Clan Rise: Starting as a Grandfather

Chapter 603: Chapter 509 Has the Potential to be a Strategist (Posted Wrong Chapter, Already Corrected)

Approaching noon, Yang Zhenshan returned to the Capital City and did not first return to his residence, but instead visited the Imperial City to report back to Emperor Yanping.

”Your servant pays his respects to Your Majesty!”

In the Imperial Study Room, Yang Zhenshan saluted Emperor Yanping.

”Haha, that will be unnecessary; you did well this time. I heard that those seniors do not resist serving the royal family!” Emperor Yanping appeared very pleased.

Yang Zhenshan smiled and said, ”It’s not exactly without resistance, Your Majesty also knows, these old seniors have always been accustomed to their independence, they definitely don’t like being controlled, but what they need most are resources for cultivation. Using True Essence Pills as their salary, even if they feel discontent, they have to endure.”

”Hmm, you do see things clearly.”

Emperor Yanping smiled and pointed to a chair beside him, ”Sit down and let’s discuss!”

”Thank you for Your Majesty’s generosity!” Yang Zhenshan said respectfully as he sat down.

Chen Zhongshu immediately instructed a young eunuch to bring over a pot of tea.

”What do you think should be done next?” Emperor Yanping continued.

Yang Zhenshan was somewhat puzzled, ”Your Majesty means?”

Emperor Yanping smiled, ”These old seniors are very powerful; always letting them roam freely, Your Majesty feels it’s a waste. If they could contribute more to the court, think about how much effort the court could save!”

Upon hearing this, Yang Zhenshan couldn’t help but sweat.

It’s no wonder he’s the Emperor; he wants to treat Innate Martial Artists as cheap labor!

Getting a group of Innate Martial Artists to work for the court is easier said than done.

Why do Innate Martial Artists prefer retreating to remote mountains instead of serving in the court?

It’s actually a matter of needs and pursuits.

For ordinary people, farming is for survival, that’s a need.

For scholars, entering the civil service is both a pursuit and a need.

For Martial Artists, the lower-ranked ones might roam the worldly society or join the military, this too is a matter of pursuit and need.

Clothing, food, shelter, and transportation are needs; fame and fortune are pursuits.

Everyone in the world can hardly be separated from these.

However, Innate Martial Artists are somewhat detached from the mundane world; it’s not entirely detached, but very few Innate Martial Artists care about fame and fortune.

For them, obtaining clothes, food, shelter, and transportation is easy; these can no longer satisfy their needs.

What they need are treasures, techniques, companions, and their pursuit is higher realms.

What could the court provide them in the past?

Nothing at all!

Now the court can offer them True Essence Pills and Three Yellow Plums, so they are willing to hold nominal titles.

But to make them serve the court, this is still far from enough.

True Essence Pills are good, but not enough to make them give up their freedom.

However, clearly, Emperor Yanping doesn’t think of these points; he thinks of all lands under the sky as his realm, and all people within the seas as his subjects.

Previously, there was no way to lure these Innate Martial Artists, so Emperor Yanping didn’t think about it; but now that it has started, Emperor Yanping evidently wants to pull Innate Martial Artists into court service.

A lovely thought, but hardly feasible.

Unless Da Rong has ten or eight Spirit Fruits, enough to satisfy the cultivation needs of these Innate Martial Artists, it’s basically impossible.

After contemplating for a while, Yang Zhenshan said, ”Your Majesty, your servant believes that we should not rush this matter!”

”Just now, Your Majesty also mentioned that these old seniors are accustomed to being free like clouds and wild cranes, getting them to stay in Capital City and serve the court might be difficult!”

”Therefore, your servant thinks we should tempt them with benefits and guide them with actions.”

Emperor Yanping showed interest, ”Tempt them with benefits, I understand—True Essence Pills and Three Yellow Plums, but what is this guiding with actions about?”

Yang Zhenshan said, ”Guiding with actions is to gradually lead them to serve the court! Your Majesty doesn’t need to keep all these seniors in the Capital City; just need to build a bridge for them to serve the court will suffice!”

”What bridge!” Emperor Yanping asked.

”Based on Fengxian Hall, establish an Offerings Institute, and according to court needs, Your Majesty can post bounty tasks in the Offerings Institute!”

”I’ve calculated that if all Star Origin Fruits are refined into True Essence Pills, after dealing out the designated salaries, there should still be some leftover. Use True Essence Pills as the reward, guiding the seniors to complete tasks!”

”This Offerings Institute would act as the bridge, and these bounty tasks would serve as guiding actions. Perhaps initially, these seniors might not want to exert effort, but once the first one accepts a bounty task, over time, this will become the norm.”

”After a while, these seniors would get used to it, and if they need True Essence Pills, they will naturally come to the Offerings Institute to find tasks.”

”Moreover, this method has another benefit; if in the future the court acquires some valuable items, these seniors wouldn’t compete with the court because they know the court will distribute these good items.”

Yang Zhenshan felt more and more that he was developing the potential to act as a mischievous military strategist. Look, just within a short while, he had come up with such a tricky idea.

Offerings Institute, Bounty Order, this idea might sound very good at first, but it has a significant flaw.

That would be leading people towards self-interest.

In the short term, this might not have much impact, but over time, changes would occur.

If one day the court runs out of True Essence Pills, would Innate Martial Artists still be willing to serve the court?

Like Zhang Ye, Granny Meng, do they reside in Sanshan Valley just because they need Three Yellow Plums?

No!

It’s because they have a sense of homeland devotion toward Da Rong; they are willing to protect Da Rong.

If someday everyone serves the court for the sake of bounty, that would mean their sense of homeland devotion to Da Rong has vanished, leaving only self-interest.
