Rhaegar paled. “Assassins? When? Where?”

“I do not know the road. Only the place. Fire and shadow. A feast. Joy. Men with their eyes full of wine and trust.” She wiped blood from her mouth, shuddering. “The wedding. His wedding to Alianna.”

The betrothal had not been Arthur’s idea, and he had refused it once already, in the hall at Lannisport, when the Toad Witch first named her price. What changed was not his heart but his arithmetic. Casterly Rock had fallen, and a conqueror who held a rock without holding the men around it held very little. Every western house was measuring him for a tyrant, a foreign one at that, and the houses that had opened their gates wanted proof that opening them had bought something more durable than a receipt. Sybell Spicer had asked again in the week after the surrender, without the fawning this time, and had laid out the case herself: House Spicer had taken Casterly Rock for him, House Westerling stood behind House Spicer, and the two together were a doorway into the old western nobility that no amount of Battanian discipline could force open from outside. Diana had said nothing and looked at the ledgers. Alwin had observed that a marriage cost less than a garrison and lasted longer. Arthur had thought of Ena, lying between breath and silence in Newroot, and had felt the particular disgust of a man discovering that his grief was, in the ledger of state, an item of no weight. Then he had said yes, because the alternative was to hold the west with fear alone, and fear required feeding every single day.

The betrothal between Arthur Greyoak and Alianna Spicer had been Sybell’s great achievement and House Spicer’s anchor in the new order. The wedding was set for three days later in Casterly Rock. The nobles of the Westerlands would attend. Envoys from the North and the Reach would watch. Guards would be present, yes, but celebration always softened men. Even soldiers became fools when musicians played.

“We warn him,” Rhaegar said. “Now.”

“And say what? That I saw shadows in dirty water?” Sybell sneered, though blood still stained her teeth. “He will doubt, and if the enemy learns we know, they will change shape. No. The wedding proceeds. We beat them at their own game.”

Rhaegar looked as if he disliked every word. “How?”

“Our people take key security posts. Quietly. The guards near the Lord, the dais, the shadowed passages. I will stand close enough to see what ordinary men cannot. Shadow killers use the gaps between light and darkness. My eyes can find them at the final moment.”

“You mean to stand between them?”

“If needed.”

“My lady—”

“This is the price House Spicer pays to rise,” Sybell said. Her voice was hoarse but firm. “And the promise I made to the Greenseer. Remember this, Rhaegar. If I die, you become head of House Spicer. Hold tight to the Lord’s ship. Complete the marriage. Protect our land and name. That is an order.”

Rhaegar lowered his head.

The basin stilled. The candles burned low. Outside the hidden chamber, Casterly Rock prepared for a wedding, because apparently peace could not last three days in Westeros without something crawling from the shadows to correct the mistake.
