The Daily Life Of A Cyberpunk Magician

Chapter 426 - 244 The Formation of the Wisdom Mutant
Chapter 426: Chapter 244 The Formation of the Wisdom Mutant”I’ve had it with those old hags,” the Rat King Phil said, sitting before a table in the temporary bar’s private room, his face showing a considerable amount of irritation. ”I always have the most work to do, and yet I always have the least money for operations. If I don’t get more funds for rat food to win over my rodent subjects, they’ll start throwing fits again.”

In the makeshift bar, Rat King Rafam Phil complained bitterly while drinking, about the organization’s women who splurged lavishly. Spittle flew uncontrollably when he got to the particularly outrageous parts, his arms and legs gesturing wildly.

Jiang Shu, observing his antics, had already quietly put on a mask.

He was worried about contagious diseases.

”Uh-huh.” Jiang Shu let Rat King Phil ramble on. He had already confirmed that there was nothing unusual with Liu Tingruo’s situation. Combining this with the feedback from earlier Spirit Technique sessions, it was clear that this Rat King hadn’t deceived him.

It was actually fine to keep listening to him go on like this; he could infer quite a lot from these fragmented statements.

Things like the organization’s lack of funds, or perhaps discrimination towards ratfolk; Rat King Phil also needed money to sway their loyalties, and he could almost communicate and command all types of rodent life.

In Lonely City, this was considered a very formidable ability, affording him a natural advantage in stealth, assassination, and intelligence work.

If it weren’t for Rat King Phil’s own antics, insisting on following Jiang Shu personally while wearing a mask, Lang Tai would not have been able to detect his existence.

Furthermore, if the Rat King were a bit more ruthless, by collaborating with some virus-obsessed lunatics to create viral weapons and using rats as vectors, he could easily ”hold hostage” the entire Fifth District, or even all of Lonely City.

Jiang Shu had seen such scenarios in movies before.

His gaze towards Rat King Phil changed.

This was definitely a dangerous individual. His Combat strength might not be strong, but his capacity to harm ordinary people was at a level of Destruction comparable to that of a certain notorious poison user.

He should be controlled as a priority.

”Ah, you’re really a good person,” the Rat King finally calmed down after his long spiel, seemingly experiencing for the first time the feeling of someone truly listening to his complaints.

Compared to the so-called kin in the organization, Jiang Shu, an outsider, somehow felt more affable to him.

”Huh? What does this have to do with me being a good person?” Jiang Shu was somewhat puzzled; he found it a bit difficult to understand the Rat King’s thought processes.

According to the feedback from the Mind Reading Technique...

Rat King Phil actually felt very close and grateful to him?

Is your emotional threshold really that low?

”Nothing,” the Rat King Phil didn’t elaborate much, merely continuing, ”Go ahead, ask me anything you want to know. I’ll tell you everything I can.”

”Alright, then tell me first, how did you use rats to find me?” Jiang Shu posed this question.

Liu Tingruo’s second secret base wasn’t that easy to find; each time he left, he had to pass through a metal-encased corridor that led out from a narrow alley.

”I roughly pinpointed you in Zone C3, and simply tasked a large number of my rat underlings to keep tabs on you. I’ve developed a method for them to communicate information. Pretty much as soon as a target appears on the main streets, I know about it straight away and can track them down,” the Rat King Phil explained his method openly, as he said he would.

Jiang Shu nodded; this was the answer he was looking for.

It seemed that the Rat King had only located him, but not the second secret base.

This information was critical, assuring him that the base’s location was safe for the moment, at least.

After all, moving homes twice in two days would be too exasperating.

”So you really don’t want me to take you to raid that Skyscraper’s nest? I’ve already scouted out their base thoroughly—I just need a big brother to lead the charge,” the Rat King Phil invited him again to wreck his former employer’s base, with a look of excitement on his face that made Jiang Shu wonder how much suffering the creature had endured in the organization.

Or was it just a naturally reckless and impulsive temperament?

Having such a character in charge of an intelligence department, Jiang Shu didn’t know whether the organization had struck gold or stepped in filth.

”Let’s put that on hold,” Jiang Shu naturally had no interest in dealing with the mutant organization that had come seemingly out of nowhere.

Having to deal with such an unpredictable organization filled with Wisdom Mutants, with an inexplicable touch of ’chuunibyou’, it was better to stay as far away as possible.

If not for the TV host Koichi Kojima mistaking Ding for a mutant, they would not have brought the Skyscraper into the picture.

Jiang Shu’s current target was simply Dick Tang; he did not want to get involved in other matters.

Let the mess of the Skyscraper be a headache for the Three Major Groups to deal with after he resolved the New Black Wall situation.

As for Rat King Phil His Highness...

Jiang Shu looked at the rat person before him, somewhat curious about how this individual had come to be this way.

Ordinary mutants resulted from a failure to appropriately interpret their Character Card, but Wisdom Mutants might not necessarily be the same.

Black Kler’s letter mentioned that to ensure his own safety and to get out of the Special Prison, he transformed his sister Isabella into a powerful combatant mutant when they were very young.

By that reasoning, it seemed that Wisdom Mutants could be created by human intervention.
