ASOIAF: The Rise of House Ashenblade.

The warning rider had barely dismounted before panic began moving through the square. Graeme and the two proven accomplices still hung from the oak beam while people gathered children, shouted for the rear paths, and asked whether the gate could survive five hundred men. Arlan climbed back onto the platform. ”Listen.”

The noise weakened by degrees. Wayne stood below with one hand on his sword belt; Morton held the punishment record against his chest, the parchment trembling less than the hand around it.

”Elton has known for weeks that attacking through this gate would place him against Storm’s End,” Arlan said. ”He has not forgotten. Three bodies on our gallows give him a different weapon.”

Graeme had organized espionage, aided arson and murder, stolen protected plans, and prepared to open FireStorm to raiders. Those facts did not prevent Elton from calling him a frightened refugee killed by a young lord. The seven lesser conspirators still lived because agreement had not been treated as the same crime as completed bloodshed, but rumor would not carry that distinction for them.

Arlan gave Wayne the wall and ordered every bow strung without placing an arrow on the string. Morton was to keep the back-mountain refuge ready, then bring the grain ledger, newcomer register, hearing record, and written sentences to the gate. FireStorm prepared for assault without giving Elton the first act of one.

Half an hour later, five hundred Caron men approached in ordered blocks beneath black nightingales. Thirty knights rode before them. Six grain wagons followed the first infantry ranks, their covers removed so the sacks could be seen from the wall. Elton halted beyond bow range.

A herald advanced under a white cloth and unrolled a proclamation bearing the Caron seal. By Lord Elton’s mercy, every smallfolk family, refugee, craftsman, and guard unlawfully held at FireStorm could depart before sunset without punishment. Debts recorded in Nightsong would be forgiven. Each departing household would receive ten days of grain and safe passage to land under lawful protection.

The herald raised his voice for the final sentence. Anyone remaining after sunset would be treated as a willing accomplice to rebellion, unlawful executions, smuggling, and collusion with mountain clans.

The grain sacks carried more weight than the spears. Many people behind FireStorm’s wall had arrived within weeks, after losing villages, kin, or stores. Their loyalty rested on food, work, protection, and what they had seen Arlan do; it did not yet have generations of graves beneath the same fields.

Morton came close enough to speak without the wall hearing him. ”If we open the gate, he may rush it.”

”He wants us to keep it closed.” Arlan ordered the main bar lifted. Wayne looked at him once, then relayed the command. The doors opened wide enough for three people abreast. Shields remained inside the passage, but no spear blocked anyone walking out.

Arlan descended and stood beneath the raised portcullis. ”Anyone who wishes to leave may do so. Take your tools, clothing, animals that belong to you, and the ration already owed to your household. No name will be punished for choosing.”

The declaration frightened Morton more than an ordinary threat. A lord could demand loyalty and call obedience proof that it existed. Allowing loyalty to walk through an open gate meant accepting the answer.

One family approached with two bundles and a goat. They had come to FireStorm after Holt’s camp was cleared; the father kept his eyes on the grain wagons while the mother held a boy by each hand. No guard stopped them.

A Nightsong clerk met them at the midpoint with a writing board. ”Names. All adults and boys old enough for levy service.”

Stolen from NovelPhoenix, this story should be reported if encountered on Amazon.

The father hesitated. ”The proclamation promised safe passage.”

”It did. Lord Elton must know whom he pardons.”

”And where will we live?” The man kept his sons beside him while the clerk worked.

”Placement will be decided at Nightsong.”

The elder boy was twelve. The clerk wrote him beneath the levy heading anyway and explained that Lord Elton would decide what he owed. The promise had offered freedom loudly enough for FireStorm to hear; its conditions appeared only when a family came close enough to be counted.

The mother turned the goat around. Her husband followed. They returned through the gate without cheers or laughter, and Arlan allowed no one to make their fear another public trial.

Others came forward only to ask questions. Would forgiven debts remain forgiven after harvest? Could widows keep land already assigned at FireStorm? Were men who had fought Caron-backed raiders included in the pardon? Could a craftsman leave Nightsong after accepting employment there?

The herald answered each with some form of Lord Elton will judge fairly.

Elton rode closer. ”You see what he does. He tells you that you are free while armed men watch your backs. He hanged three of your own this morning. How many will hang tomorrow?”

Arlan sent Morton to the midpoint with the hearing record. The old steward read every charge, the evidence supporting it, and the separate sentences. Graeme and two active accomplices had died for acts already committed; seven recruits received lashes and labor because they had not opened the gate or killed anyone. Each accused had been allowed to answer, and the answers remained in the record beside the proof. Elton interrupted twice. Morton continued reading.

When the record ended, Arlan spoke to the people inside rather than to the lord outside. ”No holding survives if its law changes whenever fear fills the square. Graeme did not die because Elton wanted him. The seven did not die because grief wanted all ten treated as one crime.”

He looked toward the open gate. ”Anyone may still leave. Anyone who remains will know the rule before being asked to obey it, and that rule will bind my officers as well as the newest refugee.”

A cooper from Rainwood stepped down from the wall. He placed his hammer on the earth inside the gate and stood beside it. Three guards who had joined after the clearances followed, then two women from the distillery and an older farmer whose sons had died with Ser Edwyn. They did not kneel. They returned to their posts.

Elton waited until the silence became an answer. Five hundred men could eventually break FireStorm’s wall, but the first charge would cross an open gate after its inhabitants had been offered grain and departure before hundreds of witnesses. The story he had brought would die before many defenders did.

”We will see how generous your rules remain when the stores empty,” he called.

The Caron host withdrew with the grain wagons still full. FireStorm did not cheer until the last ordered ranks had begun to disappear, and even then relief outweighed triumph. Arlan closed the gate and called everyone back to the square.

The bodies had been removed from the gallows. In their place stood a slab of dressed blue-grey stone and a table holding fresh parchment. FireStorm had grown from forty-seven people into a settlement of old families, refugees, laborers, soldiers, and craftsmen who did not share the same customs or reasons for staying. Personal promises were no longer enough.

”From today, the duties that keep this holding alive will be written and read.”

Morton dipped the quill. Arlan named the principles first. Crime would be judged by proven acts rather than rumor, birthplace, or the loudest demand for vengeance. Useful work, honest craft, defense, intelligence, and exposure of treachery would be rewarded. Theft, extortion, violence within the settlement, collaboration with enemies, desertion from assigned defense, and deliberate release of protected information would be punished under known rules.

”If you work, obey the law, and defend this place when required, you belong under its protection whether your family lived here for generations or arrived yesterday.”

The refugees listened more closely than the older households. Some had lived beneath lords who treated newcomers as labor until the next poor harvest; others had fled places where a guard’s accusation was enough to lose a home. Protection tied to conduct was practical policy for a holding that needed people, but it was also a promise they could measure.

Arlan rested one hand on his sword. ”I will protect those who keep these rules. FireStorm will feed whom it can feed, house whom it can house, and defend those who stand with it. In return, nobody inside these walls sells the lives of neighbors for another lord’s silver.”

The first agreement came from the old farming families. Others joined until the square answered him. Morton wrote while the gallows wood still smelled fresh. Wayne posted the first copy in the hall and ordered another read at the evening meal. No proclamation made FireStorm just by existing, but the next frightened crowd would have words older than its fear to argue against.
