Clan Rise: Starting as a Grandfather

Chapter 969: Chapter 685: New Dynasty System

Yang Zhenshan smiled and said, “Since it cannot be avoided, then lift the restrictions. The division of Da Rong’s border towns is not because Innate Martial Artists hold these towns, but because the court is not strong enough and lacks strict enforcement of term limits!”

“From now on, the main officials of the border towns must strictly enforce term limits, with a maximum of nine years for governors and generals!”

Yang Chengye nodded, understanding Yang Zhenshan’s intention.

Yang Zhenshan patted his shoulder, “The chaos in the system is not necessarily due to the system itself but may also result from a lack of execution!”

“Like the Martial Arts Temple and the Imperial Commerce Bureau, there were no issues when they were initially established, but as time passed, some began to undermine the system, look for loopholes, and even use the system for personal gain!”

“So for the court, sometimes execution is more important than a perfect system!”

“And then there’s the issue of governance; sharpen the knife without any hesitation, and execute those corrupt officials deserving of death.”

“The harsher you are now, the brighter the governance of the new dynasty can be for decades!”

As for Yang Zhenshan’s temperament, when he could use a gun, he wouldn’t waste time talking.

Da Rong fell because, at its core, its governance was rotten.

Subsequently, Yang Zhenshan talked a lot with Yang Chengye. With so much chaos currently, Yang Chengye found it somewhat overwhelming on his own, so Yang Zhenshan naturally helped him sort through these chaotic matters.

At the same time, Yang Zhenshan also wanted to offer Yang Chengye some constructive suggestions.

The grandfather and grandson talked for more than two hours, even during lunchtime they did not stop.

Finally, Yang Zhenshan said, “Don’t rush other matters for now; the immediate priority is you should ascend the throne!”

“Ascend the throne?” Yang Chengye was startled, “Grandson truly becomes an Emperor!”

“Yes, it can’t be delayed any longer. Establishing a dynasty, rewarding officials, first gives everyone a reassurance to prevent unrest,” Yang Zhenshan said.

Their expansion was so rapid that many hadn’t caught up to it yet.

Ascending the throne isn’t for the sake of that ultimate seat but to stabilize the people and distribute interests.

Yang Chengye was stunned for a moment before asking, “Then what should the state name be?”

Yang Zhenshan indeed hadn’t considered this question, “How about Da’an?”

“Grandfather, I want Dajing!” Yang Chengye looked at Yang Zhenshan eagerly.

Yang Zhenshan was somewhat speechless, “Dajing has already been taken by Chengyou!”

The title Marquis Jing’an held significant meaning for the Yang family, though it originally came from Jing’an Prefecture, symbolizing the rise of the Yang family.

Dajing indeed sounds better, but since Yang Chengyou had already established the Dajing Dynasty, they couldn’t ask him to change the state name.

“But Da’an sounds a bit clumsy!” Yang Chengye said.

Yang Zhenshan said calmly, “Da’an means great peace, what’s bad about it? Just call it the Da’an Dynasty!”

Yang Chengye couldn’t refute, so he could only ask, “Then what about the era name?”

“Decide for yourself!” Yang Zhenshan didn’t want to expend any more mental effort on this and threw it back to Yang Chengye.

“Choose an auspicious day for the ascension, but before that, finalize various systems. Let’s do this; first release the news to reassure everyone, then discuss the issues of various systems!”

With that, Yang Zhenshan got up and left the Imperial Study Room.

As Yang Zhenshan left, the news that Yang Chengye was about to ascend the throne quickly spread throughout the Capital City.

As Yang Zhenshan said, this news reassured many people.

After returning, Yang Zhenshan immediately drafted a framework for establishing the institutions of the Da’an Court according to his ideas.

Overall, it was drafted according to the government offices of Da Rong’s court, but Yang Zhenshan made many changes on its basis.

Firstly, a Commerce Department was added, with the Imperial Commerce Bureau renamed to the Commerce Department, on the same level as the Six Ministries, under which are the Imperial Commerce Bureau, Commerce Department, Market Shipping Department, Salt Transport Department, and other departments, directly managed by the Cabinet, mainly responsible for trade activities inside and outside the dynasty, drafting trade developments inside and outside the dynasty, managing tribute trade, border markets, etc.

Secondly, a Military Department was added, renaming the Martial Arts Temple to the Military Department, on the same level as the Six Ministries, with subdivisions such as the Martial Arts Department, Martial Arts Pavilion, Sect Department, and Offering Institute.

The Martial Arts Department is responsible for combating martial artist crimes, the Martial Arts Pavilion for training young martial artists, the Sect Department for managing worldly powers, and the Offering Institute for managing Innate Martial Artists.

Yang Zhenshan set strict regulations for the Military Department. Whether sects or Innate Martial Artists, they must strictly adhere to the Military Department’s rules.

Previously, Da Rong didn’t have much restraint over Innate Martial Artists, and Yang Zhenshan believed this needed to change.

The court could grant Innate Martial Artists prestigious positions and generous salaries, but they had to serve the court.

Bringing the Yang family’s cultivation salary into the new dynasty would be inappropriate, but the new dynasty could still establish an appropriate cultivation salary for Innate Martial Artists.

And once they received the court’s cultivation salary, the Innate Martial Artists would have to serve the court.

Besides the Commerce Department and Military Department, Yang Zhenshan also made amendments to the garrison system, abolishing the military household system and implementing a recruitment system.

The recruitment system, which can also be called a volunteer military system, involves allowing civilians to voluntarily join the army.

To implement this volunteer military system, the treatment of soldiers must be improved, otherwise, ordinary civilians would be unwilling to join the army.

Simply put, it involves enticing civilians to voluntarily enlist through benefits.

First, the treatment of soldiers must be improved, then the pension treatment of soldiers, and afterwards the settlement treatment for soldiers after discharge.
